Performance Work Statement (Includes associated Performance Requirements Summary (PRS)

FOR

Air Compressor Preventative Maintenance (PM) and Emergency Repair Services (ERS) (Follow-On)

AT THE

U.S. Army Acquisition, Logistics and Technology Enterprise Systems & Services (ALTESS) Project Office Radford Army Ammunition Plant, Radford, VA

Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to follow all state, federal, and environmental safety regulations while providing all personnel, equipment, supplies, facilities, transportation, specialized tools, materials, supervision, and other items to provide Semi-Annual Preventive Maintenance (PM) and Emergency Repair Services (ERS) for two (2) Ingersoll Rand model 2.2475E7.5V (SN: 07121703658 & CBV289816), and two (2) Ingersoll Rand model 2545 (SN: CBV711103 & CBV711102), air compressors services directly supporting the ALTESS Enduring Data Center (EDC) located on site in Radford, VA 24141-1061.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Background: Over the last 10 or more years, the air compressors have been essential pieces of equipment that supplies production air for all pneumatic valves, pneumatic heating, ventilation, and air conditioning (HVAC) controls to include directly supporting the data centers main building sewer ejection system. This also includes pneumatic valves that are operated by the air compressor system that directly supports control chilled water, condenser water, and hot water loops. Without air compressors, the automatic operation that enables functionality of the pneumatic valves will not engage which prevents emergency generator operating properly and directly impacting cooling of the building infrastructure.

Essentially, without the air compressors ALTESS will not have a properly cooled building or mission ready generators during emergency operation or removal of sewage from the building. This would result in shutting down all restrooms on the eastside of the data center directly impacting ALTESS personnel. To ensure the equipment remains fully mission capable to include improving the longevity of the support equipment, ALTESS continually requires a solid maintenance support service to ensure systems are fully mission ready. Into the foreseeable future, ALTESS will continually have a need for maintenance service for the air compressors.

1.3 Scope: The contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to complete work associated with providing Semi-Annual Preventive Maintenance (PM) and Emergency Repair Services (ERS) for two (2) Ingersoll Rand model 2.2475E7.5V (SN: 07121703658 & CBV289816), and two (2) Ingersoll Rand model 2545 (SN: CBV711103 & CBV711102), air compressor services directly supporting the ALTESS Enduring Data Center (EDC) located on site in Radford, VA 24141-1061.

1.4 Objectives: The objective of this service is to provide Semi-Annual Preventive Maintenance (PM) and Emergency Repair Services (ERS) for two (2) Ingersoll Rand model 2.2475E7.5V (SN: 07121703658 & CBV289816), and two (2) Ingersoll Rand model 2545 (SN: CBV711103 & CBV711102), air compressors services directly supporting the ALTESS Enduring Data Center (EDC) located on site in Radford, VA 24141-1061.

1.5 General Information:

1.5.1 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.2 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g., deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.

1.5.2.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.5.3 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.

1.5.3.1 Government Facility Office Hours: The Government facility office hours are 7:00am – 4:00pm, Monday through Friday except U.S. Holidays identified in paragraph 1.5.2.1 above or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.5.3.2 Government Facility Operating Hours: The Government facility operating hours occur between the hours of 7:00am – 4:00pm, Monday through Friday. The Government facility is open except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, weather, or similar Government directed facility closings

1.5.3.3 Contractor Support Hours: The Contractor shall provide support between the hours 7:00am – 4:00pm, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, weather, or similar Government directed facility closings. Work expected to be performed outside of these hours must be approved by the Government at least one week in advance. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.5.4 Place of Performance: The work to be performed under this contract will be performed at the Radford Army Ammunition Plant (RFAAP), ALTESS building 450 and associated areas within the ALTESS data center located in Radford, VA 24143.

1.5.5 Period of Performance: The period of performance shall be a base with four (4) option years:

Base Year: 9/1/2025 – 8/31/2026
Option Year 1: 9/1/2026 – 8/31/2027
Option Year 2: 9/1/2027 – 8/31/2028
Option Year 3: 9/1/2028 – 8/31/2029
Option Year 4: 9/1/2029 – 8/31/2030

1.6 Security Requirements: The following information is provided on security related matters.

1.6.1 Installation Access: Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized. Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U.S. installations, buildings, and controlled areas. The Contractor shall ensure that any subcontractors used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements.

The Contractor shall be aware of and comply with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control System (IACS) processing requirements.

The Contractor shall return installation passes to the issuing IACS office when the contract is completed or when a Contractor employee no longer requires access.

1.6.2 Background Checks: Contractor(s) and service personnel visiting the Radford Army Ammunition Plant (RFAAP) must have US citizenship and provide one form of valid photo ID for entrance onto RFAAP. All personnel shall be escorted at all times.

