Questions Following 11 January Site Visit

W91QV1-18-T-0007

Miscellaneous Questions

1. Please provide more accurate and updated drawings of the floor plans. The current drawings are pre-renovation?

The Welcome Center drawings are the best drawings currently available; there are some minor discrepancies, but the overall layout is essentially accurate. The drawings for the Admin Bldg can be disregarded as that requirement will be descoped from the project. The drawings for the Amphitheater are the best currently available.

2. Please provide the frequency card that was provided during the Site Visit.

Channel Transmit Frequencies

Receive Frequencies

1 395.7125 385.7125

2 395.9125 385.9125

3 396.2125 386.2125

4 396.5625 386.5625

5 396.8125 386.8125

3. Is there a preferred contractor for the roofs of any of the buildings in the event that the contractor has to make a penetration? If so, will the roof contractor be responsible for making the penetration?

There is not a preferred roof contractor; the vendor performing on this contract shall be solely responsible for all repairs to interior and exterior surfaces, structures, roofs, etc.

4. Are we required to provide the print (drawings) of equipment location(s) for the bid process or only if we are awarded the project?

In accordance with Para. 3.1.2. of the PWS within the solicitation, shop drawings are required before any actual work commences, with sufficient detail to enable the Government to review the installation approach for cultural resource considerations, not for technical review. The drawings to be included with the proposal are for general technical review of the installation approach, and need only have sufficient detail that the vendor has a technically acceptable approach to installation. The government’s expectation is that interested vendors will utilize the floor plan documents as the base of the proposal drawings; detailed engineering (e.g., Auto-CAD) drawings are not necessary.

Information Center (Welcome Center)

1. How much wall space is available and how much can be added in Telecom Room B014?

The telecommunications closet (Room B-014) has very limited space for the installation of additional rack equipment. The government’s expectation is that technically acceptable proposals will limit the amount of equipment in the communications closet to either a wall-mounted piece of plywood (i.e., 4ft x 4ft), or utilize the existing rack space where empty units reside. The Government reminds interested vendors that additional space is available in the small closet within the multipurpose room on the first floor, as well as in the mechanical room in the West side of the basement (as shown in the floor plan).

2. There is an old CCTV cable path the runs along the outside of the roof and down into the building near the roof access point. Is this abandoned? If abandoned, can it be used by the contractor? If not abandoned, is there sufficient space to for the contractor share the current path?

The actual conduit on the roof is not abandoned, but it is not currently functional.

However, ANC is beginning a CCTV technical refresh project in February 2018, and that conduit will be removed and replaced along with the camera at the Northeast corner of the roof. Interested vendors should assume that any cabling to be installed on the roof will require new conduit; however, the point of penetration through the roof for the existing CCTV cable/conduit may support up to 1” of RF cable. Interested vendors are reminded that the attic space adjacent to that penetration point is very confined with many hazards (sharp angles, etc.).

Interested vendors are also reminded that as an alternative to running RF cable to the roof for an antenna, a small Yagi-style antenna could be mounted in the vicinity of the utility yard behind the West atrium of the Welcome Center, provided that its location is clearly shown in the proposal drawing and the location will not cause interference between the BDA and the existing RF-based systems servicing the utilities in that area.

3. Is there an existing fiber connection between the information center and the administration building?

Yes; however, the Administration Building requirement will be descoped from the project, and interested vendors should not include any work within the Administration Building as part of their proposals.

Administration Building

1. This building will be gutted in 18-24 months. Is coverage still needed in the basement?

Can radio equipment/wirings remain after the building is gutted?

As noted previously, the Administration Building will be descoped from this project.

Amphitheater

1. In regard to the side room, how much fiber space is available in this location?

The communications cabinet in the curatorial storage area has very limited rack space. There are two (2) “dark” fiber optic cable pairs connecting the Amphitheater (from this location) to the Welcome Center (via pass-through at the Admin Bldg). Interested vendors should assume that this equipment cabinet does not have adequate space for BDA equipment.

RSSI Reading and Locations

1. Main level: (-75db <-> -80db)

Is this a reading from the inside or outside of the Administration building? If from the outside, where was it taken? If from the inside, do you have outside readings?

All readings, unless otherwise specified or obvious, were measured inside of the respective buildings. Unless otherwise specified as such, no outside readings are available.

2. Visitor Center: Main level: (-90db <-> -95db)

Is this a reading from the inside or outside of the Visitor Center? If from the outside, where was it taken? If from the inside, do you have outside readings?

See response to RSSI question 1 above; the same answer applies.

3. Memorial Amphitheater:

a. Parking Area: -57db

b. Sentinel's Quarters: -83db <-> -95db (Coverage spotty)

c. Public Restroom: -83db

d. Hold Room: -86db

e. Historian's Office: -83db

f. Kimball Room (lower display room): -86db

g. Handicapped Bathroom: -73db

h. Display Room: -65db

Of the readings from the Amphitheater; is #1 "Parking Area" the only outside reading?

Were there any readings taken from the roof/walkway surrounding the amphitheater (This is where the PTP mounts and ladder to the top roof are located)?

See response to RSSI question 1 above; the same answer applies. No measurements were taken from the roof area.

Notes to Remember

Improved signal strength is only needed in the basements of the Welcome Center and Amphitheater. Improved signal strength is no longer needed in the Administration Building.

The requirement for wiring installation is that everything meet the fire code.

Information Center: Any equipment placed in the multipurpose room closet must produce a low amount of noise, as this room is used for meetings. Additionally, the equipment placed in this room will need to be secured in some way; the room is not secured.

Amphitheater: Any equipment in the Telecommunications Room should be movable.

There are no wall mounts. There is also limited cabinet space, but you can provide your own cabinet.

Amphitheater: plenty of cable paths from Tomb quarters to the roof area.
