AMENDMENT ONE
SOLICITATION W91QF0-16-T-1296
PROTESTANT CHOIR DIRECTOR @ US ARMY WAR COLLEGE
The following are the questions received with their responses, from the Combined Synopsis/Solicitation for a Protestant Choir Director at the US Army War College.
Q. 1) What is the amount of the past award, if any? Does the award amount include option years? If so, what option years does the award amount include?
A. 1) The previous contract was for a total award amount of $29,363.55. The contract was for a base plus 2 option years.
Q. 2) What is the name of the awardee in case there is a past award information?
A. 2) Previous award was on contract W91QF0-11-P-0028 with Ralph Kneeream.
Q. 3) Is there an incumbent in place?
A. 3) Previous contract expired 10 March 2014.
Q. 4) Do we need to submit a resume of a candidate?
A. 4) According to Section 5 of the PWS (Contractor Qualifications,) Individuals performing the service under this contract shall have the qualifications defined. Qualifications of the individual to perform the requirement may be provided via a resume, or any format that addresses the qualifications defined. Individual shall be available to start the contract upon award.
Q. 5) May we please know if the following solicitation have been awarded before? Knowing if they have any incumbents, and the amount they had been awarded.
A. 5) Refer to Questions and Answers 1 through 4.
Q. 6) Paragraph 2.1.11 the word "private" doesn't make sense and the sentence itself is difficult to understand.
A. 6) This should read, "2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have PRIVITY of contract with the subcontractor." This means that the prime contractor (the contractor who wins the award) is the only one the Government deals with. If the prime contractor subcontracts out any of his/her work, and if that subcontractor causes anything to go wrong with that work, the prime contractor is the only one responsible to the Government.
Q. 7) Paragraph 6.1 uses the word "mass" - should this actually be "Worship Service?"
A. 7) YES
Q. 8) Paragraph 6.1.1 lists the time of performance of duty as 10 to 1230 am. I am sure this is a typo that should say 1230pm which is 1/2 hour after noon.
A. 8) The correct time of performance is 10 AM to 12:30 PM.
Q. 9) Technical Exhibit 2 - the hours do not match 1.1.1 for the Sunday Service and it says twice per week. Are there two services per week?
A. 9) This should read 1 service per week.
Q.10) Paragraph 6.6 the website information appears garbled.
A. 10) The correct website is https://cmra.army.mil.
Q.11) There is no CLIN to support the required preparation, music selection, liturgical research, Chaplain Coordination, Facilities Coordination, Choir member communication and coordination.
A. 11) These duties are part of the preparation for CLIN X002 (Protestant Choir Rehearsal.) A choir rehearsal is included for all worship and special military services and the fulfillment of these duties are needed prior to a choir rehearsal.
Q.12) There is no clear definition of the requirements for time off requests other than a substitute. There is also no clear definition of what occurs in the event that the chapel schedule does not permit either a rehearsal or a performance or if the chapel is closed due to weather.
A. 12) Contractor is expected to perform or provide a qualified substitute at every service. However time off requests is at the discretion of the Chaplin. Contractor will only be paid for the work completed.
