QUESTIONS AND ANSWERS
1) Please confirm 3 logos are to be designed, one each for MNL; TLRP and TMPI.
Answer: Confirmed, 3 logos are to be designed, one each for MNL; TLRP and TMPI.
2) Regarding Overall image/brand work: Do you have an existing logo, color palette, typography, or other branding elements? If not, should we include the creation of all these elements in the design work? Please specify what marketing materials are required to be designed. Is there a tagline that needs to be developed from scratch, or do you have one that we should use?
Answer: The Command’s Branding Guidance will be provided as a foundation for the designs (e.g. color palette, fonts, etc.). A tagline does not yet exist and would need to be developed however, again, the Command has some language that could be useful that we would want to stay in concert with (e.g.
Partnership for the Americas). The Command’s website contains many of these relevant elements (www.southcom.mil).
3) Regarding TLRP and TMPI Handout/s: For Handout/s - tri-fold, bi-fold, or booklet, what are the dimensions required and key information to be included? Will the content be provided by the client? How many quantities are required to be designed?
Answer: Dimensions are unknown at this early stage but would be within current standards.
USSOUTHCOM is open to design suggestions based on content and other contextual factors. Content will be provided by USSOUTHCOM. We envision approximately 3-5 handouts/booklets to support conferences and other major partner engagement activities during the period.
4) Regarding TLRP and TMPI Conference/event banners - What are the dimensions, placement (indoor, outdoor), and format of the banners (roll-up, hanging)? Also please confirm no. of banners required to be designed?
Answer: Dimensions are unknown at this early stage. USSOUTHCOM is open to design suggestions based on content and other contextual factors. This is a design contract that does not involve printing. We envision approximately 2-3 banners to support conferences and other major partner engagement activities during the period.
5) Regarding reworking the standard TMPI briefing- Does the client expect content to be restructured, shortened, or simply polished? How much content is estimated - for eg. if you could indicate no of content pages, it will help us to understand the efforts required.
Answer: We are seeking 2-3 core information briefings tailored by audience. We envision an overhaul of the existing Initiative familiarization brief for improved information packaging and delivery, as well as the creation of a status update briefing template and a an “executive” level briefing that summarizes the main themes and emphasizes the most critical aspects.
Current full length Initiative familiarization briefing including country-specific slides for all participating countries is approximately 20 slides (.pptx). The current briefing for a single partner country is approximately 10-11 slides. The current executive level briefing is approximately 7 slides.
6) Regarding Creating a new TLRP briefing - please provide more details as to length required.
Answer: We are seeking a TLRP program overview briefing of approximately 10 slides, depending on the design options and recommendations.
7) Is the Spanish requirement a direct translation of the English work designed?
Answer: In most cases, yes, but agreed-upon programmatic norms will be explained (for example, certain acronyms will be retained in English but others will be translated into Spanish for understanding).
8) We note that the maximum number of pages for technical and past performance is 5. Please confirm if this excludes the Cover page and Table of Contents.
Answer: It will Exclude Cover Page and Table of Contents.
9) With reference to Price: We note that you have mentioned that we provide the price per unit (Unit Price) for each of the Contract Line-Item Numbers (CLINs) or SubCLINs, and then provide the total price (Amount) for the CLIN or SubCLIN by multiplying the quantity required by the price per unit.
We request you to please provide us with the quantities required to show the breakup of Graphic Design Services, for eg. Specify the quantities required for - Logo Designs; Handout/s Tri-fold; Handout/s Bi-fold,;TLRP conference/event banner(s); TMPI conference/event banner(s); Standard TMPI briefing; New TLRP briefing
Answer:
Logo Designs: 3 minimum Handout/s Tri-fold: 3-5 total across the Program, without regard to format (i.e. tri-fold vs. bi-fold or other format) Handout/s Bi-fold: 3-5 total across the Program, without regard to format (i.e. tri-fold vs. bi-fold or other format) TLRP conference/event banner(s): 1-2 total across the Program TMPI conference/event banner(s): 1-2 total Standard TMPI briefing: Please see answer for Question 5.
New TLRP briefing: Please see answer for Question 6.
10) Will the graphic design services needed be on a project basis or all work will be performed during the hours of operation 0700-1600 as stated in the solicitation? Is there flexibility with the hours? I am asking because a graphic designer I know and another I've contacted work a job and may need to perform before or after those hours. I will be the one responsible to make sure they deliver and all needs are met.
