Q 79:
In your answer to Q33 you state that if an alternate satellite is offered for the Mobile SATCOM Network that the contractor will provide a temporary back-up hub for a 3 month period and the temporary VIPERSAT hub needs to be located in CONUS or EU.
Question - Will IMOD accept local Internet access for the temporary VIPERSAT located in the CONUS or EU, or will all traffic need to be backhauled via terrestrial circuit to the hub located in the Baghdad Green Zone?
Answer:
Local internet access is acceptable
Q 80:
Question - If an award is made to a satellite other than IS-20 for the mobile network (Vipersat network currently on IS-20), how will the additional three months of extension of IS-20 capacity be factored into the LPTA evaluation.
Answer:
IS-20 bandwidth/space segment is contracted through 31 March 2019 under an existing CECOM contract with the incumbent contractor.
During transition, these services will overlap with the capacity the Government will procure using the bandwidth increments ordered under VSATPRICE_28_November_2018.xlsx.
Q 81:
Question - On the IMOD Fixed network, what are the actual Outbound and Inbound carrier configurations (i.e. data rate, modulation, and code rates)? Appendix E was not entirely clear on this point.
Answer:
Outbound and inbound configuration for all sites will be provided after contract award with the first Delivery Order.
Q 82:
Section 2.3.1.3 indicated that rates of 128 to 2048 Kbps are required for the Vipersat mobile network.
Question - Does this refer to the Inbound carriers?
Answer:
Not applicable as this relates to the follow on question (83) and answer.
Q 83:
Question If the above answer (82) is yes, Is it sufficient to provide LBAs for only the 128 Kb and 2048 Kb IB cases for each remote type and best/avg/worst location, plus the aggregate OB cases?
Answer:
Link Budget Analysis is not required for the VIPERSAT/mobile network for this solicitation, for proposal submission or for post-award contract deliverables.
Q 84: Question - Due to changes to the technical solution that have been dictated by amendment 7 and 8 would the gov't approve a request for an extension until 12/14/18 so that proper diligence can be performed with the proposed solution that will be proposed.
Answer:
No, due to time constraints we cannot grant an extension.
Q 85:
Appendix A asks the Offeror to state if it has representation at the functional office and business unit/section levels. Please clarify if the functional office is the Contractors PMO and explain what business unit/section mean.

Answer:
The offeror shall use the levels specified in Appendix A to describe their program management organization structure. The Government will not dictate an offerors program management structure, organization or approach.
Q 86:
Technical Proposal Contents, Subfactor 10, states that proposals will be rated Acceptable if they include the following: Work locations of iDirect-and CCNA-certified personnel specified for PoP duration. However, IAW Subfactor 5, iDirect-and CCNA-certifications are required only for the satellite transition. Please clarify if the iDirect-and CCNA-certified personnel are needed for the entire PoP or just the Transition Period.
Answer:
Offerors are required to specify work location(s) for their iDirect and CCNA certified personnel during the transition. Offerors who propose iDirect and CCNA certified personnel as part of their labor mix for the entire PoP (not just during transition) shall also indicate work location(s) for their certified personnel. Offerors are reminded that the Government will not dictate an offerors labor mix but will evaluate the labor mix to ensure it is balanced and contains the required skills for meeting the scope of work.
Q 87:
Does the incumbent currently have an in-country PMO (Program Management Office)?
Answer:
This information is procurement sensitive as it relates to an ongoing active contract. Information pertaining to the incumbent contract may be requested through the Freedom of Information Act.
Q 88:
Is Vipersat certification required for any personnel for this IDIQ contract? (Reference PWS 1.4)
Answer: No
Q 89:
PWS 9.4.1 refers to a Contractor-provided certified Level II OPSEC Coordinator, but its not clear if this position is required at the time of award or when the OPSEC Plan is due 90 days post-award. Please clarify.
Answer:
Refer to Amendment 0007 to this solicitation, questions and answers 72 and 73.
Q 90:
Reference: Corporate Experience (Volume I) and Past Performance (Volume II): may Offerors use the same experience for both sections?
Answer:
Yes, as long as the Corporate Experience is relevant to the scope of work.
Q 91:
The training listed under PWS 9.1 appears to be for online training, except for 9.2 (iWatch Training) & 9.3 (Threat Awareness
Reporting). Please clarify if these latter two course are online and if they are Government- or Contractor-provided. Will Contractors be required to maintain training personnel on their staff? [PWS 9.1 9.5 and PWS 4.1 4.2]
Answer:
iWatch training required under PWS paragraph 9.2 can be received only at the following URL http://www.myarmyonesource.com/familyprogramsandservices/iwatchprogram/default.aspx Ensure the website is added to internet compatibility view settings prior to accessing the website. Threat Awareness Reporting Training (TARP) required under PWS paragraph
9.3 must be received annually in person by a Counterintelligence Officer or other trainer. Offerors should consult with their Facility
Security Officer on options for receiving TARP Training or contact their nearest military installation for the annual installation TARP schedule.
Q 92:
Owing to the amount of detailed Q&A and Amendments that have been released, in addition to the revised pricing spreadsheet that was provided today, would the Government please consider granting a 1-2 week extension of the proposal due date?
Answer:
An extension will not be granted.
Q 93:
Question: On the revised VSAT Price Spreadsheet that was issued on 11/28/2018, Year 1 includes equipment for the transition, but Years 2-

3-4-5 contain a long list of equipment items which are not included in the RFP/PWS. Could the Government please clarify if these equipment items (CLIN 0004, Years 2-5) are required, and how they relate to the PWS requirements since they are not included in the actual RFP?
Answer:
The previous or original VSAT price spreadsheet and the revised spreadsheet posted with Amendment 0007 to this solicitation contain the same equipment SLINs in years 2, 3, 4, and 5. The only corrections to the revised spreadsheet were formula errors for the fixed bandwidth SLINs. Additional equipment was not added to the spreadsheet. All equipment items listed under CLIN 0004 for years 2, 3, 4, and 5 are required as per PWS paragraph 8.0.
