Solicitation Questions
1. Question: What information are you requiring for Past Performance?
Answer: The Government requires a POC (name, email address, phone number, title), company, contract number if applicable and any other information that would be valuable for evaluation purposes.
2. Currently there are multiple fire alarm systems manufactures represented on site as detailed in the site inventories spreadsheets. Since there is not one service company that is factory trained and certified to program all existing control equipment will subcontracting out to factory certified companies be permissible to comply with the scope of work?
Answer: You are free to subcontract out the work to accomplish the requirements, although keeping in mind the Limitations of Subcontracting Clause in which the prime contractor needs to perform 50% of the cost.
3. Is there currently a base wide fire alarm network in place and is there designated fire alarm command centers for monitoring? If so, please provide their location and manufacturer and model number.
Answer: Yes, we use a MOSCAD System here at Ft. Detrick (However we are in the process of going to a dialer based system) currently the calls are received at the Dispatch Center at Building 1419, however once we go to the Dialer system, these calls will go directly to Frederick Co. ECC. DPW can provide you this information as it is not part of this contract. At Forest Glen we use a Cellular Based system and the signals are sent to Building 605 Police Dispatch. (MEM/BFPE can provide manufacturer and model number)
4. The specifications mention Mass Notification testing, are all buildings connected for Mass Notification though out the complex or is there only specific buildings connected as Mass Notification.
Answer: There is not currently a centralized mass notification system. Only a certain percentage of the facilities here have mass notification and they are not interconnected.
5. Does the complex have “Giant Voice”? If so please provide manufacturer and model.
Answer: Yes we have a Giant Voice System however it is not part of this contract and is not tied into the buildings mass notification system.
6. If “Giant Voice” exists is it interfaced with the buildings Mass Notification system?
Answer: No.
7. Do any of the existing fire alarm systems utilize a site wide monitoring reporting (example DACT or Cellular) and if so does it report to a central station or does it report to emergency communications on site.
Answer: See Answer for Question #3.
8. Does this solicitation require Davis Bacon or prevailing wage?
Answer: I will be adding both a Service Contract Act Wage Determination and Davis-Bacon Act Wage Determination to the solicitation and resulting contract.
