However, the education and experience attributres remain in effect. | |
| 4 | PWS | 1.6.10.2, 1.6.10.3, 1.6.10.4, 1.6.10.5, 1.6.10.6, 1.6.10.7, 1.6.10.8 Optional Labor | 6, 7, 8 | At what point in the contract does the Government anticipate exercising key personnel CLINs? | Optional labor is not considered key personnel. The Training Developer III (OCS Training Development) as base labor personnel is anticipated to to be exercised at POP start. Will the Government please consider allowing offerors to submit completed CPARS evaluations or previously completed/signed performance assessment questionnaires in lieu of new performance assessment questionnaire forms? | Yes | ||

| 43 | What are the page counts for each volume? Technical Capability, Price and past performance? | |||||
| Is the Past Performance Volume (Vol III) meant to be the Performance Questionnaire only? If so how many past performance references are required? | This will be updated. | |||||
| 44 | Regarding instructions, it is unclear to me what the government is requesting for a proposal. I am used to seeing a technical volume restricted to a certain number of pages and a separate pricing volume. I see on page 78/78 how proposals will be evaluated on Subfactor I: Staffing Approach, Subfactor II: Management Approach, II Price, and III Past Performance, but I do not see any instructions. From page 75/78 where Instructions to Offerors begins, to the last page, there is no indication as to the number of volumes required, page length, font, etc. | This will be updated. | ||||
| 45 | Page 77/78 states only offers submitted on the SF1449 will be accepted which is in pdf format. However, page 77/78 states attached (emailed) (Proposal) files must be Microsoft compatible. Is pdf acceptable considering that is what the format of the SF1449 is being provided? | Yes | ||||

| 52 | RFP/PWS Section 1.6.10.5, 5.7 | Pages 7, 19 | Section 1.6.10.5 specifies Functional Analyst II (OCS Lessons Learned). However, in Section 5.7, it specifies Functional Analysis I (OCS Lessons learned). Would the Government please clarify whether the position is a Level I or II? | Section 1.6.10.5 is in error, it should read Functional Analyst I (OCS Lessons Learned). | ||
| 53 | RFP | Section L | Page 75 | The Government requires offerors to “Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation.” Would the Government confirm whether offerors need to submit a signed cover page or if a signed SF1449 will satisfy this requirement? | Either method will work. | |

| 56 | General Question | N/A | N/A | Is this a Performance Based contract? | Yes | |
| 57 | Solicitation | Technical Exhibit 3 | 37 | The government has directed Offerors to review FAR Clause 52.222-17, Nondisplacement of Qualified Workers. If there are personnel performing these services now, which billets are being filled at present, and which are Optional Tasks that were never exercised? | This contract is not currently active. | |
| 58 | Solicitation | Section L | 75 | This section does not provide any instructions as to the content and format of the proposal. Moreover, this Section does not give page limits of any volume. Can the Government provide the format and content specifically to be submitted for each volume of this proposal in this Section? | This has been updated. | |
| 59 | Solicitation | Section L | 77 | This Section states that cost and price data should not be submitted with the proposal. How and where should it be submitted? | Excel sheet that was provided should be attached seperately. | |
| 60 | Solicitation | Section L | 77 | This Section states that proposals are due at 4:30 pm on 8 March. The SF 1449 says proposals are due at 3:00 pm on 8 March. What is the correct deadline for submission? | This has been updated. | |
| 61 | Solicitation | Section L | 77 | Can the file submission be in pdf format? | Yes | |

