STATEMENT OF WORK (SOW)
Land-Mobile Radio Bi-Directional Amplifiers for
Arlington National Cemetery (ANC)
1.1 SCOPE OF CONTRACT
Arlington National Cemetery (ANC) requires Land-Mobile Radio (LMR) Bi-Directional Amplifiers (BDAs) and all associated peripheral devices (e.g., antennas, cabling, power supplies, mounting hardware, etc.)) (hereinafter, “BDAs”) to improve signal strength issues in key areas of the cemetery. The two-way radios utilized by ANC operate on the National Capital Region (NCR) LMR network; all equipment delivered and installed must be compatible with the existing equipment and network infrastructure. Prior to ANC accepting the final installation of the BDAs, the Contractor shall provide initial training on the operation and basic maintenance of the BDAs. The equipment shall meet all specification requirements in this Statement of Work (SOW).
2.1 LOCATION AND DESCRIPTION
2.1.1 Delivery/Locations: The Contractor shall deliver and install all equipment at locations specified below at Arlington National Cemetery, Arlington, VA 22211.
Delivery and full installation (including all necessary signal testing, network access, licensing, etc.) shall be completed no more than 90 days after contract award date. Key areas within the cemetery that have limited signal strength are include the Welcome Center basement Administration Building basement, and Memorial Amphitheater basement.
2.1.2 Time of Delivery: The Contractor shall only deliver and install the equipment between the hours of 08:00 AM – 05:00 PM, Monday through Friday.
3.1 TECHNICAL SPECIFICATIONS
3.1.1 The Contractor shall meet the following technical specifications:
3.1.2 General: The Contractor shall deliver and install a sufficient quantity of BDAs to enable consistent and reliable access (transmit and receive) to the NCR LMR network with LMR-compatible radios in all locations specified above. The specific locations for the BDAs shall be determined between the Contractor and the ANC Chief Information Office (CIO) following a site visit and review of all available signal strength monitoring data. The available signal data will be provided with the solicitation, at the site visit and upon request. All antennas necessary for the BDAs shall be installed on the roofs of buildings so that they do not create a visual impact to the buildings, and all cabling shall be contained within the buildings (i.e., no exterior cabling except what is required on the roofs). The Contractor shall submit shop drawings of proposed installation locations prior to performing any work to enable ANC personnel to review and approve the design approach prior to beginning any work. At this time, ANC is not considering replacing any existing radio units (desktop, mobile, or hand-held).
3.1.3 Telecommunications: The BDAs shall be compatible with the P25IP LMR network, and shall not negatively impact radio channels encrypted with AES and over-the-air-rekeying (OTAR). The BDAs shall meet the National Telecommunications and Information Administration (NTIA) mandate for narrowband (12.5kHz) operations.
Antennas installed with the BDAs (directional, or omni-directional) shall meet all applicable IFC, NFPA, and FCC requirements. The BDAs shall have sufficient bandwidth and power availability to simultaneously support reliable throughput from no less than 20 hand-held, mobile, or desktop LMR radio transceivers per BDA location. To optimize inter-operability with first responder agencies supporting ANC, the BDAs shall be capable of concurrently supporting multiple frequency ranges (e.g., 138–144 MHz, 148–150.8 MHz, and 380–399.9MHz). The use of consolidated Directional Antenna Systems (DAS’s) in lieu of individual BDA units is acceptable.
3.1.4 Power/Electrical Service: The BDAs shall be installed with power supplies capable of utilizing standard electrical receptacles in the buildings. In situations where a BDA’s proposed location does not have close access to an electrical receptacle, the Contractor will inform the government to determine a resolution. The electrical service in all buildings of ANC is 110~120VAC, and most electrical receptacles are serviced by either 15- or 20-amp circuits. The Contractor will provide all electrical requirements prior to installation to allow ANC to determine if sufficient amperage is available.
Additionally, for all BDAs installed at the Welcome Center, Administration Building, and Memorial Amphitheater, the Contractor shall include battery backup with the capability to power the BDA for no less than 24 hours during power outages.
3.1.5 Safety: The Contractor shall ensure that all installation locations are suitable for human safety considerations, and limited radio frequency (RF) interference on other electrical equipment in the buildings.
3.1.6 Warranty: The Contractor shall warranty all parts, equipment, and installation for one year, commencing on the date the contract requirements are fully completed.
3.1.7 Subscription Services: N/A
