About this file
This is a Memorandum for Record justifying limited competition for a brand-name acquisition at or below the Simplified Acquisition Threshold.
The United States Army War College Chief Information Office (USAWC CIO) is procuring professional services to design, implement, and operationalize the Microsoft Sentinel platform within USAWC's Microsoft 365 (M365) higher education tenant. The requirement includes discovery and assessment of the current M365/Azure environment, system architecture and design with a Solution Design Document, full deployment and configuration of Microsoft Sentinel with approximately 350 endpoint onboarding, analytics rule creation, automation playbook development, and knowledge transfer with administrator training and as-built documentation. The procurement vehicle is a fixed-price purchase order funded by FY 2026 Operations & Maintenance, Army (OMA) funds, with a period of performance from September 15, 2026 through September 14, 2027. The procurement is being limited to Microsoft Sentinel based on FAR 12.201-1 authority for commercial acquisitions at or below the simplified acquisition threshold.
The justification for the brand-name limitation cites that Microsoft Sentinel is the only SIEM platform fully integrated and natively supported within USAWC's existing M365 A5 tenant, meeting government security and compliance mandates including seamless integration with Entra ID, Intune, and Microsoft Defender. Alternative solutions would require extensive reengineering, duplicate assessment efforts, and introduce unacceptable security delays. Market research including two Requests for Information on multiple platforms (CHESS, ITESSW2, and ITES-4H) yielded no alternative results. No other required federal platform (GSA, AbilityOne, or UNICOR) supports the requirement. The Contracting Officer determined the anticipated cost is fair and reasonable based on price analysis of commercial items, and approved the brand-name justification as in the Government's best interest.
