The following have been added by full text:
QUESTIONS AND ANSWERS
Answers to Questions Submitted by Vendors in reference to RFP W91QV1-19-R-0036
Q1. Will this opportunity be a “bid” awarded on low price, or will it be a “proposal” with stated award criteria and past performance requirements? (or two part proposal)
A1. The requirement will be awarded to the Lowest Price Technically Acceptable offeror. Offeror shall submit proposals in accordance with the Addendum to FAR 52.212-1 Instructions to Offerors.
Q2. Can I provide my information to you to allow me to obtain a base access pass to allow entry onto Joint Base
Myer and Ft. McNair?
A2. Instruction for base access for the site visit was provided in Amendment 0002 of the Request for Proposal.
Please see PWS Para 1.6.15.2 Access and General Protection/Security Policy and Procedures for additional information for base access after award.
Q3. The Solicitation states, “It is preferred that offeror(s) attend a site visit on or around 26 June 2019 to gather elevator condition information at Joint Base Myer Henderson Hall, Ft McNair and Arlington National Cemetery”
(pg. 87). Can you confirm whether this site visit will indeed be held on June 26? If so, can you please confirm the time and precise location?
A3. The site visit for this requirement occurred on 26 June 2019 at 10:00am. See Amendment 0002 for additional information on the site visit.
Q4. Would you consider a bid due date extension?
A4. The Government will consider an extension of the solicitation but offerors must submit an appropriate justification to warrant an extension.
Q5. Please advise who is the incumbent for W91QV119R0036 and what is the current contract value and contract number?
A5. The current contract (7- month bridge contract) W91QV1-19-F-0029 was awarded to Century Elevator Inc. on 3
Jan 2019. The current contract value is $228,841.61.
Q6. Objectives (pg. 121) states: “All personnel performing Elevator Service and Repair shall be qualified and certified Elevator Electricians in accordance with ASME A17.1, A17.2 and A17.3 and licensed to work in the State of Virginia, and Washington D.C”; and this language also appears in 1.6.7.5, Special Qualifications (pg. 123), and
1.6.10, Key Personnel (pg. 124). Can you please clarify whether you intend to mean “certified Elevator
Electricians,” or “certified Elevator Technicians”?
A6. The language “certified Elevator Electricians” has been changed to read “certified Elevator Technicians” in
PWS Para 1.3, 1.6.7.5 and 1.6.10.
Q7. Escalators, k. (pg. 133), states: “The contractor shall perform all inspections and service repairs between the hours of 6:00 AM and 10:00 AM Monday through Friday.” Regarding the inspection and repair hours specified, the task of completing the annuals and related testing will exceed the allocated hours defined; additionally, the required major repairs cannot be completed within the four (4) hours allowed. Can you please clarify?
A7. The scheduled annual maintenance and testing should not take more than four hours. If the allocated time is problematic, the Government can work out the scheduling on a case by case basis. This four hour window is a low traffic interval prior to the busy period of the day for work at the Marine Corps Exchange. Major repairs would be handled with a contract modification. The quote that the contractor would submit should state the time frame required and this can be included in the modification.
Q8. Proposal Content, 3, Past Performance Information Sheets, b., Specific Relevant Contracts Information Sheets
(pg. 88), states, “Sheets are limited to 3 pages per reference.”
Question: Are these pages counted as part of the technical proposal (10-page limit), or are they considered an appendix?
A8. The Past Performance Information Sheets are not part of the Technical Proposal’s 10-page limit. For the Past
Performance proposal, the offerors are allowed to submit up to three past performance references with information sheets with a three page limit per reference.

Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the
Government. All past performance comments received will be taken into account and could affect the mailto:stacy.n.alleyne.ctr@mail.mil mailto:Stacy.N.Alleyne.ctr@mail.mil overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance
