About this file
This is a Small Business Participation Commitment Document (SBPCD) template that establishes mandatory requirements for all offerors responding to a federal contract solicitation (AE25010 – GG-B-UEH v1Apr25). The document mandates that both small business and other than small business (OTSB) offerors must submit comprehensive documentation demonstrating their commitment to using Small Business Concerns (SBCs) to the maximum extent practicable throughout the entire performance period. All requirements outlined in the SBPCD are incorporated as binding, enforceable contractual obligations.
Offerors must identify their prime contractor size classification and applicable socioeconomic categories (Small Disadvantaged Business, Woman-Owned Small Business, HUBZone, Veteran-Owned, or Service-Disabled Veteran-Owned). They must provide a detailed table listing all SBCs by company name, CAGE code, business category, products/services to be provided, SOW/PWS reference numbers, NAICS codes, and the nature of commitment (letters of commitment, joint ventures, mentor protégé agreements, etc.). Offerors must complete a Small Business Participation Table showing dollar values and percentages for each business category against the total contract ceiling. OTSB firms must submit a separate Small Business Subcontracting Plan complying with FAR 52.219-9. Offerors must provide past performance documentation demonstrating compliance with FAR 52.219-8 for relevant contracts within the past five years, including Electronic Subcontracting Reporting System data. All offerors must commit to annual reporting of small business utilization data in accordance with Contract Data Requirements List (CDRL) A001. Supporting documentation is excluded from page count limitations, and all binding commitments become enforceable contractual requirements incorporated into any resulting contract.

The information that you provide will be used to evaluate your proposed participation/commitment to use U.S. small businesses in the performance of this acquisition (as a small business prime, joint venture, teaming arrangement, and/or small business subcontractors) relative to the objectives set forth in the solicitation and this SBPCD. The SBPCD requirements will be incorporated into the base contract vehicle as binding commitments and are considered enforceable contractual requirements.
