Would the government consider extending the proposal due date for two weeks to ensure a complete and comprehensive submission?

Answer:

The Summary Section shall contain a brief abstract of the file. Does Volume III - Price, which will be submitted as per instructions as an Excel workbook require a

Table of Contents, Summary Section and Narrative as directed in the Proposal format instructions?

Answer:

Volume III Price does not require a Table of Contents, Summary Section and Narrative. If offerors provide a Table of Contents, Summary

Section and Narrative, it must be included in a different document, not in VSATPRICE.xls; and must be located with the Price Volume file. DO NOT modify VSATPRICE.xls besides inputting pricing in the yellow highlighted cells only.

Q 21:

RFP "D. Proposal Submisiion 2. a. Proposal Format page 55" "a. The offerors proposal shall be submitted electronically via email to rem.d.ngo.civ@mail.mil and victoria.m.dorsey.civ@mail.mil Offerors are encouraged to practice submitting proposals in the DEMO section of the FBO portal in order to gauge the length of transmission via the Internet. There are conflicting instructions for the submission of the proposal can the gov't please clarify if it is an email submission or a FBO protal upload or both?

Answer:

The offerors proposal shall be submitted electronically via email only to rem.d.ngo.civ@mail.mil and victoria.m.dorsey.civ@mail.mil.

RFP "D. Proposal Submisiion 4. Proposal Content (i) Volume Technical (1) Subfactor 1 page 56" Th e offeror shall also complete and submit a Verification Cross Reference Matrix (VCRM) or Compliance Matrix that maps each PWS and System

Requirements Document to the Offerors applicable proposal PWS paragraph number and identifies the methods (analysis, demonstration, inspection, test, etc.) to be used to verify each requirement. The offeror shall submit an Excel table format which lists the PWS paragraph number, the PWS paragraph title heading, and the offerors response. Would the gov't please verify that this is required? Is the matrix for all volumes or a matrix per volume? and Is he compliance matrix a separate document submission beyond the 4 volumes as stated in Section D Paragraph 3.?

Answer:

The compliance Matrix is only required for the Technical Volume. The Compliance Matrix is part of the Technical Volume and will not count toward the page limit of the Technical Volume but must be located with the Technical Volume file. The Technical Volume must be submitted as a consolidated PDF with all appendices and the VCRM.

The offeror shall propose a Program Management Plan, to include labor mix of OCONUS and CONUS management and all other staff personnel proposed, to include resumes for key personnel," Would the Gov't consider removing Resumes from page count and allowing them as appendices to the proposal?

Answer:

This is acceptable, however each CV/resume must not be more than five (5) pages long and each CV/resume must be part of the Technical

Volume document file and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 24:

RFP "Section M: Evaluation Factors 3. Evaluation Approach (10) Subfactor 10: Program Management Plan pg 63-64" c

. iDirect and Cisco CCNA Certification documents. Would the Gov't consider removing certfications from page count and allowing them as appendices to the proposal?

Answer:

This is acceptable, however each certification must be part of the Technical Volume document file and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 25:

"D. Proposal Submission 4. Proposal Content (i) Vol I Technical (8) Subfactor 8: Satellite Availability Reports pg 57" f

. Redacted copies of passports with expirations beyond 1 January 2021 for all key personnel. Would the Gov't consider removing passport copies from page count and allowing them as appendices to the proposal?

Answer:

This is acceptable, however each photocopied passport must be part of the Technical Volume document file and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 26:

RFP "D. Proposal Submission 4. Proposal Content (i) Vol I Technical (8) Subfactor 8: Satellite Availability

Reports pg 57" The offeror shall propose and provide its satellite availability report. Would the Gov't consider removing the satellite availiability reports from page count and allowing them as appendices to the proposal?

Answer:

This is acceptable, however each Satellite Availability Report must be part of the Technical Volume document file and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 27:

RFP "PWS 5.11 Procurement New Production and List of CDRLs Document" 5.11 Procurement New

Production Paragraph states "In accordance with CDRL D005." The List of CDRLs document does not list CDRL D005

Answer:

The CDRL reference D005 is incorrect in PWS paragraph 5.11. Replace the CDRL D005 reference with CDRL I004.

Q 28:

RFP "D. Proposal Submission 4. Proposal Content (i) Vol I Technical (7) Subfactor 7: Link Budgets pg 57" T he offeror is to note that a complete link budget analysis for all terminals in the network will be required after contract award as per

CDRL C003. Did the Gov't intend to reference CDRL I003 as there is no CDRL C003 in the List of CDRLs Document?

Answer:

The CDRL that will be required to be submitted after contract award for Link Budgets is I003.

Q 29:

RFP "PWS 9.4 Operations Security 9.4.1 OPSEC Plan Pg 19 " In addition, the contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1. Does Facility Security Officer qualifications satisfy the level II OPSEC coordinator requirements?

Answer:

The Facility Security Officer needs to be Level II OPSEC Certified in accordance with AR 530-1 in order to meet the requirements of the

OPSEC Coordinator.

