The U.S. Army Mission and Installation Contracting Command, Fort Belvoir (MICC-FB) is seeking to award a Firm-Fixed Price contract to The Lyric Opera House in Baltimore, MD to provide all personnel, facilities, equipment, supplies and other non-personnel services necessary to facilitate live performance and broadcast recording in support of the U.S. Army Field Band's annual Holiday Concert. The contract will have a period of performance from 09 December 2024 to 15 December 2024. The Government projects award of the contract in September 2024 using Operations and Maintenance, Army funds.

The Lyric Opera House is the only venue within a 5-mile radius of downtown Baltimore that meets the specific requirements, which include a seating capacity of at least 2,480, a stage of at least 58' x 37', broadcast support capabilities, and other technical specifications. Award to any other source would result in unacceptable mission failure and critical delays.

There are several requirements for the venue to have; (1) be located within a 5-mile radius of downtown Baltimore, MD; (2) have been designed and constructed for the purpose of staging formal symphony type concerts and possess symphony quality acoustics; (3) Seat no fewer than 2,480 people; (4) provide a stage with dimensions greater than or equal to 58’ x 37’ and have the ability to accommodate 65 seated instrumentalists and 30 standing vocalists; (5) provide a jib platform (minimum 10’ x 10’); (6) provide a house sound system and lighting system; (7) provide a grand piano; (8) provide video support to include projection and screen; (9) provide theatrical lighting to include all fixtures and controls; (10) provide a broadcast crew to include a director, assistant director, jib operator, shader, camera assistant, director of photography, and video engineer. (11) provide staging to include decking, tiered risers, and stairs; (12) the concert hall’s loading dock must have the ability to accommodate semi-tractor trailer trucks;

(13) must have ushers to accommodate the audience; and (14) must have concert security.

b. The US Army Field Band has surveyed the marketplace and found The Lyric Opera

House is the only concert hall within acceptable radius that meets PWS requirements.

c. A sole source to The Lyric is necessary because The Lyric is the only facility that can meet the requirement for its seating capacity and within the timeframe required to support TUSAFB. Award of a contract to any other source would result in unacceptable mission failure and critical delays.

d. Failure to provide these services would have enormous impact on TUSAFB and mission to perform and broadcast its annual holiday performance which would jeopardize relationships
