Solicitation W91CRB-24-R-5018 AN/PVS-14 Monocular Night Vision Devices (MNVDS) Question and Answer (Q&A)
1. Could you confirm the FMS end country for this max 1800 FOM requirement and also the FMS Case #?”
Response: The Figure of Merit (FOM) requirement for Colombia is ≤1800 (Not to exceed 1800).
2. On SAM.Gov this solicitation states the following: “Original Set Aside: Total Small Business Set-Aside (FAR 19.5)”, however on the downloadable Solicitation D01 W91CRB-24-R-5018.pdf, the requirement is marked as “unrestricted / no set aside”. Can you please confirm that there is a Total Small Business set aside assigned to this solicitation?
Response: AN/PVS-14 Monocular Night Vision Devices (MNVDS), Solicitation W91CRB-24-R-5018 is 100% Set-Aside. Revised D01 W91CRB-24-R-5018, Page 1, Block 10 attached.
3. Regarding the following items:
· FAST Helmet Mount Adapters
· Head/Helmet Mount Adapter (J-arm)
My understanding is that everything needed to operate AN/PVS-14s from a FAST helmet and a rifle are required, meaning FAST helmet NVG Shroud, RHINO mount, and J-arm. Is this correct? Different companies mean different things by “Helmet Mount Adapter” so I want to clarify and give you the exact solution that you require.
Response: Correct. This answer is also for other cases: CO-B-VIQ and CO-B-VJA. See the photos that we got from the Colombian Navy below:
4. Is it possible to clarify type of helmet used by the end-user? FAST Helmet Mount Adapters (LOA Line #002a). Depending on the type of helmet, the mount adapter may be different. A part number would be best.
Response: Please see the photos for the question #3. Colombia did not provide the part numbers for these items, but they provided the type of helmet and mount adapter as shown in figures 1 to 5 above (refer to the question #3 response).
