Q 74:

RFP "D. Proposal Submission 1. Introduction a. (2) page 56" To expedite the evaluation process, each offeror must contact the above companies to effect execution of such an agreement prior to the submission of proposals. Each offeror shall submit copies of the agreement with their proposal. Can copies of the agreement be placed in Volume IV? If not, how would the gov't like to receive these agreements?

Answer:

The Government will execute an NDA for all personnel working on this solicitation. Each offeror does not have to contact the aforementioned firms to execute an NDA. The above paragraph is corrected to remove that requirement.

Q 75:

RFP "D. Proposal Submisiion 2. a. Proposal Format page 55" "Proposal Page limits are as follows: a.

Technical Proposal 75 pages maximum b. Past Performance Proposal - no page limit c. Price Proposal no page limit" The page limitation is not listed for Volume IV - Solicitation, Offer and Award Documents and Certifications/Representations. Would the Gov't please state if there is any page limit for this volume?

Answer:

There is no page limit for Volume IV Solicitation, Offer and Award Documents and Certifications/Representations.

Questionnaire page 59" The Offeror shall instruct the Government/commercial POCs to electronically complete Part II of the

Questionnaire and e-mail the completed questionnaire to the Contract Specialist, rem.d.ngo.civ@mail.mil, within seven (7) calendar days of receipt. Would the gov't please clarify if the questionnaires are due back to the Gov't by Proposal due date?

Answer:

All questionnaires shall be submitted to the Contract Specialist before the RFQ closing date.

Q 77:

L.1.A Proposal Submission 56 We understand all proposal files shall be compressed (zipped) into one file entitled Proposal.zip. Q1) Would the government please clarify if there are any file size restrictions i.e., 8 MB per email, and if so, would the government please confirm multiple emails are acceptable? Q2) Would the government please confirm email submission is the acceptable method of offeror submission and that the FBO portal uploading reference is suggested for email testing purposes only? Q3)

Would the government please confirm that the Proposal.zip file will be accepted by the governments email server filters, or if the server filter will reject zip files, will the government please clarify if the offeror needs to rename the zip file as a PIZ file (e.g., Proposal.PIZ) to allow submission through the governments email server filters?

Answer:

a. Multiple emails are acceptable and there are no file restrictions.

b. Email submission is the acceptable method do not upload your proposal in the FBO portal.

c. Our server will accept zip files.

Q 78:

I am a small business owner in [ US City Name]. My area is IT professional Services (not VSAT). I was wondering if I can participate in this RFP using an established foreign VSAT subcontractor. Although I've seen references in the RFP that mention subcontractor use is acceptable, I wasn't sure if the above arrangement I mentioned is acceptable. In the following paragraph from the RFP, does "Contractor"

(highlighted) mean prime contractor or can it also mean subcontractor?

"The Contractor shall develop and implement a Program Management Plan to ensure a qualified work team, to guarantee development and fulfillment of each of the activities for the implementation within schedule and how they plan to manage their subcontractors. The

Contractor staff shall be knowledgeable of satellite communication theory and shall possess a minimum of ten years past performance in satellite communications."

Answer:

You can use a foreign VSAT subcontractor as long as it is registered on Sam.gov and meets all other requirements.