All contractor and service personnel providing a recurring service to the RFAAP installation are required to obtain a RFAAP badge. In order to obtain a RFAAP badge the contractor shall submit and obtain a favorable nationwide formal background investigation for the personnel. This background investigation must be from a state agency or licensed background firm and not a computer search. Contractor personnel cannot have any adjudication actions (parole, probation, or open case files) within the past 5 years, or they will not be able to obtain a RFAAP badge and access to the installation shall be denied. The investigation shall be submitted to RFAAP security personnel though the contracting official. The RFAAP Security Office shall then, upon validation of the favorable investigation, provide the RFAAP badge. The personnel receiving a RFAAP badge shall be required to carry the badge with them at all times while on the installation and secure the badge out of sight when not on the installation. Cell phones, cameras, PDA, and electronic devices are not allowed on the installation without prior approval.

Contractors not requiring a RFAAP badge must obtain a visitor’s badge at the Visitor Station located at the entrance to the RFAAP facility. This badge must be worn at all times and be plainly visible.

Contractor personnel performing work under this contract must possess and abide by the security requirements at the time of proposal submission, and must maintain the level of security required for the life of the contract

1.6.2.1 U.S. Citizen: Contractors that work with or teach youth under the age of 18 years are subject to U.S background checks. The Requiring Activity Manager will determine the extent of background checks required. The Contractor employee may begin performance of the contract after receiving a favorable local background check. The Contractor agrees to replace the employee should results of the background check, if required, be unfavorable as determined by the Requiring Activity Manager. The Contractor’s replacement of the employee with the unfavorable background check shall be within a timeframe provided by the Requiring Activity Manager. The Contractor shall also replace employees whose background check, during their tenure of employment, renders them with an unfavorable local or stateside background check, as determined by the Requiring Activity Manager. The Contractor shall forward a copy to the Contracting Officer via the COR and the Requiring Activity Manager of each favorable background check within 7 business days prior to service of receipt by the Contractor, identifying such with the appropriate contract number (#). The Contractor shall forward a copy to the Contracting Officer via the COR and the Requiring Activity Manager of each unfavorable background check within 7 business days of receipt by the Contractor, identifying such with the appropriate contract number (#}). When the Government awards a non-personal services contract directly to an individual, the failure of the individual to provide a favorable background check would be grounds for termination.

1.6.6 Physical Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured IAW the Army Physical Security Program AR 190-13.

1.6.7 Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. The Contractor shall immediately report suspicious activities to security personnel.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.

1.8 Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

1.9 Key Personnel: The following personnel are considered key personnel by the Government:

1.10 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties must identify themselves, to include proper marking of signature blocks in correspondence, to avoid creating an impression in the minds of members of the public that they are Government officials. The Contractor shall ensure that all documents or reports, produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

1.10.1 Contractor Identification Badges: Contractor personnel shall be easily identifiable through the display of badges IAW Contractor Identification (AE Reg. 27-715). The Contractor (to include subcontractors) shall provide each of their employees an easily readable identification badge. The badge must include the employee’s name, the contractor’s company name, the functional area of assignment, and a recent color photograph of the employee. Companies with U.S. Government contracts will require their employees to wear these badges visibly when performing work at Government workplaces unless this would be impractical because of mission or safety considerations. The Contractor shall collect all ID Badges upon completion of the contract or termination of employee. A listing of issued ID cards shall be furnished to the Contracting Officer prior to the contract performance date and updated as needed to reflect Contractor personnel changes.

1.11 Contractor Travel: There is no specific Government-directed travel as part of this PWS.

1.12 Data Rights: The Government has unlimited rights to all documents and materials produced under this contract. All documents and materials, to include the source codes of software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership and copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.13 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/ , the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.

1.14 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.15 Environmental Compliance: The following provides information on Environmental Compliance.

1.15.1 Environmental Compliance Plan and Program: The Contractor shall ensure that all of its operations and activities conform to the ALTESS and Radford Army Arsenal environmental policy requirements. The Contractor shall ensure that all contract personnel have received appropriate levels of training in the handling, use, storage, and disposal of hazardous material. In addition, the Contractor shall ensure that all Contractor controlled activities on the Radford Arsenal installation are conducted in accordance with the Radford Army Arsenal and ALTESS Spill Prevention and Response Plan, Solid Waste Policy.

“If contract requires the use of hazardous materials/substances, the Contractor shall, prior to mobilization, inform the ALTESS facility management team of the amounts and types of hazardous materials needed to be brought onto the Garrison in order to fulfill their contractual requirements. Contractor shall also provide the Safety Data Sheets, storage requirements and proposed storage locations for the hazardous material.

“The Contractor shall clean up at its own expense any contamination, including soil and ground water contamination caused by hazardous materials/substances brought onto the garrison, or by his activities. The Contractor must immediately report any hazardous substance spills to the ALTESS facility management team.