| Can the Government confirm that only Volume I and Volume II are due from the Offeror at the time of submission? | All of volume I | |||||
| 63 | Solicitation | Section M | 78 | Is this contract going to be awarded based on a Best Value or a Lowest Price Technically Acceptable evaluation? | Lowest Price Technically Acceptable (LPTA) | |
| 64 | Solicitation | Section M | 78 | Section M states, “Technical information located on the PWS section 5-5.3.1 is applicable to subfactors I Staffing Approach and Subfactor II Management Approach.” There is nothing contained in that Section? | This has been updated. | |
| 65 | Solicitation | Technical Exhibit 3 | 37 | None of the average historical workload averages the Government provided in Technical Exhibit 3 equates to a Full Time Equivalent (FTE). What is the Government using as a man year? We know that a Government man year equates to 2080. If you subtract out the 88 hours for holidays and two weeks of PTO, this will leave a contractor man year of 1912. For pricing purposes, is this the number that offerors should use when developing their pricing? This will help to ensure a level playing field. | This information is up to the contractors interpretation | |
| 66 | DD-254 | 13 | 2 | The DD-254 notes work is performed at Fort Gordon. |
Is the work to be performed at Fort Gordon?
| This has been updated. | ||||
| 67 | Solicitation | 52.212-1(2) | 75 | a. The Performance Assessment Questionnaire does not specify when the Government would like the Performance Assessment Questionnaires returned from CORS/Respondents. |
b. What Cover Letter is this Performance Assessment Questionnaire referencing?
c. Is the Offeror supposed to submit the Questionnaires to their CORs? Is the Offeror supposed to submit the completed Questionnaires?
d. How many Performance Assessment Questionnaires are to be submitted?
e. Would the Government consider CPARS to be submitted in lieu of the Performance Assessment Questionnaires?
f. If a COR/CORS fail to submit the required Assessment, what will be the Offeror’s rating IRT Past Performance? An Offeror doesn’t have a lot of leverage to get these Assessments completed and it would unduly penalize an offeror if they weren’t received by the Government.
a. Before the closing date of the proposal.
b. Government created
c. There COR. CPARS will also be acceptable.
d. Up to the contractor
e. Yes
f. Rating will be neutral 68 Solicitation 1.1 Description of Services (Page 3)
Section 1.6.5 (Page 4)
Section 3.2 (Page 13)
Section 4.1 (Page 5) 3,4,5, and 13 Is this Section, it states that Contractors will provide facilities; but in Section 1.6.5, it states that the Place of Performance will be the CASCOM HQ, Building 5020; Section 3.2 states contractor personnel who perform at the government site And Section 4.1 states in part, that Contractors shall furnish facilities
Will the Contractor’s Place of Performance be the Government Site, Contractor Site or a combination of both?
| If it is a combination of both, which positions will be Government site? Contractor Site? | The primary place of performance will be Fort Lee. | ||||
| 69 | Solicitation | PWS Section 1.6.10 | 5 | This Section in part states that one of the personnel identified as key personnel may be designated as the contract manager and alternate. |
| Does this mean that the alternate dos not have to be key personnel as they just have to be available and not necessarily on-site? | Neither the contract manager nor the alternate need to be on site, but it is preferred. | ||
| 70 | Solicitation | PWS Section 1.6.10 (pages 5-8) |
Key Personnel
General Comment/Question 5,6,7, and 8 For each of the key personnel, there are minimum educational requirements (i.e., college degree), as well as experience levels.
Moreover, if this is a performance-based contract, it is incumbent upon the Contractor to select the right personnel (regardless od educational and experience) that are capable of successfully performing the work.
| Would the Government consider removing the educational and/or experience requirements; if not, increasing the experience requirements and make a college degree desirable but not required? There are many retired military personnel that have more than the required but no college degree. | Education and experience levels remain as stated for Base and Optional Labor. | ||||
| 71 | Solicitation | 5.2.2 Specific Tasks | 16 | There is a reference made IRT graphics and compliance. | |
| Is there a requirement for graphics development? If so, we didn’t note any required expertise with graphic development, nor any graphics software mentioned. | Only Microsoft Office and Abode Acrobat skills are required. | ||||
| 72 | Solicitation | PWS | 16 | Is there a significance of the “ratio of 1:1” ? | |
| A ratio appears for every key personnel description listed | This has been updated. | ||||
| 73 | Pricing Schedule | ||||
| General Question | N/A | N/A | The Pricing Schedule provided by the Government does not allow for any supporting pricing backup (i.e., fringe, G&A). Moreover, typically, we submit an Excel Spreadsheet in support of the Government supplied pricing sheets. |
