About this file

This document is a Questions and Answers (Q&A) response for RFP W91CRB26RA024, an Israeli Foreign Military Sales (FMS) procurement for microphone assemblies.

The procurement requires 4,510 M-138G Microphone Elements (CLIN 0001) and 6,727 M-138G Microphones with Complete Mic Cable Boom Assemblies (CLIN 0002), with a single delivery required by the Period of Performance date of December 2, 2027. Products must comply with MIL-PRF-26542/10 specifications. While manufacturers listed on QPL-26542 are preferred, the Government will accept non-QPL sources if offerors can demonstrate compliance with the military standard at their own expense; however, award will not be delayed to allow verification time. The Government does not provide technical data packages; vendors must develop or source drawings and specifications independently using the published MIL-PRF-26542/10 standard. Acceptance will be performed by the Government representative who signs off on WAWF documentation and DD250 forms. The small business size standard for this procurement is 750 employees. The proposal due date is September 10, 2026, and no amendments have been issued or are anticipated before that deadline. The SOW contained template carryover language referencing a Croatian base, generator sets, and antenna/laptop checklists that have been removed in the updated version.

IS-B-ZPD W91CRB26RA024 RFP Questions

1.Question: Source Approval / Qualified Products List

a. Does the Government require the M-138G Microphone Element (CLIN 0001) and M-138G Microphone with Complete Mic Cable Boom Assembly (CLIN 0002) to be sourced from a manufacturer currently listed on QPL-26542, or will the Government consider a source not currently listed on the QPL provided the offeror can demonstrate full compliance with MIL- PRF-26542/10 through its own inspection and test program under SOW Section 3.5?

b. If QPL listing is required, please confirm whether this is a formal contractual requirement and, if so, identify where that requirement is documented.

Answers:

a: The government does not require sourcing the items from a manufacturer currently listed on QPL-26542. However, the short suspense for this FMS action does not allow for the additional timeframe required to perform extensive MIL- PRF-26542/10 verification and/or validation from manufacturers not listed on QPL-26542 and the award will not be delayed to allow additional time for this verification/validation to occur.

b. Under FAR Subpart 9.2, a QPL is required when:

• Specifications require a qualified product — for example, when a specification is included in the GSA Index of Federal Specifications, Standards and Commercial Item Descriptions or on the DoD ASSIST website.

• The agency has established a qualification requirement before award, and the requirement is for a product to be on a QPL, QML, or QBL.

(https://www.acquisition.gov/far/subpart-9.2) https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fwww.acquisition.gov%2Ffar%2Fsubpart-9.2&data=05%7C02%7Ceric.w.polk3.civ%40army.mil%7C642341a4aa90480a57dc08df01f2ff8b%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C639231815354681679%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=AU8UKv2xgkdFq7jOFBXMTHxQ8RvYTiKGlbrQOMRvlJ8%3D&reserved=0

As this effort requires a qualified product that explicitly complies with a MIL-STD, a QPL is generally required but If a potential offeror can demonstrate to the satisfaction of the contracting officer, at the offeror’s non-reimbursable expense, that the potential offeror (or its product) meets the standards established for qualification or can meet them before the date specified for award of the contract, a potential offeror may not be denied the opportunity to submit and have considered an offer for a contract solely because the potential offeror is not on the QPL. However, award will not be delayed to allow additional time for this verification/validation to occur.

This was not explicitly noted in the original Statement of Work but is inherent under the FAR Subpart 9.2.

2.Questions: Statement of Work Discrepancies

We noted several references in the SOW that appear inconsistent with the scope of this procurement (microphone assemblies) and would appreciate confirmation or correction:

a. SOW Section 3.6.2 references transportation of repaired warranty items to a “PN base in Croatia.” Given the FMS case designator is IS-B-ZPD (Israel), please confirm the correct destination for warranty returns.

b. The SOW references a status report due “30 days after delivery of generator set.” As this procurement does not include a generator set, please confirm whether this requirement applies to this contract or is a template carryover that should be disregarded.

c. SOW Section 3.5.3 references a “remote antenna assembly checklist” and “laptop configuration checklist” as part of the acceptance test documentation. Please confirm whether these apply to this procurement or should be excluded, given the item is a microphone assembly.

Answers:

a. Appears to be copy/paste leftovers from original SOW development. Removed in updated version. See attachment Updated_SOW_A02 IS-B-ZPD-MIC-20 AUG 2026.PDF

b. Appears to be copy/paste leftovers from original SOW development. Removed in updated version. See attachment Updated_SOW_A02 IS-B-ZPD-MIC-20 AUG 2026.PDF

c. Appears to be copy/paste leftovers from original SOW development. Removed/revised in updated version. See attachment Updated_SOW_A02 IS-B-ZPD-MIC-20 AUG 2026.PDF

3.Questions: Technical Data Package

Will the Government provide or make available detailed drawings, specification sheets, or an existing Technical Data Package (TDP) for the M-138G Microphone Element and Complete Mic Cable Boom Assembly, or is the offeror expected to develop/source these independently in accordance with MIL-PRF-26542/10?

Answers: This MIL-PRF-26542/10 standard is published online. Would require the vendor to develop/source it.

4.Questions: Delivery Schedule

The solicitation does not appear to specify a delivery schedule or period of performance for the 4,510 microphone elements and 6,727 complete assemblies. Please confirm the required delivery timeline (e.g., single delivery vs. phased/incremental deliveries) and any associated milestone dates.

Answers: Period of Performance (PoP) is 12/02/2027. a single delivery by the PoP date would work best.

5.Questions: Inspection and Acceptance

Please confirm the specific DCMA office of cognizance for this contract, or the process/timeline by which that office will be identified after award, given SOW Section

3.5.1 states acceptance will be performed by “the cognizant DCMA office/POC identified in

WAWF.”

Answers: Would be whichever Government representative that signs off on WAWF once they submit completed DD250’s and/or inspection documents.

6.Question: Small Business Size Standard

Answers: 750 employees

7. Question: Amendments

Please confirm whether any amendments to this solicitation have been issued or are anticipated prior to the September 10, 2026 proposal due date.

Answers: There has been no amendment, nor is there any anticipated amendments for this solicitation before the proposal due date.
