About this file
This document is an Amendment 0001 to a Request for Quote (RFQ) for VMWare VSphere 7 Enterprise Plus and Support/Subscriptions. The amendment clarifies the Basis for Award, which will be a single award based on the Lowest Priced Technically Acceptable (LPTA) evaluation approach. It also provides answers to vendor questions, confirming details such as the total core count of 16 cores per processor, delivery to a single location, and the lack of OCONUS on-site support.
The underlying federal contract opportunity is a full and open competition under NAICS Code 541511 to procure 30 VMware VSphere 7 Enterprise Plus licenses for 1 Processor and 150 Support/Subscriptions for VMWare vSphere 7 Enterprise for 1 processor for five years of support. This is a brand name requirement for the Foreign Military Sales (FMS) case PL-B-UDV for Poland. The Government anticipates awarding a commercial Firm Fixed Price (FFP) contract by June 21, 2024. Proposals are due by April 19, 2024 and questions are due by April 17, 2024.

Solicitation: W91CRB-24-R-VMWA – PL-B-UDV - Request for Quote (RFQ)
Amendment 0001
The purpose of this amendment is to further clarify the Basis for Award, and answer potential Vendor’s questions.
1. To further clarify the Basis for Award, see the following language highlighted in yellow:
Proposals will be evaluated in accordance with FAR 13.106-2, Evaluation of Quotations or Offers. A single award will be made based on the Lowest Priced Technically Acceptable (LPTA) evaluation approach. (Note: See FAR 52.212-3 for evaluation criteria detailed herein). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation.
In accordance with FAR 52.215-1(f)(4), the Government intends to evaluate proposals and award without discussions with offerors (except clarifications as described in FAR 15.306(a)).
Therefore, the offerors initial proposal should contain the offerors best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
Proposals will be evaluated in accordance with FAR 52.212-2, “Evaluation—Commercial Products and Commercial Services (Nov 2021)”:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 Cost/Price: Price will be evaluated based on the total proposed price for CLIN 0001 and
CLIN 0002.
Factor 2 Technical: Offerors shall demonstrate their ability to meet the specifications provided in this solicitation. Additionally, the technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not provided in the proposal.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
2. Vendors Questions and Answers:
Question 1: vSphere and other perpetual licenses are now EOL. The new SKU for this request would be the vCloud Foundation bundle that includes vSphere Enterprise Plus and other products and is priced per core. Can you confirm the total core count for this request?
Answer: A physical core is a CPU contained in a chip, occupying a single socket. 16 cores are the minimum per processor. The PWS calls for one (1) processor. So, the total number of cores is 16.
Question 2: Considering a minimum 16 core per processor requirement, could you please confirm how many total processors and how many total cores per processor we should quote?
Answer: There are 16 cores per processor. And a total of one (1) processor is required per the PWS. Therefore, 16 cores are needed.
Question 3: Could you please clarify if the delivery will be to a single location or multiple locations?
Answer: Delivery will be at a single location
Question 4: As part of the information collection process, could you please provide the VMware Agreement Number or EA (Enterprise Agreement) Number? This information is essential for us to ensure that our quote is accurate and aligns with the specific needs and agreements of your department.
Answer: The EA number is assigned after award.
Question 5: Are we/vendors only providing product and remote?
Answer: In accordance with the PWS, no OCONUS on-site support was included with this requirement.
Question 6: Are we/vendors supplying the International on-site support?
Answer: See the answer to Question 5, above.
Question 7: The core count is per physical CPU with a minimum core count of 16 per CPU.
Would you be able to confirm that count with the end user.?
Answer: The total number of licenses is 30, one (1) processor and a core count of 16.
