Q 65:

Amendment 0002, Q4 states that the VSAT Hub is located in the Green Zone, Baghdad, Iraq at the Iraq Ministry of Defense Headquarters.

Are both iDirect and Vipersat hubs located in the same place? Our suppliers have indicated that they are unable to provide an accurate quotation without this information.

Answer:

Yes, both hubs are located in the same location

Q 66:

In Appendix E, there are 11 TDMA scenarios and 5 SCPC scenarios. The SCPC scenarios are all identical. Is it sufficient to present only one set of link budgets for the SCPC links (main and backup hub best, middle and worst case locations?

Answer:

Yes, that is acceptable

Q 67:

In Appendix E, link #4 and link #9 have an upstream MIR of 0 kbps but a CIR of 48 kbps. Link #10 has a MIR of 0 kbps but a CIR of 256 kbps. Can the Government please clarify this discrepancy?

Answer:

Yes, that is correct the CIR should be set to 0 (zero) on links #4, #9, #10.

Q 68:

Will the Government accept bandwidth for the fixed sites with the uplink frequency in the 13.75 Ghz to 14.5 GHz range?

Answer:

No

Q 69:

Section 4.5 of the RFQ calls for the installation to meet IEEE 1662-2008 standards. However IEEE 1662-2008 is a design guide for the design and application of power electronics in electrical power systems on ships. Will the government please clarify if a standard other than IEEE 1662-2008 was intended?

Answer:

Replace all IEEE 1662-2008 standards references in the PWS with the following:

1662-2016 - IEEE Recommended Practice for the Design and Application of Power Electronics in Electrical Power Systems

4 . CLIN 0004 EQUIPMENT

SLIN 0004ap thru 0004au: Descriptions do not specify required operating frequency range of test equipment.

Question: The test equipment identified in the Product/Service column comes with multiple configuration options, based on application and frequency range. Will the Government modify the descriptions to specify, at a minimum, required operating frequency range of test equipment identified in SLIN 0004ap thru 0004au?

Answer:

This equipment will be used for the KU Band Spectrum, or up to 20 GHz.

CLIN 0001 Bandwidth Fixed Sites (ah an) / (Cells H11 H16), Year 1, Year 2, Year 3, Year 4, Year 5

There appears to be an error in the spreadsheet formulas calculating Weighted Unit Price for the above referenced CLINS in the tabs for Year 1 5. Instead of multiplying the unit price by the evaluation weighting percentage, these cells multiply the unit price by the evaluation quantity. The evaluated price differs greatly due to this formula difference.

Question: Will the Government please confirm the cell formulas are calculated incorrectly and provide an updated VSATPRICE.xlsx price sheet?

Answer:

Updated spreadsheet (VSATPRICE 28 November 2018) has been loaded on FBO.

RFP/PWS Section Page # 19 Question PWS 9.4 Operations Security 9.4.1 OPSEC Plan

Reference Q&A Q 29: RFP "PWS 9.4 Operations Security 9.4.1 OPSEC Plan Pg 19 " In addition, the contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1. Does Facility Security Officer qualifications satisfy the level II OPSEC coordinator requirements?

We understand The Facility Security Officer needs to be Level II OPSEC Certified in accordance with AR 530-1 in order to meet the requirements of the OPSEC Coordinator.

It is our understanding per the Interagency OPSEC Support Staff (IOSS) that the that across the board an actual Level II OPSEC

Certification is not being issued.

Q 72:

As the IOSS is not issuing Level II OPSEC Certifications required per the PWS and as clarified as being required in the Q&As, would the

Government please confirm the equivalent of the Level II OPSEC certification are the two courses (the OPSE-2380 and OPSE- 2390), and as such, it would be acceptable to submit the two certifications (2380 and 2390) and have that accepted as being Level II OPSEC Certified?

Answer:

The Government is not requiring the Facility Security Officer to be OPSEC Level 2 Certified. The offerors personnel responsible for implementing the OPSEC Plan is/are required to be OPSEC Level 2 Certified in accordance with AR 530-1. The certified personnel also serve as the OPSEC coordinator for the contract. Question and Answer #29 in Amendment 0005 to the solicitation references the Facility

Security Officer as this relates to OPSEC Level 2 Certification. The Government provided an answer for the example or scenario involving the Facility Security Officer which was posed in the question. The Governments answer to this question does not require offerors to OPSEC Level 2 certify their Facility Security Officers.

Training and certification is required for all OPSEC officers, managers, reviewers and coordinators IAW AR 530-1. The Interagency OPSEC

Support Staff (IOSS) established standards for 3 levels of OPSEC certification which may be found at:

https://www.iad.gov/ioss/department/opsec-certification-10065.cfm . The offerors designated OPSEC coordinator is required to register at this website and take the required training which will result in OPSEC Level 2 certification. In order to become level 2 certified the offeror is required to take OPSE-2380 "OPSEC Analysis" and OPSE-2390 "Program Management" Courses. Each course is two days long and taught back-to-back. Successful completion of each course results in a certification. Successful completion of both OPSE-2380 and

OPSE-2390 is considered Level 2 Certified in the Army. There is no certificate indicating OPSEC level 2 certified but a certificate from each course is required to be considered OPSEC Level 2 certified.

Q 73:

Would the Government please confirm that the required OPSEC Level II Certification is to be included with the offerors proposal response?

Answer:

The OPSEC Level 2 Certification is required to be submitted with the offerors OPSEC Plan in accordance with CDRL F001. Offerors are required to submit a training certificate from each course identified above along with the OPSEC Plan. Offerors are reminded that the

OPSEC Plan is a required deliverable with each Delivery Order and is to be submitted no later than 90 calendar days after the Delivery

Order is issued/awarded.
