About this file
This is a Limited Sources Justification document dated August 11, 2026, for a sole-source procurement by the U.S. Army Aberdeen Test Center's Range Sustainment Branch.
The procurement seeks a Caterpillar (CAT) Non-Line-of-Sight (NLOS) Remote Operations Kit and CAT Command Center System for a CAT 299D3 Skid Steer Loader with Forestry Mulcher, with an estimated total contract value of approximately $270,000 on a firm-fixed-price basis. The solicitation will be issued as a single Request for Quotation (RFQ) with an expected delivery date of September 30, 2026, though the Government reserves the right to make separate awards for each item based on quotations received. The NLOS Remote Operations Kit includes vision kits, Wi-Fi kit, mobile antenna, CPU, power converter, on-site installation, training, and a twelve-month warranty. The CAT Command Center System includes a command station, SEA station, display arm, pedestal set, TVs and monitors, power telescoping antenna mast, dual Cisco IW3702 radios, communications antennas, site camera, and a twelve-month warranty. The justification cites sole-source authority under FAR 6.103-1 and 41 U.S.C. 3304(a)(1), asserting that only Caterpillar brand equipment is compatible with the existing proprietary CAT electronics, CAN bus, and control protocols. The Government cannot accept the safety risks associated with using non-OEM components for unmanned operations in unexploded ordnance-contaminated areas. Karen Gibson, Contracting Officer at Army Contracting Command–Aberdeen Proving Ground Division D, approved the justification on August 11, 2026.

Text version
having communication drops or command failures created by using mismatched, non- OEM components with the Caterpillar equipment we have. Doing so places operators at risk of catastrophic, potentially fatal results.
d. Economic Impact: Purchasing an alternative system would require completely replacing the CAT 299D3 Skid Steer Loader, the remote station, and the CAT Command Center System, resulting in a substantial duplication of cost (exceeding $300,000), which would not be recovered through subsequent competition, as well as causing severe scheduling delays.
7. Alternatives Alternative 1 (Suspension of support / Do nothing): Failing to upgrade the Caterpillar equipment will prevent unmanned operations in UXO-contaminated areas, which directly and compromises operator safety during brush clearing.
Alternative 2 (Alternative Manufacturer Remote Kit and Command System): Use of another brand of kit and command system is technically impossible without replacing the entire base vehicle platform and remote station due to the proprietary nature of the CAT command bus.
8. Impact if not approved If this brand-name justification is not approved, the Aberdeen Test Center Range Sustainment Branch will be unable to operate the CAT 299D3 forestry mulcher remotely, which results in either a complete halt to the crucial UXO-contaminated range clearance projects requiring operators to enter high-risk zones, violating Army safety standards.
9. Approval:
Based on the foregoing justification, I hereby approve the procurement of a brand name Caterpillar (CAT) 299D3 NLOS Remote Operations Upgrade Kit and Caterpillar (CAT) Command Center System on a limited sources basis pursuant to the authority of Title 41 U.S.C. 3304(a)(1) as implemented in FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The estimated total value of the new contract(s) action is ~$270,000.00 with an expected delivery date of 30 September 2026. This approval is subject to availability of funds, and provided that the supplies and/or services herein described have otherwise been authorized for this acquisition.
Both the Caterpillar NLOS Remote Operations Kit and the Caterpillar Command System will be solicited together in a single Request for Quotation (RFQ). However, the Government reserves the right to make a separate award for each item, based on the quotations received and what is determined to be the best value to the Government.
