Washer and Dryer Rental and Maintenance

1. Reference: PWS, section 5.2.2 Electric Dryers, the statement “Electric Dryer machines shall be ENERGY STAR rated….” and also the statement “Each dryer shall be equipped with an eighteen (18) Pound drum capacity...” According to our supplier and based upon our own extensive research, with the requirement of an 18 lb. tub capacity, there is currently not a commercial grade electric dryer on the market that will perform to these specifications and that is also Energy Star certified. Only residential grade electric dryers are Energy Star certified and do not have the larger tub capacity.

1a. Question: Would the Government please clarify whether Energy Star (residential grade) dryers are required, or commercial grade dryers without the Energy Star rating that meet the capacity requirements?

1b. Answer: The Government objective is to save energy and expenses therefore, Energy efficient equipment using sensor drying to helps reduce the energy use by automatically shutting off when clothes are dry or other similar features will be ideal. Minimum requirement is 7.0 cubic feet capacity with three drying cycles.

2. Reference: Solicitation, PWS section 5.5 Relocation, the statement “When instructed to do so by the COR, the contractor shall move machines from one location to another within a building, or between any areas within the installation where contractor-furnished appliances are located…”

2a. Question: Would the Government please provide the total number of machine relocation requests made over the last 3 years and the average number of machines required to be move on each relocation request?

2b. Answer: A total of three requests were made in the last three years, in order to accommodate a new building and COVID-19 isolation and quarantine requirements. Each request required an average of 20 machines to be moved.

3. Reference: Solicitation, ATTACHMENT 2 INSTRUCTIONS AND EVALUATION CRITERIA, the statement “Two (2) technical response documents shall be provided by the Offeror. One copy must include pricing of each item for evaluation.”

3a. Question: Technical responses (proposals) typically do not include pricing and that would be in the “Pricing Proposal”. Is the Government’s intent for the offeror to provide two copies of the complete offer, one with pricing and all other items included, and one redacted and without pricing? If not, would the Government please clarify exactly what the offeror is required to submit?

3b. Answer: Submit a quote and brief technical response valid for at least ninety (90) calendar days. Two (2) technical response documents shall be provided by the Offeror. One copy must include pricing of each item for evaluation. The second copy must be provided for technical evaluation; all prices and identifying marks (company and personal names, contact information, logos, etc.) shall be redacted. To clarify one proposal will contain the complete proposal with pricing. The second one would not contain pricing or any company identifying information, which will be evaluated for technical acceptability.

4. Reference: Solicitation, ATTACHMENT 2 INSTRUCTIONS AND EVALUATION CRITERIA, for Pricing, the statement “In the description column the following minimum information shall be listed:”

4a. Question: There does not appear to be a “description” column in the Contract Line Items document, Attachment 3. Would the Government please clarify the location of the description column?

4b. Answer: On Attachment 3, the offer can use the space in-between each CLIN to add the salient characteristics/specifications. The government would also accept the specifications to be included as a new page at the end of Attachment 3, as long as each description identifies the corresponding CLIN Number. (ie. Washers- CLINs 0002, 1001, 2001, 3001, and 4001).

5. Reference: Solicitation, ATTACHMENT 2 INSTRUCTIONS AND EVALUATION CRITERIA, Contract Line Items section, the statement “The submission of quotes must contain the Offeror’s printed name, signature and date of submission.”

5a. Question: There does not appear to be a form available for use in the submission of the required information. Was it the Government’s intent to provide an SF1449 or SF33 form for use by the offeror to include the name, signature, date of submission, discount and related items with the offer? If not, would the Government please clarify the type and format of document that should be used to submit this information?

5b. Answer: This is a streamlined solicitation for commercial products and services IAW FAR Subpart 12.603, so the 1449 is not used for issuing the solicitation. The Government will accept the information in PDF, MS Word, MS Excel, MS PowerPoint, or other basic software applications.
