Questions & Answers

Q1. Question: Are CAD or DWG files available to assist in taking off dirt quantities for the project

A1. Answer: DPW has provided a CAD file with the existing and proposed ground contours to Contracting. Contact Contracting if unable to open the file.

Q2. Question: Wil the pricing be for 3 phases or only price for phase 1 work with the work being performed in the 2024 construction season?

A2. Answer: We are not bidding multiple phases. We are bidding one phase with four options (CLINS as shown on sheet G-002) that may or may not be constructed depending on the bid price. The SOW for the CLINS shown on sheet G-002 is included in the base bid.

Q3. Question: Are we required to make break out all the phasing plan sheet, into a base clin as well as clin 1 or multiple CLINS?

A3. Answer: We will only be doing Phase 1 as part of this construction effort. The “CLIN” verbiage in the drawings is what we used to tell the contractor how they should breakdown their costs internally as we may be deducting scope from the project based on available funding. This would allow the contractors to easily take out costs from their bid and resubmit. We would like for each bidder to ignore the clin verbiage on the construction drawings. The SOW includes the work for all the clins. If the bid comes in high, then this will give us the option to remove some of the work.

Q4. Question: Will updates to the drawings be provided, and submitted into SAM?

A4. Answer: Updated drawings were posted or uploaded on SAM.gov on 23 July directly after the site visit concluded. Updated drawings were also emailed on 25 Jul.

Q5. Question: What are the structural aspects of this project such as footings, structural steel, and concrete mix/reinforcement?

A5. Answer: The structural design is to be “design-build” by the Contractor.

Q6. Question: Will fencing around the pickle ball courts and tennis court need the fence posts set in/below the concrete slab or have the posts bolted down to the concrete slab?

A6. Answer: The architectural drawings reflect that the slabs are poured around the fence post foundations, i.e. the foundations are set flush with the top of the slab.

Q7. Question: Who will be responsible for ordering containers for the project be ordered by you or the contractors?

A7. Answer: The contractor.

Q8. Question: Does the contractor’s engineer need to provide a full set of stamped drawings for all structural aspects?

A8. Answer: No.

Q9. Question: If the structural engineer’s drawings come back with different steel sizing, mix requirements, or concrete reinforcement what will be the course of action to adjust the changes?

A9. Answer: Final design aesthetics to be reviewed by DPW, which includes all exposed structural member.

Q10. Question: Do you have a specific limestone block size for each limestone for the retaining wall? This could be interpreted as small limestone blocks or large 2'x3'x2' natural stone.

A10. Answer: The contractor is to provide a limestone block wall to the dimensions shown on the plans. Block size to be determined by contractor.

Q11. Question: Is there a basis of design for the standing seem metal roof (Width of seems, color etc.), 3/4" tongue, groove on the ceiling of the shelter, and color for the continuous laminated wood beams on the shelter?

A11. Answer: There is no basis for design for the standing seam metal roof. Color for the standing seam shall be selected by DPW from the manufacturer’s full range of colors. DPW will forward a laminated beam paint color to match or complement the standing seam roofing color, once selected.

Q12. Question: The only difference between the plans sent out today and the plans that were originally sent out is a note is deleted. On page A-200 there is a note to the right of detail B4 that specifies that the contractor is responsible for procuring an engineer to create a complete set of structural drawings. On the new set of plans sent out today that note has been deleted. Is this the only change?

A12. Answer: Updated drawing has been attached to the solicitation and sent to interested contractors.

Q13. Question: On page A-200 detail D1 it shows that our long beams stretching the length of the shelter will be a laminated wood beam bolted to a steel saddle on the posts. In details B3, B4, and A3 on page A-200 the plans show that these beams are to be steel. Please let me know which one it is.

A13. Answer: Either structural beam type may be used.

Q14. Question: The contractors were told at the site visit to price each phase separately but there is only one amount to be shown for Item No 0001 in the bid documents.

A14. Answer: We are not bidding multiple phases. We are bidding one phase with four options (CLINS as shown on sheet G-002) that may or may not be constructed depending on the bid price. The SOW for the CLINS shown on sheet G-002 is included in the base bid.

Q15. Question: Do you have any more information for what you are wanting on the storm sewer structures. Do you have preferred dimensions on the structures and are you wanting nyoplast or precast concrete for the structures.

A15. Answer: Precast concrete. Minimum of 3.5’ x 3.5’.

Q16. Question: It states in the plans that the waterline installations will be performed by others. Do we need to include tapping the main for the water fountain and installing the water fountain? If so do you know what size the watermain is and what size of service is needed to hook the water fountain up.

A16. Answer: American Water has installed a 4” water line. Yes, the contractor will tap the water main to install the drinking fountain and yard hydrant. Service line will be 0.75”
