W91QV1-19-R-0115—INSTALL FLOW METER QUESTIONS

1) No type of flow meter was specified in the SOW. Does the government desire (or not desire) a specific type of flow meter. Normally, for wastewater measurement in a manhole, either an ultrasonic type or a sluice flow meter is utilized. Both have cost and operational pros and cons.

The government has no desire on either flow meters stated above. The flow meter type shall be robust to withstand any environmental conditions without interruptions or interferences.

2) Is the new flowmeter only to provide “totalized” flow (e.g. total gallons or cu. Ft. for a prescribed time period)? Or does the government also require monitoring of “instantaneous flow” (e.g. gpm or cubic feet per minute)?

In this case both are desired in gpm.

3) Does the existing Compact Logix L32E programmable logic controller (PLC) have existing spare input board capacity for the new “point(s)” to be added to the system? The furnished “as-built” drawings do not show “spare” I/O capacity. If there is no spare capacity, is the contractor to provide a compatible, new I/O module for the PLC?

There is spare I/Os available.

4) To perform the work specified in para. 3.1.2. of the SOW, existing system software will need to be utilized (or provided). On our last project at Ft. Detrick, some of the systems were installed by the original MilCon project contractor using software that was owned by the contractor, and is still owned/registered to that contractor. The government never received a licensed copy of that software, as it was probably entitled to. This software is required for performing system additions.

a) Does the government possess a licensed copy of either RSLogix 5000 or Studio 5000 software? If so, what is the revision number of this software? This software is needed to program the new points into the existing PLC.

Yes, RSLogix 5000 Standard Edition.

V19.01.00 (CPR 9 SR 3).

b) Does the government possess a licensed copy of WonderWare inTouch “Compact N330” software?

If so, what is the revision number of this software? This software is needed to program the new points into the existing Invensys CPCA operator interface (OIT) located on the front of the existing Bldg. 200 control panel.

Contractor shall confirm the existing software version and licenses running on that system.

This software is currently being used at the Water Treatment Plant (WTP).

Wonderware InTouch 2014 Window Viewer on a Windows 7 Operating System by Invensys Systems.

- Invensys Licence Manager (1.0.000)

- Wonderware InTouch 2014 (11.0.04000)

- Wonderware Historian 2014 (11.5.04000)

- Wonderware Historian Client 2014 (10.5.000)

- Wonderware License Server (3.0.04000)

- Wonderware Application Server 2014 (4.0.04000)

- Wonderware Information Server 2014 (5.5.000)

- Wonderware MBTCP DAServer (3.0.100)

c) Does the government possess a licensed copy of WonderWare inTouch “Developer software? If so, what is the revision number of this software? This software is needed to incorporate the new flow meter data into the existing WonderWare software and server database located at the Wastewater Treatment Plant Operator workstation in bldg. 1143. This would allow the new meter’s data be both monitored in real-time and record/archive historical data for reports by WWTP personnel for City of Frederick and State of MD compliance purposes.

See answers 4b.

Note: This system network is not link to WWTP building 1143.

5) Can you please confirm that the existing control systems utilized for this project currently do not have a Cyber-security Risk Management Framework (“RMF”) ATO and that none is required on this project?

RMF ATO is not required.

6) Could you please let us know if the bid should be submitted electronically or by mail?

Electronically.
