Q 52:
Question : Can the USG please specify what the Key Personnel positions are for this contract? i.e.,RFP Section 3.1 mentions a
Program Manager, but the instructions for the Technical Proposal Volume(RFP Section 4, Subparagraph (i)) state that resumes for Key
Personnel should be submitted with the Offerors Technical Proposal, which indicates there may be more than one Key Personnel position.
Answer:
The offeror shall propose personnel who possess the required skills for the Iraq VSAT Program to include a Program Manager as identified in PWS paragraph 3.1. The offeror shall identify and propose their key personnel for supporting the VSAT program in their Program
Management Plan and labor mix. The Government will not dictate the quantity or type of key personnel for this level of effort but will evaluate and assess the risk for the offerors proposed labor mix.
Q 53:
Question :Please clarify what qualifications/certifications are required for each Key Personnel i.e., iDirect Certification, Network + Certification, and/or Cisco Certified Entry Networking Technician (CCENT) Certifications.
Answer:
As per PWS paragraph 3.3.2.5, the following qualifications/certifications are required for the personnel supporting the satellite transition:
a. iDirect Knowledge
i. iDirect Certification
b. Networking Knowledge
i. Network +
ii. Cisco Certified Entry Networking Technician (CCENT)
c. Past experience of 10 Years in Radio Frequency (RF) Communication environment.
The offerors shall propose a labor mix for the transition period with personnel who possess this experience.
Q 54:
Question:Section 3.3.2.5, Personnel for Transition, states that the Contractor shall have no more than 5 part- or full-time employees, 2 CONUS and 2 located at the satellite operations center and 1 located OCONUS in Iraq \'85 for transition purposes.
Can the USG please clarify if these five personnel are only to be employed for transition purposes?Question: Which, if any, of these employees are considered Key Personnel?
Answer:
The personnel, skills and certifications identified in PWS paragraph 3.3.2.5 are required to support the satellite transition period.
Offerors are to identify and propose their key personnel in their labor mix and Program Management Plan. The Government will not dictate key personnel for the satellite transition period but will evaluate and assess the risk for the offerors proposed labor mix.

Question : RFP Section 3.4.1, Remote Technical Support, states that The Contractor shall provide 24/7 bandwidth and space segment CONUS or EU-based technical support. \'85 The Contractor shall establish a help desk to continuously monitor the health and status of the VSAT connectivity, network, remote terminals and all other associated equipment up to the VSAT modem and provide outage notifications and multi-tiered support to the MoD VSAT Program Manager (PM) within 5 minutes of an outage. Please clarify whether the help desk is intended to be staffed with the Iraq-based staff member mentioned inRFP Section 3.3.2.5, and if the 24/7 CONUS or EU-based technical support is intended to be staffed with the two personnel located at the located at the satellite operations center as mentioned inRFP Section 3.3.2.5.
Answer:
PWS paragraph 3.3.2.5 only relates to the satellite transition period. Personnel, skills and certifications specified in PWS paragraph
3.3.2.5 are only for the satellite transition period and are only required to support satellite transition related task. The Remote
Technical Support which is required under PWS paragraph 3.4 is 24/7 and independent of the transition and primarily applies to the post transition period although the help desk could be operational during the transition period. The help desk is required to be located in CONUS or the EU and can be staffed by any English speaking nationality.
Q 56:
Question 5: Question #11 in theAppendix A, Program Management Plan checklist asks if the [Contractors] project organization ha[s] representation for management, functional office and business unit/section.Please clarify what is meant by representation for the functional office i.e., is the functional office the Contractors in-country Program Management Office?Question 5b: Please explain what is meant by business unit/section.
Answer:
Appendix A, Management Plan, question 11 refers to the project management representation. Is/are there representative(s) at the management, functional office, and business unit/section levels? The offeror is to specify and define each level and indicate if there is representation.
Q 57:
Question: Question #12 in theAppendix A checklist asks If the project needs District participation, are there District people in the project organization? Please clarify what is meant by District participation and specify what the Contractors requirements are in this regard, as this topic it is not mentioned in the RFP.
Answer:
Appendix A, Management Plan, question 12. District participation correlates to Regional presence or participation for the Iraq VSAT
Program, outside of Iraq but within the Middle East region. If the offerors Program Management Plan contains this type of support structure then the offeror must detail the structure in their Plan.

