Questions Reference W91QF4-17-B-0002 Installation Roof Requirements

1. On the Bid Sheet, under "ADMINISTRATIVE" there are three lines items (147, 148, & 149). Is it correct that the Unit of Measure is $, so for example, if the Contract Amount is $100,000.00 for repairs on a building over 25', then this line item would be $10,000.00? Or are these based on square feet?

Answer: It is correct that the Unit of Measure is $. For the portion of the amount of the bid that applies to each category, that amount shall be factored in. It might be the whole amount, or it might be partial depending on which line item applies. For example a sloped roof that has 50% of roofing area under the 25 FT limit, but has a pitch greater than 9/12 would be split up. So if the total cost was $5000 for example, then $2,500 would go into line item 144 for a cost of $250 additional for roof height, and $5,000 would go into line item 146 for a cost of $1,250 additional for roof slope.

2. On the Bid Sheet, under Contractor Co-Efficient, line item (151) Payment Bond over $35K - Payment & Performance Bond over $150,000.00. For bidding, do we enter (1) the % cost of the payment and performance bond in relation to the contract amount, (2) the bond price $ per $1,000 of contract amount, (3) the price $ for either the $35K or $150K, or (4) the total estimated bonding cost for all contracts in a year? If this line item could be clarified that would help us know how to price correctly.

Answer: The Bonding percentage is submitted as a part of the offeror’s responsibility documents.

Given that a bond will not be tied to every task order as some orders may be under the specified dollar threshold of FAR Part 28, the bond amount is separate. The Co-efficient amount should the percentage bid based on bid sheets line items 1 – 149.