RFP " PWS 3.2.1 & 3.2.1.2 pg 9" Defines "ATDMA" as both "Advanced TDMA" and "Adaptive TDMA". Pl

ease clarify. Can "ATDMA" be interpreted as an iDirect-based TDMA system with "Adaptive Coding Modulation (ACM)" enabled?

Answer:

The A in ATDMA stands for Adaptive and refers to an iDirect-based TDMA system.

Q 31:

RFP "PWS 3.2.2 pg 12" States "Bandwidth for On The Move (OTM) / Mobile Communications. By

"On The Move (OTM)" does the IMOD intend "Communications On The Move" (COTM) - meaning that the VSAT is transmitting while moving in a vehicle or other mobile platform? If so, which of the VSAT Systems specified in Appendix E are "COTM" capable?

Answer:

The On The Move/Mobile Communications referenced in PWS paragraph 3.2.2 supports a VIPERSAT Network.

Q 32:

RFP "PWS 3.2.2.1 pg 12" Provides for "Eutelsat, Intelsat or SES" satellites as possible replacement spacecraft for the Mobile SATCOM Network (Vipersat based). Elsewhere the PWS instructs the use of "Eutelsat or Intelsat" satellites. Can SES satellites be used for both "Mobile" (30 Mhz) and "Fixed" (45 MHz) satellite networks?

Answer:

The requirement is INTELSAT or EUTELSAT for the fixed satellite network; and INTELSAT, EUTELSAT or SES for the mobile satellite network.

Q 33:

RFP " PWS 3.3.3 pg 13" States that if an alternate satellite is offered for the Mobile SATCOM Network that the contractor will provide a temporary back-up hub for a 3 month period. se of "Eutelsat or Intelsat" satellites. Wh at HW and SW version(s) of Vipersat NMS and Vipersat hub modems are required at the temporary hub? Does the temporary Vipersat hub need to be located in Iraq or Europe?

Answer:

To determine what hardware should be used at the temporary hub, refer to PWS paragraph 1.4 Background for specifications of the current

VIPERSAT network. Software version should be the most current version for this equipment. The temporary VIPERSAT hub needs to be located in CONUS or EU.

Q 34:

RFP " PWS 3.3.2.2 and 3.3.2.3 pg 13" Link budget and back-up hub requirements. The remote VSAT specifications provided in Appendix E note the use of iDirect equipment for both Fixed and Mobile networks. Can IMOD provide the VSAT Modem specifications for Vipersat-enabled remotes to include MODCOD and Eb/N0 tables?

Answer:

Refer to PWS paragraph 1.4 Background for current VIPERSAT network equipment specifications.

Q 35:

RFP " PWS 4.1 - 4.6 pg 15" Support Section. Provisions of this section, inclujding OJT, Site Surveys

(etc.), appear to be related to the delivery and operation of new remote VSAT systems. Please confirm that no remote VSAT systems or components are required for this IDIQ RFP. Please confirm that all remote VSAT systems and support requirements are to be incorporated in the forthcoming IDIQ #2.

Answer:

VSATPRICE.xls of the solicitation, CLIN 0004 Equipment contains SLINs for VSAT systems and components. Offerors are required to provide prices for all the CLINs/SLINs listed in VSATPRICE.xls of the solicitation and are also required to procure and deliver the equipment if the Government issues a Delivery Order for the equipment in any of the years listed in VSATPRICE.xls.

Q 36:

RFP "PWS 5.1.1 pg 15" States "Factory refurbished or preproduction hardware is not acceptable". D oes this requirement apply to back-up hub equipment? The use of existing installed equipment at planned hubs can be maintained at the desired availability rating.

Answer:

PWS paragraph 5.1.1 refers to Foreign Subcontractor Participation. PWS paragraph 5.11 refers to Procurement New Production. PWS paragraph 5.11 applies to all equipment which is listed in VSATPRICE.xls. If the Government issues a Delivery Order for the procurement of any of this equipment, the contractor is required to procure and deliver new equipment. This equipment cannot be refurbished or pre-production. PWS paragraph 5.11 does not apply to the offerors proposed hub(s).

Q 37:

Pricing Spreadsheets "VSAT Pricing Spreadsheets CLIN 0004" CLIN 0004 has an extensive list of

VSAT replacement parts, pieces and subsystems. Our understanding is that these items would be acquired under IDIQ #2 not

Answer:

The offeror is required to provide pricing for all equipment listed in VSATPRICE.xls CLIN 0004 and upon receipt of Delivery Order, procure and deliver the equipment under contract.

Q 38:

Will the Government please provide the list of iDirect equipment for the TDMA/ATDMA network and for the SCPC network?

Answer:

The Government will provide all equipment specifications by site location after contract award in order for the offeror to prepare all the Link Budgets. Offerors are to use Appendix E to prepare their Link Budgets for this solicitation.

Q 39:

Will the government please let us know the number of TDMA inbounds and the symbol rate of each inbound in the current network?

Answer:

This information will be provided after contract award.

Q 40:

Will the government please list the current downstream data rates and the upstream MIR data rates for each of the current fixed and mobile networks?

