About this file
This document is a Statement of Objectives (SOO) for the Family of Weapon Sights-Sniper (FWS-S) system. The key objectives are to deliver a lightweight, self-contained, battery-operated thermal imaging system that mounts in-line with a day optic on precision sniper rifle weapon systems. The FWS-S is intended to improve sniper lethality and survivability by providing all-weather, no/low light target acquisition and observation capabilities. The SOO outlines specific performance requirements for target recognition, image shift, off-center line of sight, battery life, bullet trace observation, and other system attributes. It also details quality control, logistics, and management objectives for the FWS-S program. This SOO is related to a pre-solicitation Request for Information (RFI) for a thermal weapon sight capability, with an anticipated contract award in 3QFY25 to support government testing. The RFI is being issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground.

ENCLOSURE 1
STATEMENT OF OBJECTIVES (SOO)
For Family of Weapon Sights-Sniper (FWS-S)
Section 1: Scope Determination The FWS-S shall be a lightweight, self-contained, battery operated, clip-on thermal imaging system for surveillance and target acquisition that will mount in line with a Day View Optic on all variants of the M107, M110, M2010, and future Precision Sniper Rifle (PSR) weapon systems in all light levels. It shall provide a remote control for essential sight operations, with the exception of manual focus and Power ON/OFF/Standby features.
Section 2: Program Objective The program objective is to receive delivery of production systems that will improve US Army Sniper lethality and survivability during Cross Domain Maneuver operations. The FWS-S will provide US Army Snipers with an all-weather, no/low light capability for the existing suite of Sniper weapon platforms. The FWS-S shall be a thermal optic that mounts in line with the sniper’s day sight, enabling the sniper to engage targets accurately and effectively observe targets at distances beyond the weapon’s maximum effective range in all light levels.
Section 3: Design, Analysis, and Test
FWS-S Key Performance Specification The FWS-S will be a weapon mounted Mid Wave InfraRed (MWIR) Clip-On Weapon Sight that mounts in-line with the Sniper’s day optic, capable of meeting the following requirements:
1 Target Recognition
FWS-S shall have a Field of View ≥ 2 degrees and a 90 percent or greater probability of detecting a group of upright moving personnel and determining the size of the group with an accuracy ±1 (V50=2.2) out to a range of 800 meters (T), 2,000 meters (O).
Image Shift
Image shift is the apparent angular movement of the DVO reticle in target space induced when the FWS-S is mounted in clip-on mode. The FWS-S, when mated to the M110, M107, M2010, and Mk22 in conjunction with a DVO in a clip-on capacity, shall not induce an image shift greater than 0.29mrad (T), 0.15mrad (O). FWS-S shall retain the specified image shift over a 72-hour mission in all environmental conditions, including weapon fire shock, temperature shock, vibration shock, mount/dismount cycles, input voltage drift, and power on/off cycles. The FWS-S shall maintain image shift within 0.29 mrad (T), 0.15mrad (O) over 10 mount/dismount cycles to the same rail position on the same weapon.
Off Center Line of
Sight Shift (OCLoSS)
The apparent line of sight, to any point in the central two degrees (2°) of the thermal FOV shall not vary by more than 0.29mrad (T), 0.15mrad (O) from the centered pupil line of sight within the clip-on mode eyepiece exit pupil over all environmental conditions, including weapon fire shock.
Battery Life
The FWS-S battery life shall be ≥ 6 hrs with one “hot swap” battery set change from -20°C ≤ T ≤ +50°C.All components of FWS-S shall be fully operational over the battery life requirements when operating on CR123 and/or AA L91 batteries. A “hot swap” is inserting or removing a component/battery of a device while it is operating without losing power or functionality of the system.
Bullet Trace
Observation
The FWS-S shall allow the observation of bullet trace out to 800 meters under all lighting conditions and observation of the bullet path from sniper weapons using standard ammunition.
6 Focal Plane Array
10-12 µm pixel pitch or smaller Focal Plane Array (FPA), with a minimum array size of 640 X 480.
Additional System Performance Attributes
1 Weight
The maximum allowable FWS-S total system weight is 4lbs (T), 1.5lbs (O). The specified weight limit includes the weight of the weapon sight (loaded with batteries), the objective lens cover, the mount assembly, one additional set of batteries (with cassette if required), eyecup (hand-held), and the light security shroud (clip-on).
2 Start-up Time The FWS-S, at an ambient temperature of 23°C (± 2°C), shall have an initial power-up time less than or equal to 5 minutes (T), 1 minute (O).
Power-up from standby shall not exceed 5 seconds (T), 1 second (O).
Interested vendors shall provide details on the availability of representative prototypes or fielded systems that could be used to demonstrate performance against the requirements stated above.
Vendor’s details shall include the fidelity of these systems, quantity produced, which requirements could be met in whole or in part, and the availability of hardware to be provided for initial assessment. The vendors shall provide test reports and/or for the Government have the ability to test the systems.
Section 4: Quality Control The vendor’s response shall state their capability to develop and maintain a quality program to ensure the (end item) is produced in accordance with the Product Description. The vendor’s response shall also state their capability to develop and implement procedures to properly maintain measuring and test equipment and to ensure appropriate corrective action of nonconforming material in all engineering and testing aspects of the program. The FWS-S Engineering Manufacturing and Development (EMD) testing program shall include specific requirements that assure the Government that the Contractor’s prototypes/or fielded systems are compliant with the requirements of the Product Description. Some of the specific Quality Validation tests are Environmental Stress Screening, Acceptance Testing, Contractor Developmental Testing (including design verification, reliability, and environmental testing), and
Government test events. The Government requires delivery of initial test units beginning in 3QFY25 to support Contractor and Government testing events.
Section 5: Logistics The vendor’s response shall state that they can provide technical/commercially available user manuals to be accompanied with the systems. After award contractors will provide all necessary training, maintenance, and OEM repairs of the systems.
The FWS-S maintenance concept will conform to the Army’s two-level maintenance concept and the Standard Army Supply System. Logistics support requirements will consist of provisioning, New Equipment Training, training materials, Product Support Package, and Technical Manuals (TM) (Operator and Field-level TMs), including Repair Parts and Special Tools List (RPSTL), Test Maintenance and Diagnostic Equipment (TMDE), and Quick Reference Card (QRC).
A Level of Repair Analysis (LORA) will be performed to determine the optimum maintenance concept and TMDE requirements for the FWS-S.
Section 6: Management Objectives The management objective is to allow the offeror the maximum flexibility to manage the program schedule, performance, risks, warranties, subcontracts, and data to produce an (end item) that satisfies the user’s performance requirements. Another objective is to maintain clear government visibility into the program schedule, performance, and risk.