1.16 Government Property and Services: The Government will make available the restroom facilities in Building 220 and/or Building 450 for the contractor’s use in performance of tasks outlined in the PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Contractor-acquired Property - means property acquired, fabricated, or otherwise provided by the Contractor for performing a contract and to which the Government has title.

Day – means, unless otherwise specified, a calendar day.

Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

Government-furnished Property – As reflected in FAR 52.245-1, Government-furnished Property “means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract

Government Property - means all property owned or leased by the Government. Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.

Property Administrator - means an authorized representative of the Contracting Officer appointed in accordance with agency procedures, responsible for administering the contract requirements and obligations relating to Government property in the possession of a Contractor.

High Level Objective (HLO) – means a key overarching result-based objective for a project necessary to achieve the project’s vision. HLOs are similar to Level 2 in a Work Breakdown Structure. Each HLO may contain several statements to flesh out the areas necessary to meet the objective.

Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Statement – means the specific results-based activities required to satisfy HLOs. A statement contains a result, the context of the statement, and the required action(s). Statements focus on “what” is to be accomplished; however, they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flesh out the areas necessary to meet the objective. Statements are similar to Level 3 in a Work Breakdown Structure.

Subcontractor – means one that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

GOVERNMENT PROPERTY (GP) AND SERVICES

3. Government Property and Services

3.1 Facilities: The Government will make available the restroom facilities in Building 220 and/or Building 450 for the contractor’s use in performance of tasks outlined in the PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.2 Utilities: The Contractor shall instruct employees in utilities conservation practices. PART 4

SPECIFIC TASKS

4.1 Basic Services: The Contractor shall review the recommended OEM maintenance guidelines/scheduling for the equipment, and services required to perform work under this contract in accordance with this PWS, preventative maintenance shall include:

0. Semi-Annual Maintenance Services Shall Include:

1. Fully certified and trained air compressor technicians

1. Perform Two (2) maintenance visits per year

1. One (1) initial visit

1. One (1) maintenance service at six (6) months

1. Provide lock/out tagging of all applicable energy sources

1. Inspect air compressor electrical systems

1. Inspection of air compressor system operation and advisement of manufacture/technician recommendations for repair/maintenance

1. Inspect/change separator (as needed)

0. Hazardous Waste Disposal

1. Disposal of all new/used/sampled fluids shall be disposed of at an offsite federal, state, and EPA approved disposal site.

1. Used filters or any associated equipment in contacts with hazardous materials shall be disposed of at an offsite federal, state, and EPA approved disposal site.

5. Emergency Repair Services (ERS)

5.1 EMERGENCY REPAIR SERVICE: Emergency Repair Service shall include unlimited 24/7 emergency service with 2-hour response time on site for all equipment listed above. Emergency service needs are to be managed by the Contractor's staff. Emergency calls will receive immediate troubleshooting from the Contractor technical support staff. In the event Government Designated Representative chooses to leave a message on Contractor’s Emergency Call number, Contractor will return Government’s call within 30 minutes.

PRS#1

The contractor shall provide Semi-Annual Air Compressor Maintenance for two (2) Ingersoll Rand model 2.2475E7.5V (SN: 07121703658 & CBV289816), and two (2) Ingersoll Rand model 2545 (SN: CBV711103 & CBV711102), within the PWS for PD ALTESS.

PWS:

Contractor shall perform maintenance services as outlined within the OEM and associated manufactures specification and/or adjustments required to bring equipment to fully operational capable standards.

100% inspections, zero environmental mishaps, loss of sample, security incidents in performance of this service.
ALTESS, Facility manager and/or COR representatives through Governmental Surveillance Documentation, customer complaint systems or visual performance 100% inspection upon completion of PMs and ERS services, random sample inspection and periodic inspections.

PRS#2

The contractor shall dispose of all hazardous waste and associated hazardous materials upon completion of preventive maintenance or emergency repair services as outlined within this PWS.

PWS:

Contractor shall remove and dispose of all hazardous waste and/or associated materials at an offsite federal, state, and EPA approved disposal site.

The contractor shall provide Emergency Repair Service(s) (ERS) for two (2) Ingersoll Rand model 2.2475E7.5V (SN: 07121703658 & CBV289816), and two (2) Ingersoll Rand model 2545 (SN: CBV711103 & CBV711102), as outlined within this PWS.

Contractor shall provide fully certified direct/trained technician for emergency repair services at the 24/7/365, 2-hr. response time.

Zero environmental mishaps, security incidents in performance of this service.
ALTESS, Facility manager and/or COR representatives through Governmental Surveillance Documentation, customer complaint systems or visual performance 100% inspection upon completion of PMs and ERS services, random sample inspection and periodic inspections.
