About this file
This is a Product Specifications document for the CIO Microsoft Sentinel Implementation project at Army University (AU) and the US Army War College (USAWC). The specification outlines comprehensive requirements for the design, implementation, and managed support of Microsoft Sentinel as a centralized SIEM/SOAR platform integrated with the organization's Microsoft 365 A5 environment.
The awarded vendor must be a Microsoft Solution Partner and Tier-1 Direct-Bill Cloud Solution Provider (CSP) with demonstrated DoD, NIST, and federal compliance experience, and must be registered and active in SAM.gov. Required services include provisioning and managing Azure resources (Log Analytics Workspace, Azure VPN, Logic Apps, servers, Kubernetes, and data connectors), conducting a discovery phase, developing a detailed Solution Design Document, implementing Microsoft Sentinel with onboarding of approximately 350 Intune-managed endpoints, integrating with Microsoft Entra ID, Intune, Defender, and M365 audit logs, and configuring analytics rules, incident workflows, automation playbooks, dashboards, and reporting. The contractor must deliver knowledge transfer, administrator training, and comprehensive documentation including build documentation, operational guides, and runbooks. Performance requirements mandate at least 98% data ingestion success rate, alignment with NIST SP 800-53 and OMB M-21-31 event logging mandates, and Service Level Objectives of 30 minutes response/24 hours resolution for critical incidents, 1 hour response/48 hours resolution for high-priority issues, and 8 hours response/48 hours resolution for medium/low priority incidents. Monthly and quarterly performance and ticketing reports are required during the managed services period. The customer's existing MS 365 A5 license includes advanced Defender, Entra, and Intune licensing; if additional licensing is required, the government will procure it through their current MS support partner. All services shall be delivered remotely, with data residency and support maintained within CONUS.
