About this file
This is a Questions and Answers document for Solicitation Number W91CRB27RA001, which addresses clarifications on procurement requirements for AN/PVS-31A Night Vision Devices and accessories for a Foreign Military Sales (FMS) requirement benefiting Colombia. The document clarifies three key technical and specifications questions submitted by potential contractors. The first clarification confirms that the requirement includes 2 spare image intensifier tubes total (not 2 per system), in addition to the 44 complete AN/PVS-31A systems. The second clarification explicitly states that only the AN/PVS-31A manufactured by L3 Harris will be accepted; alternative products such as the AN/PVS-31D manufactured by Elbit USA will not be considered, despite having equivalent specifications. The third clarification addresses tube specifications, confirming that end users have approved systems with up to 2000 MAX FOM (Figure of Merit), which may differ from the originally specified part numbers in the solicitation. Questions must be submitted to Pleasant Moten at pleasant.l.moten.civ@army.mil no later than 30 September 2026 at 03:00 PM EST.

Questions and Answers:
Q1. The solicitation identifies a quantity of “2 Each” for the spare image intensifier tubes, while also requiring forty-four (44) AN/PVS-31A systems.
Can you please confirm whether the requirement is for:
Two (2) spare image intensifier tubes total, in addition to the forty-four (44) complete AN/PVS-31A systems, or Two (2) spare image intensifier tubes per AN/PVS-31A system, for a total of eighty-eight (88) spare tubes?
A1: The requirement is for 2 each spare image intensifier tubes total.
Q2. The AN/PVS31A is manufactured by L3 and is the standard unit used by the US AirForce. The AN/PVS 31D is manufactured by Elbit USA and is the standard unit used by the US Marine Corps. Both devices have largely equivalent specifications. Will the Government consider the offer of the ANPVS – 31D manufactured by Elbit USA in lieu of the ANPVS – 31A manufactured by L3 ?
A2. The requirement is for the AN/PVS-31A, manufactured by L3 Harris. No other product will be accepted.
Q3. We are told by L3Harris, the manufacturer of the AN/PVS-31A, that the tubes for the -A28 part numbers below are for a 1800 Max FOM system. The BNG-020-A30 and BNG-001-A30 would be the correct part number for 2000 MAX FOM. Can you please specify whether the end users are looking for 1800 or 2000 Max FOM tubes/systems?
A3. The End User has approved up to 2000 MAX FOM.
