Vendor Questions/Answers 01
1. Is the instructor solely responsible for returning student calls/emails or can a member of a teaching assistant team support that task?
The instructor is the primary point of contact for EWS. If there are questions the contractor is not able to answer, a faculty member will be available for consultation.
2. What is the approximate volume of phone calls and emails that must be responded to?
There will be up to 100 students enrolled in EWS. Some students require more “hands on” writing help than others. EWS affords the new War College student an opportunity to hone his/her writing skills before graded course work begins.
3. Is the contractor responsible for building and setting up the virtual classroom in Blackboard for the Writing course, or does this already exist?
The instructor is responsible for all aspects of his/her course. The instructor can work with ISG to review the previous year's coursework and adopt/modify as appropriate in Blackboard. ISG will assist the instructor with establishing the course in Blackboard and Collaborate as well as signing up and enrolling students.
4. Is the contractor responsible for reviewing course evaluations or providing written reports to the COR? If so please describe these deliverables and quantities.
The instructor will review course evaluations and provide feedback to the COR. Instructor also provides feedback to COR regarding student enrollment and participation and any other issues. These reports are provided by email and potentially by phone to ensure the COR is aware of the students’ progression through the course.
5 Will the Government provide any previous course syllabus and materials to the contractor upon award, or is the contractor expected to develop all materials upon award from scratch?
The Government shall provide previous course materials to the instructor and he/she can adopt/modify as appropriate in Blackboard.
6. How many meetings will take place in person at Carlisle Barracks (ref page 8, 1.6.5, b: "all meetings and training, which must take place in residence at Carlisle Barracks")?
All meetings will be held at Carlisle Barracks as necessary to complete the mission. These meetings can be attended in person or through Blackboard collaborate.
7. How should bidders account for the travel costs associated with trips to Carlisle Barracks for training on visual and automation technology (referenced on page 26, item "e")? Will those be reimbursed by the Government?
No reimbursement for travel is expected.
8. Page 27, items "a" and "b" indicate that the Government intends to award two purchase orders. If a bidder can provide enough qualified instructors to satisfy the Government's requirements, will the Government consider a single award to one bidder for all tasks?
The Government may issue a single award if one vendor is capable of providing all the required services; however, the Government reserves the right to issue more than one award if it is in the best interest of the Government.
9. Is there an incumbent contractor who has been providing these services? If so please identify that company and the contract number.
Current contract # is W91QF015P0040 with incumbent contractor James Hanlon.
10. Given that the Government may need some time to address vendor questions, is it possible to extend the due date for this proposal to be at least 1 week from the date that answers to questions are posted? This will allow bidders to appropriately consider the Government’s responses in our proposals.
The solicitation response date is being extended to 30 April 2018.
