About this file

This document is a Limited Source Justification (LSJ) to limit competition for a federal contract opportunity below the Simplified Acquisition Threshold (SAT) for translation and interpretation services in support of the FY-24 Senior Leader Logistics Symposium (SLLS) hosted by the United States Southern Command (USSOUTHCOM) Directorate of Logistics.

The contract will be awarded to the incumbent provider, Spanish Solutions, LLC, for a fixed-price contract from May 20 to June 14, 2024 to provide document translation and simultaneous interpretation services before, during, and after the SLLS event on June 4-6, 2024 in Doral, Florida. The justification cites that Spanish Solutions, LLC has an established lexicon for logistic-specific terms that support USSOUTHCOM's Humanitarian Assistance and Disaster Response efforts, and contracting with another vendor would cause significant delays and friction points. The total estimated value is not provided. The solicitation number is W91QEX-24-Q-0030.

3. Description of Services or Supplies:

The United States Southern Command (USSOUTHCOM) Directorate of Logistics (SCJ4) is hosting the FY-24 Senior Leader Logistics Symposium (SLLS) at the Conference Center of the Americas, located at the U.S. Southern Command Headquarters (HQ) Complex, as well as virtually in Zoom.gov.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

Translation and Simultaneous Interpretation service is required to be provided by the U.S Government to Partner Nations- Latin America/Caribbean participants attending the Senior Leader Logistics

Symposium (SLLS) from 20 May through 14 June 2024. In prior iterations, Spanish Solutions, LLC have provided Translation and Simultaneous Interpretation services in support of the SLLS. Most importantly, USSOUTHCOM J4/ Logistics Directorate and Spanish Solutions LLC have already

Version – February 2017 established a lexicon for logistic specific terms that support Humanitarian Assistance and Disaster

Response efforts with most of the countries in the Western Hemisphere. Because of this very specific lexicon, contracting another vendor would cause significant friction points during the SLLS, causing major delays. Spanish Solutions, LLC have been tried and proven to fulfill all contract requirements.

They are a locally owned minority company that is familiar with all the Translation and Simultaneous

Interpretation requirements in support of the SLLS, based on previous services rendered to

USSOUTHCOM.

6. Publicizing Contract Actions:

For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR

5.203 apply and will be followed.

Requirement to post justification in accordance with FAR 13.105(b), action is over . It will be redacted and posted with the solicitation.

7. Market Research:

Market research indicates the service falls within the commercial item definition, as it is a supply customarily used by the public. A Limited Source Justification was submitted to Sole Source this requirement due to an established lexicon with Spanish Solutions, LLC for logistic specific terms that support Humanitarian

Assistance and Disaster Response efforts. As a result of this very specific lexicon, contracting to another vendor would cause significant friction points during the SLLS, causing major delays. As a result, this requirement will be solicited and awarded to Spanish Solutions, LLC.

8. Other Facts: None.

9. Technical/Requirements Certification:

I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon previous acquisition history for similar item.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.

Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
