Transportation costs are included in the case, and vendors should not charge additional transportation fees. The solicitation is an open competitive contract, and potential ITAR restrictions have been pre-cleared through a Letter of Offer and Acceptance (LOA) between the U.S. and Colombian governments.

Questions and Answers – Solicitation W91CRB-25-R-5026 Foreign Military Sales Case (FMS): CO-B-VJA, CO-B-VIK and CO-B-VIQ; Acquisition Requirements Package (ARP):
CE24009
Question 1:
Are you open to accept the alternative option, in another brand with better specs?
Answer:
Yes. This is an open competitive contract, inviting vendors, suppliers, and contractors to submit their bids or proposals.
Question 2:
Will there be any issues with us having to handle ITAR restrictions?
Answer:
Because the US and Colombian governments have signed the case Letter of Offer and Acceptance (LOA), the LOA serves as release authorization to the customer country for the equipment. The implemented LOA also indicates any release restrictions or provisos have been considered. Based on this, you will likely not have any ITAR issues. If you have further concerns, you may want to consult with your corporate legal office regarding export controls.
Question 3:
The night vision we will be bidding comes with English manuals. We can offer Spanish manuals as well. Should we add them into the PVS-14 pricing?
Answer:
Yes, please offer Spanish manuals as well.
Question 4:
Could you please confirm whether civilian Image Intensification Tubes that meet all technical specifications outlined in the solicitation would be considered acceptable?
Answer:
Only military grade ITT are acceptable that meet the outlined specifications.
Question 5:
We cannot ship to Columbia as we are still awaiting ITAR registration. If we were still to submit a bid and be awarded, would it be possible to negotiate a U.S. based delivery to an Army holding facility, where transport to Columbia could then be fulfilled through a separate party? We would account for this additional step in our quote as well, discounting an additional percentage for the expense of completed transportation.
Answer:
The contract is being written FOB Origin; therefore, the USG is the Shipper of record. DCMA will Inspect/Accept the HW at the vendor’s facility and schedule pick-up, as these are all DTC 9. Transportation is paid for in the case. There should be no need for vendors to charge transportation.
Question 6:
We require photos of the accessories to ensure the items are correctly identified. Could you please confirm if it is possible to provide these photos? This will help ensure that the order meets the exact specifications.
Answer:
We do not have photos.