Answer:

This information will be provided after contract award.

Q 41:

L.2 Proposal Format 55 We understand company logos are prohibited with the exception of the

Title Page. Pages that exceed the margin, font or total page limit will not be evaluated. Q) Will the government please confirm that the required volume Title Page would be excluded from the page count in each volume?

Answer:

Title Page would be excluded from the page count in each volume.

Q 42:

L.4 (i) 56 Q) Will the government please confirm the required verification cross reference matrix

(Excel spreadsheet) is excluded from the 75 page limit of the technical volume?

Answer:

The Compliance Matrix will not count toward the page limit of the Technical Volume but must be located with the Technical Volume file.

The Technical Volume must be submitted as a consolidated PDF with all appendices and the VCRM.

Q 43:

L.4(10) Program Management Plan 57 The RFP mentions key personnel positions, associated resumes, associated certifications, passports and visas to be included in the offerors proposal response. Q) Will the government please identify all key personnel positions and associated required qualifications needed for this project? This information is needed to ensure the offeror is providing accurate pricing, and ensure the offeror is providing key personnel that meet or exceed the associated required qualifications.

Answer:

The offeror shall identify and propose their key personnel for supporting the VSAT program in their Program Management Plan and labor mix.

Q 44:

L.4(10) Program Management Plan 57 Will the government please confirm the required resumes for key personnel and associated required iDirect and Cisco CCNA certifications would be excluded from the 75 page limit of the technical volume?

Answer:

L.2.c; L.4 Proposal Content 56 Will the government please confirm that the required Summary Section will be excluded from the 75 page limit of the technical volume?

Answer: The summary is part of the 75 page limit.

Q 46:

L.4(i)(2); L.4(i)(8) 56 57 Subfactor 2 states the offeror is to address PWS paragraph 3.2 and all

Sub paragraphs. L.4(i)(8) Subfactor 8 states the offeror is to address PWS 3.2.1.6 Satellite Availability Reports. Would the government please confirm the offeror is to address PWS paragraph 3.2.1.6 in both Subfactor 2 and Subfactor 8, as the contents of these two subfactors appear to be unclear?

Answer:

The PWS paragraph references next to these subfactors are intended to be references for which section(s) of the PWS apply to each respective subfactor. Refer to pages 61-63 of the solicitation for specific details on what the offeror is to address related to these subfactors.

Q 47:

M.C.4.i; L.2.a. 62 55 We understand the offeror is to provide examples of trouble tickets within the last three years from the offerors trouble ticket database demonstrating various types of tickets with varying complexity. Examples must identify the customer, contract, type of problem and resolution. Q1) Would the Government please clarify the type of required example would be a screen capture of a trouble ticket from the offerors trouble ticket database, or a scanned copy of an actual ticket from the offerors trouble ticket database showing type of problem and resolution? Q2) Would the Government please confirm that the required screen capture or trouble ticket copies would be excluded from the page limit of Volume I? Q3) Would the Government please confirm the required screen capture and/or required scanned copy of an actual trouble ticket from the offerors trouble ticket database is required to meet the font size restrictions (reduced font size not less than 8-point)?

Answer:

A screenshot or scanned copy of the ticket is acceptable. Font size restrictions do not apply for this deliverable if an image is submitted. This image/deliverable will be excluded from the Technical Volume page limit; however the image/deliverable must be part of the Technical Volume document file as an appendix and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 48:

L.4(i)(4) 57 We understand the offeror is to provide pictures of the help desk operating center and the screens/monitors which will be dedicated to supporting the Iraq VSAT Program. Q) Will the Government please confirm the required pictures of the help desk operating center and the screen/monitors which will be dedicated to supporting the Iraq VSAT Program are excluded from the page limits of Volume I?

Answer:

This image/deliverable will be excluded from the Technical Volume page limit; however the image/deliverable must be part of the

Technical Volume document file as an appendix and cannot be submitted as a stand-alone document. The Technical Volume must be submitted as a consolidated PDF with all appendices.

Q 49:

C 3.2.1.8 12 Table 3.0 lists five Earth Terminal standards with antennas ranging in size from 1.8m to

11m. Q1): Would the Government please specify the anticipated quantities of each terminal type that the Government expects to procure under the IDIQ contract? This will aid offerors in scoping respective levels of effort for planning and pricing purposes. Q2): Is the

Backup Hub described in the PWS governed by the equipment availability specifications in Table 3.0?

Answer:

Evaluation quantities are listed for each equipment SLIN in VSATPRICE.xls. The offerors proposed backup hub is governed by the specifications in Table 3.0 of the PWS.

Q 50:

C 3.2.2 12 This section is entitled Bandwidth for On the Move (OTM)/Mobile Communications. Q): Would the Government please clarify whether the bandwidth provisioned under 3.2.2 is used while VSAT-equipped MoD vehicles are on the move, or alternatively, only when the MoD vehicles are on-the-pause, or stopped? This may have bearing on optimizing engineering capabilities for supporting the Vipersat network service.
