About this file
This document contains an amendment to a solicitation for portable toilet and hand washing station services. The amendment provides government responses to industry questions about the solicitation. Services are needed to support various events in the National Capital Region for the Department of the Army Materiel Command Mission and Installation Contracting Command. The events include the Presidential Inauguration, Twilight Tattoo performances, Capital Shield exercises, and other contingency operations. A projected total of 258 standard portable toilets, 68 handicap accessible portable toilets, and 57 hand washing stations may be required across 11 scheduled events per year. Delivery and pick up of units is estimated at 28 each, and 80 unit servicing days are the yearly ceiling. Most events require support from 2 to 5 days without cleaning needed. Weekly cleaning would be requested for units in place over one week. The response document clarifies these and other details about event durations, waste disposal requirements, and how totals were calculated.

GOVERNMENT RESPONSES
Government Responses to Porta John Solicitation Questions
Question 1: Regarding the pickup and delivery of the portable units, will there be 28 total delivery of units and 28 total pickups of units, for all the following events listed?
Answer 1: The 28 projected delivery / pick up requests is a yearly “ceiling”. We have a total of 11 yearly scheduled events (Presidential Inaugural is performed once during the tenure of the contract). Remaining “unscheduled” events support training exercises, Command missions and contingency operations that may arise in any year.
Question 2: Will any of the events coincide with each other at different locations?
Answer 2: Yes. Some events require deliveries in multiple locations. However, all within the National Capitol Region.
Question 3: For proper preparedness, how much notice will we be given prior to a scheduled event or a change in the event?
Answer 3: Scheduled events support requests are submitted 1 – 2 weeks in advance. All other unscheduled requests are submitted within 3 working days (72 hours).
Question 4: Can you provide a list of the event dates?
Answer 4: A list of projected dates for scheduled events is attached. Dates are provided, in cases when dates have been determined for 2023 events. In cases where dates are not provided, it means that dates fluctuate year by year.
However, support requests for scheduled events will be submitted 1 – 2 weeks in advance.
Question 5: For clarification regarding the servicing unit amount, is 80 the total of service days that will be needed throughout the year?
Answer 5: 80 services are a yearly “ceiling”. Most of our supported events are short term placement of units, which require no cleaning services.
Question 6: How many estimated days per event, will the rental of units and servicing be needed?
Answer 6: Most events span 2 – 5 days. In cases when the units need to be left in place for longer than a week, we will request a weekly service.
Question 7: Are there any waste disposal requirements that we need to be aware of?
Answer 7: No special waste disposal requirements are requested.
Question 8: In reference to “Submission of offers” section, Will a copy of our companies’ reps and certs that’s in the sam.gov database, be sufficient for the Representation and Certification requirement?
Answer 8: This is a question for MICC representatives.
Question 9: Upon looking over this solicitation, I wanted to get clarification on how the number for delivery/ pick up (28 each) and services (80 each) was determined. Can you please explain.
Answer 9: Both delivery/pick up (28 each) and services (80ea) are yearly ceilings. We have a total of 11 yearly scheduled events (Presidential Inaugural is performed once during the tenure of the contract). Remaining “unscheduled” events support training exercises, Command missions and contingency operations that may arise in any year. 80 services are a yearly “ceiling”. Most of our supported events are short term placement of units, which require no cleaning services. Most events span 2 – 5 days, which will require no cleaning services performed. In cases when the units need to be left in place for longer than a week, we will request a weekly service.
Question 10: How many days will Capital Shield be so that I can accurately price for that?
Answer 10: Capitol Shield exercise is scheduled to last 3 weeks.
Question 11: What is the expected time duration for the inaugural need? Is service required?
Answer 11: Support for the Presidential Inaugural is expected to 7 – 8 days. We project 30 porta let units (both regular and ADA) and 15 hand wash stations for this event. Actual number of units and locations vary, depending on various planning factors. No service is projected, since once site is secured no personnel will be able to access security cordon, until USSS (Secret Service) releases access.
Question 12: What is the expected time duration for phase 2 of Capital Shield?
Answer 12: Capital Shield is expected to last 3 weeks regardless of site or phase.
Question 13: Do the units for Public Service Recognition Week require service?
Answer 13: No
Question 14: Do you expect the units for Contingency Operations to require service?
Answer 14: Most contingency operations use will last no more than 1 week, so no service is expected. Regardless, no more than 80 service requests are expected to be used during a single year.
Question 15: What is the expected duration for the Ft McNair organizational?
Answer 15: The Fort McNair Organizational Day event is a 1-day event. We may need to pre-stage the units the day before and have the units picked-up the day after the event (3-day mission).
Question 16: Are the Best Warrior, EIB, EFMB, and ESB events one day events?
Answer 16: They are multi-day events, usually lasting 4 – 6 days. No cleaning service requested.
Question 17: I believe that line item is intended to be the service per unit associated for the intermittent services on certain events (Capital Shield Lorton, Capital Shield RFK, etc.). I interpret that to mean that the total count of intermittent services required during the year is 80 across all events. However, if I do the math on just the Capital Shield Lorton event, I get significantly more services than that. Specifically… If there are 25 Std and 8 handwash stations distributed over those two, two-week phases for CS Lorton, where they need to be cleaned 2x per week, for two weeks. I get a total of 100 toilet services (25 x 4) and 32 handwash services (8 x4), just for that single event and both of its phases. In addition, Capital Shield RFK has service daily for 5 Std and 8 handwash, which is then quickly adding to that total.
Answer 17: Our needs call for any unit in place for less than 7 days, do not require a cleaning service at all (unless specifically asked for). For units that are used less than 7 days (this is the case in the majority of our missions), we do not require cleaning services (unless specifically requested). For units that are used for longer 7 days, into a second week, we’ll request weekly cleaning services. “Services” i.e. 80 services quantity, are calculated per mission (i.e. amount of days that we need a cleaning service) not the amount of units that need a cleaning service.
Question 18: How did you calculate the 28 deliveries/pick up fees?
Answer 18: Historical data. Maximum amount of missions (including various locations) requested in a fiscal year.
