PERFORMANCE WORK STATEMENT

Collection Management Hosted System

PART 1

GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract that operates in direct support to the U.S. Army War College’s (USAWC) mission of educating Senior Leaders. The U.S. Army Heritage and Education Center (USAHEC) will operate the Collection Management Hosted System that is capable of filling the requirements of students, faculty, and staff. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Collection Management Hosted System as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: This capability must be able provide access to the complete spectrum of educational research requirements levied by the academic standards of the USAWC and the Army. The U.S. Army Heritage and Education Center (USAHEC) provides the research materials and government manpower to execute this critical USAWC mission. USAHEC is a unique and diverse organization. USAHEC collections include library materials (265,000 books, 160,000 periodical issues, 325,000 military publications, 2,000 audio-visual items), archival collections (18,979 linear feet of manuscript material, 3,809 linear feet of photographs, over 50 million digital images, 8,690 films (6,941 hours), 10,577 sound recordings (14,630 hours)), and museum artifacts (56,000 items). Nearly 40% of USAHEC’s archival collections, totaling approximately 1.5 million items, are currently digitized and available online. The Collections Division, in support of the Academic Scholarship Division and Education and Engagements Division, is responsible for collection management, to include acquisition, donation, inventory, and oversight of these materials, collections, and artifacts. USAHEC is seeking an English language Collection Management Hosted System to integrate and share information across the library, archives (to include digital management and preservation), museum (to include digital engagement and content management), and collection management functional areas. This service must be an existing capability, and it must be capable of supporting the volume of material records associated with the library, archival, and museum collections. USAHEC is not looking for a custom-built software package. This contract is for a COTS system that can be customized and/or upgradeable to meet the government’s specific requirements.

1.3 Objectives: Contractor provides a Collection Management Hosted System that directly supports the USAWC academic programs by providing critical access to books, primary source archival materials, databases, and periodicals for use by students, faculty, and staff, a key component of the USAWC and USAHEC Strategic Plans. We require a hosted system where patron activity takes place in a highly decentralized, virtual environment. The Collection must be more discoverable, accessible, and useable for our many customers. Our legacy systems failed to manage the increasingly complex and digitally oriented information environment. We require a digital platform, leveraging cloud computing and storage, for scholars and researchers to better access the USAHEC collection and resources, to include subscription journals and databases, with a single search tool that integrates and shares information across the library, archives, museum, and collection management functional areas.

1.4 Scope: Contractor shall provide a Collection Management Hosted System that meets the requirements of this PWS.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year and four (4) 12-month option years with the possibility of a 6-month extension. The Period of Performance reads as follows:

Base Year28 Mar 2023 to 27 Mar 2024
Option Year I28 Mar 2024 to 27 Mar 2025
Option Year II28 Mar 2025 to 27 Mar 2026
Option Year III28 Mar 2026 to 27 Mar 2027
Option Year IV28 Mar 2027 to 27 Mar 2028
