| # | DOCUMENT | SECTION/PARAGRAPH REFERENCE | PAGE NO. | QUESTIONS | RESPONSES |
| 1 | Is there an incumbent contractor or contractors for this effort? |
a) If so, what is the name of the incumbent?
b) What is the contract number for the incumbent?
| c) Has the scope of this solicitation changed significantly from that of the incumbent contract? | This request is denied. | ||
| 2 | Will the Government sponsor the apparent awardee for a Secret facility clearance? That is, is the Secret facility clearance required of the prime contractor at the time of proposal submission? | No. A secret facility clearance is required at the time of proposal submission. | |
| 3 | For Factor III: Past Performance, the instructions state "To be recent, the effort must have been performed for six (6) months or longer during the three (3) years prior to date for receipt of offers. Evaluation will focus only on work experience already performed. Yet-to-be performed work, experience prior to the last three (3) years, and work performed for less than six (6) months will not be considered. Past performance information that fails this condition will not be evaluated.." As a result only opportunities completed between 03/14/2020 and 09/14/2022 can be submitted as past performance references. Considering the government was under massive shutdowns during the majority of this period due to COVID-19 and this opportunity is a SBA 8(a) set-aside, would the Army consider adjusting this reference for past performances to state "within the last (5) years", as many other federal agencies (including DoD) have adjusted their past performance reference period to accommodate for this lack of activity that also disproportionately impacted the small business federal community including SBA 8(a) certified vendors? As a note during this period the SBA and congress extended the validity of the SBA 8(a) program 1 program year for all active participants due to impact to the SBA 8(a) community from COVID-19. | This request is denied. |