Answer:
If the offeror proposes for their Program Manager to support the Iraq VSAT Program from Iraq/in-country, the offeror is responsible for

providing all office space, security and life support for their personnel. The USG will facilitate and vet access to MoD facilities as required in order to support the Iraq VSAT Program. Access will only be authorized in the performance of Program Management duties and not on a permanent basis, meaning the PM cannot hang their hat in the MoD facilities.
Q 60:
Question :Is the Contractor required to staff an in-country Program Management Office (PMO)?Question 8b: If yes, will the PMO be located at a USG-provided or Iraq Ministry of Defense (MoD) facility in Iraq?
Answer:
The offeror shall propose the CONUS and OCONUS labor mix which best supports the PWS. Access to USG facilities is not authorized except for the Contractor Support which is identified in Section H of the solicitation and under the escort of OSC-I personnel. The USG will facilitate and vet access to MoD facilities as required in order to support the Iraq VSAT Program.
Q 61:
Question : Section 4(i) states that the Program Management Plan included in the Offerors Technical Proposal must indicate by name, and summary of skills, which personnel will be supporting the program in CONUS and which personnel will support the program in
Iraq. Please confirm whether this refers only to the 5 part- or full-time employees referenced inRFP Section 3.3.2.5.
Answer: The offeror shall propose the CONUS and OCONUS labor mix which best supports the PWS. PWS paragraph 3.3.2.5 only relates to the satellite transition period. Personnel, skills and certifications specified in PWS paragraph 3.3.2.5 are only for the satellite transition period and are only required to support satellite transition related task.
Transition Plan Requirements & Re-Positioning of Satellites
Reference: RFP Section 3.3.2, Satellite Transition Services; and Section RFP Paragraph 3.2.1.6, Transponder Services
Section 3.3.2 states that The Contractor shall provide a transition plan to ensure continuity of operations following conclusion of this contract or transition of any services under this contract. This plan shall detail the actions the Contractor will perform to ensure a smooth transition of communications capability from current satellite ABS-2 at 75oE to the newly proposed satellite. If the incumbents current VSAT equipment, satellite ABS-2, is positioned at 75oE and the newly proposed satellites are intended to be EUTELSAT and
INTELSAT with a dish elevation angle greater than 15 degrees above the horizon for all ground sites [perRFP Section 3.2.1.6], then this will involve physical re-alignment of all 270 existing fixed VSATs, in order to re-angle them to point from ABS-2 at 75oE to the proposed EUTELSAT and INTELSAT satellites.
Q 62:
Question:Please clarify if the Contractor is required to only provide the transition plan under this contract, andnot to implement the transition plan during the contract period of performance i.e., please confirm that the activities to be detailed in the
Contractors transition plan, such as transitioning communications capability from the existing ABS-2 satellite to the proposed new satellite, will occur following conclusion of this contract or transition of any services under this contract as specified inSection
3.3.2.
Answer:
The offeror is to propose a transition plan and support a satellite transition for all the requirements specified in PWS paragraphs
3.3.2/3.3.2.1/3.3.2.2/3.3.2.3/3.3.2.4/3.3.2.5. This scope is applicable for the first year of the contract and will be included in the first DO. PWS paragraph 3.3.2.6 Proposed Backup Transmitting Equipment scope is listed under the transition period but will be required in either year 2, year 3 or year 4 of the contract. Refer to VSATPRICE.xls to verify in which year(s) the scope for these PWS paragraphs will be exercised.
Q 63:
Question: In their transition plan, may Contractors propose offering services on the ABS-2 satellite to avoid the need to physically re-align all fixed VSAT equipment?
Answer:
The requirement is for an INTELSAT or EUTELSAT satellite for the fixed satellite network.