| Does the Government want Offerors to submit an Excel Spreadsheet to support their pricing submission? If so, will the government provide the Spreadsheet or will the offerors decide the format? | This has been updated. The offeror can tailor the format to there liking. | |||||
| 74 | Pricing Schedule | |||||
| General Question | N/A | N/A | In addition to the Pricing Schedule, there are two other sheets (optional Support Services). Are these sheets applicable? The first four columns will contain the same information as the Pricing Schedule. The last two columns look like something we would complete if this were an IDIQ. Moreover, it talks about Instructors. | Yes, this is applicable. Instructor/Support it states. | ||
| 75 | Pricing Schedule | |||||
| General Question | N/A | N/A | CLIN 0004, CLIN 1004, and CLIN 2004 all note, "Provide support services in accordance with the PWS, paragraph C-5.3.1." However, there are no services listed in C-5.3.1. Would the government consider changing these CLINS to read, "Provide support services in accordance with the PWS, paragraph C-5.3.1. - C-5.3.12"? | This will be updated. | ||
| 76 | PRS | N/A | N/A | The standard notes, written products to be completed NLT the start of FY23. Given that we are already past the start of FY23, this must be an error. Will the Government consider editing this standard to reflect the actual timeline for this requirement? | This will be updated. | |
| 77 | PRS | N/A | N/A | The performance objective stipulates, completion of a task NLT the start of FY 24. Given the optional nature of this task, it is unclear if the successful offeror will be asked to fill this task in time to meet the requirement. Would the government consider changing this objective to take into consideration, the fact that the date that the option is exercised may require this task completion to be adjusted. | Acknowleged. | |
| 78 | General Question | Given the abbreviated time to respond to this solicitation and waiting on answers to the questions, would the Government consider extending the Proposal Submission by one week? | This will be updated. | |||
| 79 | PWS | Section M | 78 | This Section states that thee will be no identifying marking for Technical exhibit I; what is technical exhibit I? | Please refer to earlier answers. | |
| 80 | PWS | Section M | 78 | This Section States technical and past performance when combined are equal. Back to our question above, if the COR/Respondents, how will this impact the evaluation of our submission? | Refer to question/answer 67. | |
| 81 | PWS | 1.9.3.9 | 1.9.3.9 Information Assurance (IA)/Information Technology (IT) Certification. PerDoDD 8570.01-M, DFARS 252.239.7001 and AR 25-2, the Contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoDD 8570.01-M must be completed upon contract award. |
| Would all contractor personnel or LCATS need to have 8570 compliance upon award or just certain positions or LCATs based on system access requirements? | There is no PWS para 1.9.3.9. | ||||
| 82 | PWS | 1.6.10 / pg. 5 of 78 | Can the Government please clarify which positions are considered Key Personnel. There seems to be conflicting information in Paragraph 1.6.10. it speaks to the “following personnel” as key but then speaks to the Primary and Alternate Contract Manager. The following subparagraphs after 1.6.10 contain all the Labor Categories, which leads the reader to believe all positions are Key Personnel. Please advise. | Optional labor is not considered key personnel. However, the education and experience attributes remain in effect. The Training Developer III (OCS Training Development) as base labor personnel is anticipated to to be exercised at POP start. The Government anticipates exercising 2 to 3 Optional Labor CFTEs at POP start based on contract bids, available fuunds, and the following prioritization: Functional Analyst II (Concepts/Capability Dev), Mgmt Analyst II (Force Design & Personnel), Sharepoint Developer (KM Specialist), Functional Analyst I (OCS Lessons Learned), Training Developer II (OCS Trng Development), Program Analyst II (Material Dev), and Writer/Editor II (OCS Doctrine). | |
| 83 | PWS | 5.3 & 5.3.1 / pg. 16 of 78 | PWS Task 5.3 calls for a “Training Developer III” while 5.3.1 calls for “OPTIONAL LABOR - Training Development II,” can the Government please clarify if PWS 5.3 requires one (1) or two (2) Training Developers? If the requirement is only one (1) FTE, is this LCAT a level “II” or “III?” | PWS 5.3 requires two CFTEs - one level III as Base Labor and one level II as Optional Labor. | |

If the intent is for the offeror to provide total assessed labor required to support the mission, there is no historical workload data to conduct an assessment and cross-walk the requirements and complete staffing analysis. If the intent is for the offeror to provide a recommended workforce composition for this is the requirement, can the Government provide historical workload data? | Total assessed labor required to support the mission. This information is up to the vendors interpretation of the requirement. |
