The purpose of this Amendment is to provide answers to questions.

Q 5: Does the 15 degree minimum elevation angle apply to both mobile and fixed-network remotes?

A: The 15 degree minimum elevation angle applies to both mobile and fixed terminals.

Q 6: Is the 15 degree minimum elevation angle intended to apply to both remotes in Iraq AND teleport locations in Europe? Teleport locations using larger antennas and uplink power control are currently able to operate reliably at elevations below 10 degree.

A: Yes, the 15 degrees minimum elevation angle applies to both remote terminals in Iraq and the offeror's proposed teleport location.

In accordance with PWS paragraph 3.3.3, the hub/teleport can also be located in CONUS.

Q 7: Are backup hub sites required for both Fixed and Mobile networks, or is this requirement only for the Fixed network?

A: Refer to PWS paragraph 3.3.3 for the backup hub requirements. A backup hub is required for the fixed network, and temporarily during transition for the mobile network only if the offeror proposes an alternative satellite to IS-20.
