Q 106:

We are considering is to transition satellite bandwidth services to an existing satellite (availability reports and link budgets will be provided in our proposal), but will then offer an additional transition within the first two months of the contract to a new satellite that is being moved to the same orbital slot at the existing satellite. However, there will not be availability reports or link budgets submitted in the proposal for the new satellite as there is no history of its availability or link efficiencies. Can the Government clarify whether this solution will be technically acceptable even if we cant provide the availability reports or link budgets for the transition to the new satellite?

Answer:

This solution is unacceptable. The Government requires a single transition solution for each VSAT network, fixed and mobile, that must be completed no later than 45 days after receipt of Delivery Order for each respective network. Link Budgets are required as per

Subfactor 7, page 63 of this solicitation. Failure to submit Link Budget Analysis will result in a technically unacceptable rating for this subfactor. The Satellite Availability Report is required as per Subfactor 8, page 63. Under this subfactor, the first item, letter a, requires that the Satellite Availability Report demonstrates availability within the last 12 months of service for each proposed satellite. Therefore the offerors proposed satellite must be operational at least 12 months, or 365 days leading up to and including the due date of this RFP, or Dec 10th at 1:00pm EST. Failure to provide a Satellite Availability report meeting this requirement along with the other stated requirements under this subfactor will result in a technically unacceptable rating for this subfactor.

Q 107:

Is a single-satellite solution technically acceptable for both networks, rather than two different satellites, one for each network?

Answer:

This solution is unacceptable. The Government requires a single satellite single transition solution for each VSAT network, fixed and mobile. Offerors may propose the same satellite operator (INTELSAT or EUTELSAT) for both VSAT networks, but the proposed satellite for each network must have a separate and distinct satellite name, positioned in a separate and distinct orbital position with distinct geostationary positional orbit.
