Attachment J-4 Questions/Answers W91GDW-08-R-4019

Some of the concerns not found in the solicitation for the water purification and bottling plant for LSA ADDER at Tallil, Iraq are as follows:

The quality of the raw water supply was not listed. Unknowns are the amount of dissolved solids and suspended solids. Can that be provided? Not at this time, the source will be tested when it becomes an approved source.

Army Regulations place specific requirements that raw water sources must pass prior to bottling for troop consumption. Generally, the raw water quality must meet Environmental Protection Agency (EPA) standards. This would require extensive testing of the raw water prior to start up of operations as well as periodic testing during operations.

Has the government tested the raw water supply and able to provide the raw water quality parameters? The Government has tested the water and the usage is strictly non potable.

Would the government pay for the sampling and laboratory testing of the raw water quality during operations?

Several types of water treatment equipment can meet US Army standards. Is there a quality standard orientated towards palatability rather than the potability standards addressed in the regulations that the contractor would be expected to meet? Yes there is.

Those standards are covered in the Regulations that are listed in paragraph

Since the government will provide fuel to operate generators and wheeled equipment, how will that occur? The Government will transport fuel to power generation equipment within the work site of the facility. See attached SOW.

Would the contractor need to install fuel tanks or will that be provided by the government?

The government is responsible for providing fuel only.

The solicitation makes no mention of life support for contractor employees. Is that included? See attached SOW.

It is expected that the palletized water will need to be loaded on trucks for movement to the demand area. Would the contractor need to have the equipment and personnel to move and load these trucks? The contractor is responsible for loading the trucks/trailers not the movement of said trucks/trailers.

In the unlikely event that the water plant or parts of the facility is damaged by enemy action, is the contractor responsible for the repair and reconstruction or is the contractor reimbursed by the government? The contractor would submit a claim which the government would review and determine what is fair and reasonable.

The solicitation mentions a mobile plant. A facility with the capability of producing, bottling, packaging and palletizing up to 240,000 liters of water it per day is not likely to

Attachment J-4 Questions/Answers W91GDW-08-R-4019 be very mobile. Please define mobile. The facility should be able to relocate within 60 days with a notification of 60 days prior to said relocation.

The RFI mentions that the US Army will not cover security or Transportation to Camp Adder. Is this the site for the plant? Adder is the site for the facility.

Have to supply transportation from the plant to outer bases with supply of water or is the Government going to cover this? The Government will supply the transportation for the movement of water to bases outside of the site.

Are you looking for a reverse osmosis water treatment plant or a mineral water plant?

Reverse Osmosis facility.

Does the recent request for a water plant need to be packaged with a bottling plant as well?

See attached SOW

Is this camp Camp Adder or Camp Cedar in Tallil? Camp Adder is based out of Tallil, Iraq.

In Water Purification RFI it says plant is proposed to build and start after September 2007.

Till that time how can camp get drinking water? The contractor that is awarded the contract will provide water until the facility is completed.

Does contractor needed to supply water till September 2007 and its price should include in Water Purification Proposal? The contractor will be responsible for water and the transport of the water until the facility is complete.

Please explain the mobile plan requirement, do you want a portable water purification unit to be easy to move and set up or a unit that can be designed to travel down the road or are you asking for a time plan on delivery? We require a plant to be able to relocate if needed.

Will a portable 40 ft ISO type of shipping container be considered as a water plant when fitted with man access doors and finished out inside and self contained? If the container can produced the required service it is a facility.

Will other type of water containers will be considered? Propose your solution and the government will review it to determine if it is acceptable.

Are Origins (India, Jordan, UAE) Acceptable for this project? We have accepted water from Jordan before. India and UAE will be acceptable as long as the quality standards meet the requirements of the SOW.
