About this file
This document contains questions and answers regarding a Request for Information (RFI) for a Night Vision Device - Next (NVD-N). The RFI seeks information on potential solutions for the NVD-N, including any products currently in development. Respondents are asked to provide production and test histories for any products offered as solutions. Key parameters of the required NVD-N are identified, such as a minimum monocular resolution of 20/25 Snellen visual acuity, a binocular field of view overlap of 85%, and maximum mass and volume requirements. Test procedures and pass/fail criteria are also outlined.

| 1 | For the range requirement there are a number of key parameters undefined, assuming the requirement is to be verified using NV-IPM. Some examples: Target size, target and background contrast/reflectivity, V50 value, and percent probability. Recommend a more complete requirement, and/or require a direct comparison with the PVS-14 in the model. | See Table E3 in additional Excel tab to this document | |
| 2 | The PVS-14 FOV is specified as GTE 38 degree (or sometimes 40 +/-2 degrees). | ||
| Is this what is meant when the RFI specifies 40 degrees? | 3.5.5.3 Monocular Field of View. (NVD-N RFM E1) The objective space horizontal field of view for each monocular channel of the NVD-N shall be ≥38° for the objective lens set to infinity, eyepiece set to 0D, at an eye relief of no less than 24.5 mm at narrow, nominal, and wide IPD settings. |
3.5.1.16 Binocular Field of View Overlap. (NVD-N RFM A38) The binocular overlap of the left and right monocular areal fields of view shall be minimum of 85% at the narrow, nominal and wide interpupillary distance settings with the monocular objectives set for infinity focus and eyepieces set for 0 diopters.
3 For weight and volume, is the helmet mount (if used) included? 3.5.1.1 Storage Configuration Volume (NVD-N RFM A23) The detached NVD-N shall have a storage configuration occupying a rectangular volume less than 1900 cm3 (T) and less than 1250 cm3 (O). The storage configuration volume shall include the following: batteries, filters, sacrificial windows, objective lenses set to close focus, eyepieces set to -2 D.
3.5.1.2 System Mass (NVD-N RFM A1). The NVD-N system total mass shall not exceed 904 grams. Total system mass shall be determined including the following: lithium battery(s), filters, sacrificial windows, and helmet interface mount. These items are excluded from the total system mass determination: eye cups and retention lanyard.
| 4 | For the volume, is this to be interpreted as the bounding box for the goggle and mount in the in use position, in the storage configuration, or some other metric? Alternatively, this could be interpreted as a displacement. | See answer to 3. |
| 5 | Is it appropriate to assume the binocular resolution is what is intended to be better than the current monocular resolution? | 3.5.5.8 Monocular Centered Pupil Infinity Focus On-Axis Visual Acuity. (NVD-N RFM E10) Each monocular channel for the NVD-N shall provide infinity focus on-axis centered pupil visual acuity better than 20/25 Snellen (1.4 cy/mrad) for a real or virtual target at optical distance ≥10m using a sampling aperture diameter not less than 4mm nor greater than 5 mm at an eye relief no greater than 24.5 mm with a 100% contrast resolution test pattern centered in field of view within 1 degree, target luminance at or below 3.4e-4 nt and objective and ocular focus settings optimized. For equivalent threshold resolution for non-Snellen target acuities refer to Table 6 of angular resolution equivalencies. |
For purposes of modeling the range performance in NVD-N, the expecation is range performance will be based on a binocular model. However, each monocular is expected to meet the resolution performance as stated above in 3.5.5.8. There are more requirements with regard to monocular resolution that address the acceptable degradation of resolution for decentered pupils and off-axis field points. Those can be supplied upon request.
6 To be clear, is the request for procurement and test history intended to cover all USG deliveries, or only the product that is being proposed? The Government is seeking the production and test history of any product that is being offered as a potential solution or response to the NVD-N RFI as a product that has a production or test history. If the response includes products in some stage of development that is not under a current Government production program, include the testing performed on the developmental product that could be used to characterize the potential risks (performance, cost and schedule) of that developmental product response.
