Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to NAICS code 541430) required by the RFQ. A maximum of three (3) contract submissions will be evaluated.
Note: In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Quoters are reminded that both independent data and data provided by Quoters in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Quoters. Quotes that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available or sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability, unacceptability, “unknown” shall be considered “acceptable.”
f) Factor III- Cost/ Price . Prices furnished shall be all inclusive and in U.S. Dollars. When preparing the quotations, offerors will include the price per unit (Unit Price) for each of the Contract Line Item Numbers (CLINs) or SubCLINs, and then provide the total price (Amount) for the CLIN or SubCLIN by multiplying the quantity required by the price per unit. The offeror shall then total all priced CLINs and SubCLINs and enter the total in Block 26 (Total Award Amount). Vendor shall insert per hour rate for graphic design.
g) Minimum Quote Acceptance Period - The quote acceptance period is 30 days. The Quoter shall make a clear statement in its Quote Documentation that the quote is valid for a period of not less than 30 days from closing date of the RFQ.
Note: The basis for award is Lowest Price Technically Acceptable (LPTA). Technical Acceptability is defined as meeting all specifications in the Performance Work Statement and solicitation. You must address each specification in Section L and each deliverable. Quotes shall be ranked in order of lowest price to highest price. The lowest-priced offer shall be evaluated first. If the lowest-priced quote is technically acceptable, no other quotes will be evaluated.
IV. Submission Response Date/Time: As specfied on page 1 of the SF 1449. Responses shall be submitted by email ONLY to the following: lian.pino.civ@mail.mil.
VI. Quoters submitting quotes shall follow the requirements to be registered in the System for Award Management (SAM) as required in FAR 52.204-7. Failure to register and be active in SAM will result in the quoter to be ineligible for contract award.
SAM Website: https://sam.gov/content/home SAM Helpdesk: https://sam.gov/content/help
VII. In accordance with FAR 13.004, the following information regarding quotations is provided: A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a contractors quotation does not establish a contract. The order is an offer by the Government to the to buy certain supplies or services upon specified terms and conditions. A contract is established when the contractor accepts the quote.
If the Government issues an order resulting from a quotation, the Government may (by written notice to the contractor, at any time before acceptance occurs) withdraw, amend, or cancel its quote.
VIII. In accordance with the solicitation requirements, the successful Quoter shall provide a point of contact of sufficient authority to authorize changes at the performance location. In order for this and other specifications to be met, the Government must maintain privities of contract directly with the service provider.
QUOTES FROM THIRD PARTIES WILL BE CONSIDERED NON-RESPONSIVE AND WILL BE EXCLUDED
FROM CONSIDERATION FOR AWARD.
NOTE: Quoters are cautioned that due to security protocol and firewall infrastructure regulations, some electronic Microsoft based application attachments with embedded pictures, and other formatting may be cause for the security protocol and firewall infrastructure regulations under US Southern Command’s email server it is the contractor’s responsibility to verify and certify the Government received a quoter’s submission timely.

This solicitation may contain different offer submission instructions than other solicitations released by the same Contracting Office (e.g. requiring offer submission via the PIEE Solicitation Module vs. e-mail). Offerors should review all offer submission instructions contained in the solicitation documents and direct any questions or concerns to the Contract Specialist or Contracting Officer.
ii. If the Contracting Office switches contract writing systems prior to award, documents you receive from the Contracting Officer or view on SAM.gov or other forums may appear noticeably different than the initial solicitation or previous solicitations or awards from the same Contracting Office. This is normal and expected.
iii. A change between contract writing systems may cause important information concerning solicitation response (amendments) or accepted terms (awards) to take on different formatting or appear in different parts of later documents issued. Offerors shall review all documents carefully to locate this important information and direct any questions or concerns to the Contract Specialist or Contracting Officer.
2. The Government does not intend to use the transition between contract writing systems to effect any changes to solicitation or award terms and conditions without accompanying document narratives explicitly stating such changes are deliberate and desired. While the Contract Specialist and Contracting Officer will take care to minimize or eliminate any inadvertent changes when adapting to the new contract writing software, you, as the Offeror, may still be the first to spot such errors. Therefore, Offerors shall:
i. Notify the Contracting Officer immediately if any observed changes, removals, or additions affect your award eligibility, violate or alter existing quote/proposal terms, or could affect Contract performance post-award.
ii. Take special care to ensure all fill-in Clauses are populated and remain populated across documents received from the Contracting Office throughout the Solicitation and Award process.
iii. Contact the Contracting Officer listed on the first page of the solicitation or solicitation amendment for guidance if you notice or suspect any inadvertent change has occurred between document issuances.
3. The Contracting Officer will correct problems affecting award documents (if any) via bilateral modification, at no cost to the Contractor. Any such modification will reconcile the award with the latest version of this solicitation reflecting deliberate action by the Contracting Officer (e.g. the first issuance if no amendments, or the latest amendment with accompanying narratives), inclusive of any documented pre-award negotiations or accepted supplemental offer terms.
4. In the unlikely event a network disruption, contract writing system error, or financial system error threatens timely award of the requirement set forth in this solicitation, the Contracting Officer:
i. May elect to use alternative mechanisms to obligate funds and allow work or deliveries to legally begin to the benefit of, and with legal protection for, both parties.
ii. Will incorporate the latest version of this Solicitation into such mechanisms to serve as a framework for contract execution until any such system problems are resolved.
iii. Will ensure any action taken does not conflict with the stated offer evaluation and award methodology of this requirement.
iv. Will issue a complete, properly-formatted award accurately reflecting this requirement and all applicable terms and conditions once systems return to normal.
SECTION M - EVALUATION FACTORS FOR AWARD
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The basis for award is Lowest Price Technically Acceptable (LPTA). Technical Acceptability is defined as meeting all specifications in the Performance Work Statement and Section L of the solicitation. You must address each specification in Section L and each deliverable. Quotes shall be ranked in order of lowest price to highest price. The lowest-priced offer shall be evaluated first. If the lowest-priced quote is technically acceptable, no other quotes will be evaluated.
(b) As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Quoter’s final prices to the Quoter’s total price.
Thus, the Quoter’s total price for the purpose of evaluation will include only the base period. Quoters are required only to price the base period. Quoters shall not submit a price for the potential one-half year extension of services period.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
