1. The purpose of this Amendment is to provide answers to contractor's questions.

Q 1: Does the Combined Synopsis/Solicitation posted as solicitation number W91CRB19R5001 on FBO contain requirements similar to a existing contract or will this be a new requirement?

A: It is similar to the existing contract.

Q 2: If possible, please provide the current contract number.

A: The current contract is W91CRB-17-D-5005.

Q 3: The subject RFQ is further limited to just two Ku-band vendors, EUTELSAT and INTELSAT (page 10 of RFQ), further limiting resiliency, security, and affordability by constraining competition. This of course directly impacts the ability of CECOM to obtain best value for this important FMS customer, as there are several other Ku-band satellite operators in this region that could be used to provide a competitive price quote.

Why is this limited to those two companies only, and can the solicitation be modified to widen the vendor aperture?

A: This solicitation is for a Foreign Military Sales (FMS) requirement. The requirements for both KU band and for the specified satellite operators are set forth in the implemented Letter of Offer and Acceptance.

2. You are reminded to only submit questions to Rem D. Ngo at rem.d.ngo.civ@mail.mil and copy Victoria M. Dorsey at victoria.m.dorsey@mail.mi, discussing your proposal with other Government sources could be reasons for disqualification of your proposal.