Answer: Graphic design services are needed on a project basis with flexibility offered in work hours/hours of operation. Would need a mechanism identified to submit projects and provide updates during the core business hours. While it's generally desirable for graphic designers to work during a company's regular business hours, flexibility can be negotiated based on specific project needs and deadlines. Considerations should be made for specific times when design work is most critical.
11) Can you provide more details regarding the estimated number of hours required per year for the graphic design services? Is there an expected hourly breakdown for each project or task?
Answer: This is unanswerable at this time because we have no historical workload to measure against and we do not yet have a comprehensive marketing/branding strategy for the Program. We envision each discrete project beginning with a discussion/design consultation on what we are looking for while possibly providing some very basic concepts in PowerPoint or hand drawings. The vendor will provide a SWAG on number of hours required to complete the graphics based on that consultation.
The estimated annual hours of 450 hours is a general guideline with the actual number of hours required varying depending on the volume and complexity of projects.
12) Is there any flexibility in providing multiple designers or a team approach to handle the required deliverables, or is the expectation that all work will be performed by one primary graphic designer and an alternate?
Answer: This is up to the contractor whether they use one or multiple designers to produce the required deliverables.
The decision to use multiple designers or a single designer depends on the volume and complexity of the work. If the workload is significant or if there are multiple projects with different requirements, a team approach may be beneficial. However, if the workload is relatively small and consistent, a single designer may be sufficient.
13) Should the proposal include resumes for both the primary graphic designer and the alternate?
Answer: Yes, it's highly desirable to receive detailed resumes and portfolios from graphic designers. This will help assess their qualifications, experience, and design style. We would emphasize the following elements:
Relevant experience: Highlight projects that are similar to our design needs.
Design skills: Demonstrate proficiency in design software (e.g., Adobe Creative Suite) and knowledge of design principles.
Industry knowledge: Show understanding of relevant industries or markets.
Client testimonials: Include positive feedback from previous clients.
We would expect junior designers to have at least 2-3 years minimum experience and senior designers should have 5-7 years.
14) Are there any circumstances under which in-person meetings might be required, or can all post-award and progress meetings be conducted via virtual platforms?
Answer: All post-award and progress meetings will be conducted via virtual platforms.
15) Would it be beneficial to include detailed resumes or portfolios for the proposed graphic designer(s) to demonstrate qualifications? If so, are there specific elements or criteria you would like emphasized?
Answer: Yes, it's highly desirable to receive detailed resumes and portfolios from graphic designers. This will help assess their qualifications, experience, and design style. We require the following elements:
Relevant experience: Highlight projects that are similar to our design needs.
Design skills: Demonstrate proficiency in design software (e.g., Adobe Creative Suite) and knowledge of design principles.
Industry knowledge: Show understanding of relevant industries or markets.
Client testimonials: Include positive feedback from previous clients.
We would expect junior designers to have at least 2-3 years minimum experience and senior designers should have 5-7 years.
16) If the scope of work expands or additional projects are added during the contract term, what is the procedure for contract modifications, and how will adjustments to the workload or hours be handled?
Answer: This contract is not based on number of projects, but hours based on creative design to complete a project. We ask that the contractor address a method to request or add additional hours to the contract if the number of hours are exceeded and additional hours are required to complete the year a modification will be done. Vendor shall reach out to KO and customer if hours are to be exceeded before moving forward.
17) Is there existing documentation for the USSOUTHCOM branding standards and guidelines, or will the contractor be required to develop these during the contract term?
Answer: USSOUTHCOM has branding standards. Anything that conveys, such as the USSOUTHCOM Insignia, will be provided but I believe there will be some development involved during the execution of the contract.
18) Are there any specific software tools or systems beyond the ones mentioned (e.g., Project Management) that the government prefers or requires the contractor to use?
Answer: We do not have any specific software tools and systems however we expect the contractor to be proficient in generally accepted design software such as:
Adobe Creative Suite: Photoshop, Illustrator, InDesign Vector graphics software: Adobe Illustrator, CorelDRAW Image editing software: Adobe Photoshop, GIMP Layout software: Adobe InDesign, QuarkXPress
19) Is this considered a FTE Graphic Designer or based on each project listed on the PWS?
Answer: We expect the workload to be sporadic and will need flexibility in staffing and feel a per-project basis may be more suitable than FTE.
20) If it's based on the projects listed on the PWS Are there estimated hours per project?
Answer: Refer to question 9 and 11.
21) Are there samples or a number of pages for some of the projects to be able to provide a firm fixed cost?
Answer: Refer to question 9 and 11.
22) Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?
Answer: There is no incumbent. This is not a recompete. This is a brand-new project.
23) Addendum to 52.212-1, Instructions to Quoters: Factor I Technical is limited to a maximum of 5 pages. The solicitation states, "Subfactor 1...The Offeror will provide information to substantiate the following: Requesting examples, sample work, and/or understanding of the following focus areas..." Are the requested examples and sample work outside of the 5 page limit for Factor I Technical?
Answer: The page limit will be increased to 30 pages. The requested examples and sample work should be within this 30-page limit.
24) The solicitation states, "Subfactor 1... Logo for MNL/TLRP; Logo for TMPI; Overall image/brand work (tagline, basic marketing materials, etc.) - in English and Spanish; TLRP Handout/s (e.g. tri-fold, bi-fold, booklet) -in English and Spanish; TMPI Handout/s (e.g. tri-fold, bi-fold, booklet) - in English and Spanish; TLRP conference/event banner(s) - in English and Spanish; TMPI conference/event banner(s) - in English and Spanish;
Rework the standard TMPI briefing (specific areas/concepts needing editing will be provided) - in English and Spanish; and Create new TLRP briefing - in English and Spanish. Can the Government provide examples of the current materials mentioned so offerors may assess the graphical complexity being sought for the MNL/TLRP/TMPI materials?
Answer: There are no current materials because these are all new programs. Expectation is that these products would all need to be created. We would need an entire branding packet created for each program.
25) The solicitation states, "Subfactor 2: Minimum Experience- The contractor shall have the following minimum experience: Graphic Designer and Alternate..."
a. Are offerors being requested to propose two Graphic Designers -- both a primary and an alternate?
Answer: Refer to question 12 and 13.
b. Are resumes of their proposed candidates for both Graphic Designers (primary and alternate) to be included in offerors' proposals?
Answer: Refer to question 12 and 13.
c. If resumes are to be included in proposals, are they outside the 5 page limit?
Answer: The page limit will be increased to 30 pages. The requested examples and sample work should be within this 30-page limit.
d. If resumes are to be included in proposals, are letters of intent required for both Graphic Designers (primary and alternate)?
Answer: This is up to the contractor to decided.
26) Section B treats Graphic Design as "1 job" per performance period without any indication of quantity or level of effort. PWS 5(a) - 5(k) have no workload measures. PWS 5(l) and 5(m) indicate estimated number of projects, but without indicating scale of each effort which could depend on how much input is required, number of pages, number of graphics per page, complexity of layout, etc. How many labor hours per year of Graphics Design support should be the basis of the offeror's quote? If the Government is leaving the number of hours up to the offerors to propose, can the Government provide adequate workload measures or historical workload, in addition to PWS 5(a) - 5(m), which offerors can use to estimate total labor effort?
Answer: Refer to question 9 and 11.
27) Are contract staff required to obtain Government clearance? If so, at what level?
Answer: No, contractors will not be required to obtain clearances as all materials will be unclassified.
28) Will government provide licenses to graphics and media editing software named in the PWS, or is Contractor to furnish all software licenses necessary to conduct the work?
Answer: No, government will not provide licenses for any of the required graphics/media editing software.
Assumption is that vendor has the necessary software to provide graphics support and will provide products/deliverables in standard formats e.g. .jpeg, .png, .svg, etc.)
29) What constitutes a third party? We have these folks on staff.
Answer: QUOTES FROM THIRD PARTIES WILL BE CONSIDERED NON-RESPONSIVE AND WILL BE EXCLUDED FROM CONSIDERATION FOR AWARD. The Government will accept quotes directly from graphic design companies.
30) Do you expect this to be a FTE? Or available on an on-call basis when projects are needed.
Answer: Available on an on-call basis when projects are needed. This is not a full-time position.
31) Would you consider making the past performance five years?
Answer: In accordance with Section L, paragraph f, Quoters shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFQ, which are relevant to the efforts required by this solicitation. In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available or sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability, unacceptability, “unknown” shall be considered “acceptable.”
32) Are there existing branding guidelines that need to be strictly followed?
Answer: SOUTHCOM has branding guidance that will be provided.
33) What are the specific file formats and sizes required for submissions?
Answer: Standard formats like .jpeg, .svg, .png, etc. Additionally, the rights to products/deliverables need to be conveyed to be able to share products with a printing facility.
34) What is the expected turnaround time for reviews and feedback from USSOUTHCOM?
Answer: NLT 14 calendar days from the date of submission.
