About this file

This is a Justification and Approval (J&A) document for a brand name commercial procurement under FAR Part 12.

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) seeks to procure 80 FLIR ThermoSight T-75 Advanced Clip-on Thermal Weapon Sights and 8 accessory kits for the country of Georgia under Foreign Military Sales (FMS) Case GG-B-UEH, Acquisition Requirements Package AE25010. This is a Firm-Fixed-Price brand name commercial contract with an estimated value of $1,364,000.00. The justification is made pursuant to 41 U.S.C. 1901 and 1903, as implemented by FAR 12.102(b), for acquisitions valued over the Simplified Acquisition Threshold (SAT). The procurement is justified based on the FLIR ThermoSight T-75's essential technical capabilities, including high-resolution thermal imaging, ruggedness, MIL-STD-810 compliance, and seamless compatibility with existing platforms. Market research conducted on October 20, 2025, identified Teledyne FLIR as the Original Equipment Manufacturer, along with Own The Night (a distributor) and Wills Optics as potential vendors; however, only Teledyne FLIR's product meets the specified technical and performance requirements. The justification notes that qualifying alternative systems would incur additional costs for testing, integration, and training, plus introduce delays of 9-18 months that could negatively impact mission readiness.

The combined synopsis/solicitation with a redacted brand name justification will be posted on SAM.gov to allow potential offerors to submit quotes and increase competition. Certified cost and pricing data are not required as this action involves commercial items under FAR 15.403-1(b)(3). The Contracting Officer determined the anticipated cost to be fair and reasonable based on price analysis and an independent government estimate. The J&A was prepared by Jerson Gilces (SAMD Engineer), certified by Nathan Rembert (Weapon System Manager), and approved by Aqua Jefferson (Contracting Officer) on April 7, 2026, subject to availability of funds.

This is a Foreign Military Sales (FMS) procurement under FMS Case GG-B-UEH, and funds will be utilized for this action.

3. Description of Services or Supplies: The Communications-Electronics Command (CECOM)- Security Assistance Management Directorate (SAMD) has a requirement for the following:

Quantity of eighty (80) FLIR ThermoSightT-75 Advanced Clip-on Thermal weapon sights and eight (8) accessories kits for the country of Georgia, FMS case GG-B-UEH, Acquisition Requirements Package (ARP) AE25010.

4. Authority Cited: 41 U.S.C.1901 and 1903 as implemented by FAR 12.102 (b)

For acquisitions valued over the SAT, prepare a written justification and obtain approval of the justification as described in 6.104.

5. Reasons for Authority Cited: The procurement of the Brand Name FLIR

ThermoSight T-75 is essential to meet the requirements for country’s operational and technical needs, including high-resolution thermal imaging, ruggedness, and compatibility with existing platforms. Qualifying an alternative system would result in additional costs for testing, integration, and training, potentially increasing the overall expense . Furthermore, alternatives could introduce significant time delays which could extend the timeline for award of a contract by approximately 9–18 months and negatively impact mission readiness.

6. Publicizing Contract Actions: This requirement is in accordance with FAR

12.102 (b) and is a brand name restriction over SAT. This justification will be redacted and posted with the combined synopsis/ solicitation on SAM.gov.

7. Efforts to Obtain Competition: In accordance with FAR 12.202 (b) To reduce the time required to solicit and award contracts for acquisitions valued over the SAT, combine the pre-solicitation notice and solicitation notice required by part 5.

As such, this action will be posted as a combined synopsis/solicitation. And the redacted brand name justification will be posted with this solicitation. Adequate

9. Market Research: Market research conducted on October 20, 2025, identified Teledyne FLIR, Own The Night, and Wills Optics as the potential vendors capable of meeting the requirements for the thermal sight. Teledyne FLIR, as the Original Equipment Manufacturer (OEM) of the FLIR Thermal Sight T-75, is uniquely positioned to provide the system with full compatibility, proven performance, and direct support. Own The Night, a distributor of Teledyne FLIR products, was also identified as a potential source. Wills Optics, another vendor specializing in optical and thermal imaging systems, was reviewed but does not offer a product that matches the specifications and operational requirements of the T-75. No other vendors were found during the market research to offer a comparable product that meets the technical and performance standards outlined in the requirement. However, market research will continue for future similar procurements.

10. Other Facts: The FLIR ThermoSight T-75 is the preferred brand name due to its proven performance, proprietary technology, and cost efficiency. It provides high-resolution thermal imaging, seamless compatibility with existing platforms, and rugged durability built to MIL-STD-810 standards.
