AMENDMENT 0001

The purpose of this Amendment is to extend the offer due date, provide Vendor Questions/Answers 01, and to include the Hardware Schedule.

VENDOR QUESTION/ANSWERS 01

1- Please provide construction drawings, block diagrams and/or wiring diagrams that show the current CCTV layout and infrastructure connected to the existing Allegiant Matrix Switcher and DVRs located in room 107.

Construction drawings, etc.. Can't be provided for Security reasons. Once contract is awarded, will provide data.

2- Please provide the construction drawings required for the installation specifications of security equipment as required on page 4 of the solicitation.

3- Please provide detail of the number of conductors and type of cable that has been installed for the new equipment.

Currently I have not received as built drawings. Camera locations should have RG59 cable, 1 18 AWG, power 1C20, Motion 18 AWG, Door Controls Cat 5, Keypad Cat 5, Door Control Panel Cat 5, Card Reader 18 AWG

4- Is the CCTV system monitored in any location other than the Army Heritage and Education Center?

Yes.

5- Please verify that the solicitation is requesting 2 new 16 channel DVRs.

Yes

6- Please verify that the solicitation is requesting a ICIDS remote keypad for accessing and securing the zone as depicted in the drawing on page 27, and what type of cable has been installed for it?

Yes, Cat 5

7- Are the interior BMS's on access controlled doors to be configured for access control only or be monitored at the RADC for intrusion detection as well?

Access control

8- In our experience in installation of maglock access control on Army installations we are aware of regulation NFPA 101 section 7 which states that a sensor shall be provided on the egress side, arranged to unlock the door upon detection of an approaching occupant. This means in addition to the request to exit button that is called for in the solicitation, there should also be a request to exit motion sensor or similar device. I have attached a copy of the regulation for your review. Please specify the direction to proceed.

Understand use with magnetic logs, looking to adjust PWS to remove selected magnetic locks. The decision will be made soon if a PWS change is necessary.

9- Please clarify the purpose of the new fire alarm relays, is the current fire alarm system in Bldg 951 MSF and Bldg 950 VEC operational and trouble free? Is the purpose of the new relays to unlock the maglocks in event of a fire alarm only, or to also generate a fire alarm within the ICIDS system as a redundant alarm to the existing fire alarm system?

Existing fire alarm system in Bldg 951 MSF and Bldg 950 VEC is operational and trouble Free. Intent is to generate a fire alarm within the ICIDS system, which would unlock selected doors. Also serve as redundant system.

10. Please provide the type and number of conductors for cable installed to each location.

11. Please provide the door hardware schedule for the existing doors.

See attached door hardware schedule.

12. Please identify how the cable was installed (in conduit, free, etc..).

Mix, in conduit to roughed box location, and cable trays.

13. Please provide the size and connection type for the fiber.

Understanding fiber run was for a pair, orange multi-mode fiber was ran and terminated both ends to Corning SPH-01P single panel housing.

14. Please provide the much stand-by power is needed for the DVRs (2 hours, 4 hours, etc..)

1 hour, have backup generators.

15. Please confirm if the auto opener at the Main entrance is required to integrate with the access control system.

Yes, have similar auto openers on access control system.

16. Please confirm if the rear doors of the secured space will require BMS contact and also please confirm if the cable has been installed to these locations.

Rear doors do not require BMS contacts.

The following comment refers to the doors designated for magnetic locking hardware:

The RFQ states only a push button for the magnetic lock. NFPA 101, adopted by the DOD, states that there needs to be a sensor or switch in the bar on the door to signal someone approaching the door. The button is only for an emergency override. Given that the request appears to be in conflict with the life safety code. NFPA 101 (2015, 2012) 7.2.1.5.6 Electrically controlled egress door assemblies and also 7.2.1.6.2 Access controlled egress doors.

17. (3) each exterior VG4 Auto Dome Series with 26x Day/Night PTZ capability, 24 VAC and Fiber optics; what is the Distance?

Cabling is already ran to location, these runs are now RG59 cable.

18. (7) each interior VG4 Auto Dome Series with 18x Day/Night PTZ capability, 24 VAC and Fiber optics or equivalent cameras that will function with existing system. What is the existing system?

Cabling is already ran to location, these runs are now RG59 cable. The current cameras operate through the Bosch Allegiant system.

19. (1) each BOSCH LTC 4637/60 Power supply rack (mounted in Bldg. 950, Rm 107) Does the rack have spare space?

Yes, there is space is rack, in additional there is one empty rack cabinet that could be utilized.

20. (2) SPECO Digital Video Recorder system with 16 channels and minimum 1TB recording storage or equivalent device that will function with existing system. What is the existing system?

Current DVR’s are SPECO model TH Series Pentaplex H.264 DVR, ZDVR16TH and currently use the SPECO Technologies “Central Management System “software Version 2.12

21. (2) each uninterruptible power supply units that would allow 1 hour of power to 7 DVR units. What are the existing 5 ?

The existing power supply is non-operational, however was an APC Smart UPS 2200.

22. (2)each BOSCH LTC 8555/00 compact keyboards (1 keyboard installed within Bldg. 950, Rm 107 and 1 keyboard installed in Bldg. 950, RM 207), What is the distance between these offices?

Distance with in Rm 107 from system is approx. 10 ft., distance from Rm 107 to Rm 207 approx. 40ft.

23. (1) each BOSCH LTC 8601-60 Allegiant Matrix Switcher (mounted in Bldg. 950, RM 107), is this existing? Matrix switcher bad design or just old?

There is an existing Allegiant matrix Switcher,; however believe the board is bad, will only take one Keyboard, but should take up to 8 keyboards.

24. (1) each keyboard range extender to Support existing keyboard at guard desk to increase CCTV monitoring capability. How far range extend?

Approx. 350ft.

25. (5) Card Readers, what is the existing access control host? What card readers are acceptable?

Card readers controlled by ICIDS 3 system. Card readers need to be DAQ compatible, existing card readers are DAQ Electronic Star RFK101.

26. (1) Keypad, what kind of keypad (access or intrusion)?

Keypad would be access. DAQ compatible, existing Keypadare DAQ Electronic Module Star pad ACU-08314.

27. (1) Remote Area Data Collectors with system board, what type?

DAQ compatible RADC (Remote Area Data Collector) existing RADC is model :DAQ ACU-07581-002

28. (8) dual Magnetic locks with power supply to support 8 double doors, better to use 1 for each door and where are the REX's?

Understand, if powered pull supports, the Request to Exits (REX’s) 4-5 boxes are ruffed in on wall near doors. 2 will be need to added to existing door locations. Project total of 9 Magnetic locks and 8 REX’)

29. (1) Magnetic lock with power supply to support single door and 8 each push button request to exits. Exit button + REX is required?

This location will need to have REX added. Should have only 1 REX. Project total has 8 REX’s Various doors.

30. Removal of Existing Security Equipment: This contractor will be responsible for the removal of patch and repair?

This work consist of disabling or removal of existing electrical strikes and overhead door Request to Exits and replaced with wall REX’s.
