PERFORMANCE WORK STATEMENT

1 Objective, Scope and Background

1.1 Objective

The objective of the Very Small Aperture Terminal (VSAT) Single Award Indefinite-Delivery / Indefinite-Quantity (ID/IQ) contract is to provide ACC-APG customer Communications-Electronic Command (CECOM) Security Assistance Management Directorate (SAMD) with knowledge-based support services for requirements with VSAT related needs.

1.2 Scope

This document describes the scope in providing capabilities to operate, sustain, support and expand Iraqs Very Small Aperture Terminal

(VSAT) network as required under Foreign Military Sales (FMS) case IQ-B-ADP. At a high-level, the United States (US) Government is requesting from a Contractor:

A. Satellite bandwidth services for fixed and mobile users

B. Backup, Outside Continental United States (OCONUS) Very Small Aperture Terminal VSAT hub services

C. Internet Access over the VSAT network

D. Public Internet Protocol (IP) Addresses

E. Satellite transition services

F. Equipment related to transition

The word Government in this document refers to the United States Government. The word customer refers to the Iraq Ministry of Defense.

1.3 Services Not Within Scope

The following services are not within scope of this contract. The Government will not issue any task order for which the predominant scope of the services is any of the following:

a. Inherently Governmental Functions as defined in Federal Acquisition Regulation (FAR) 2.101

b. Personal Services as defined in FAR 2.101

c. Architect & Engineering (A&E) Services as defined in FAR 2.101 and subject to the Brooks Architect-Engineers

Act (40 U.S.C.1102)

d. Construction Services as defined in FAR 2.101

1.4 Background

The Iraqi Ministry of Defense (MoD) currently maintains a dedicated Commercial Satellite Communications (COMMSATCOM) system consisting of 230 existing VSAT terminals and a 4.8 Meter non-autotracking antenna VSAT HUB to support the interconnection of four (4) voice/data(internet) networks and one video network, enabling the Iraq Defense Network (IDN) layer 2 capabilities.

The Iraq MoD has a mobile VSAT capability supported by a Vipersat Network. The specifications of the Vipersat equipment are: Main site includes Comtechs EF Data Modem (CDM)800, CDD880, 2.4m dish and Block UpConverter (BUC) 40-watt KU band; 30 remote site that have CDM840 with dish 1.2m KU band and (BUC) 4 watt and 5 remote site that have CDM840 with dish 1.8m KU band and BUC 4 watt all feed Cross-POL (X-

POL)(Cross-Polarization).

3 Requirements.

The Contractor shall provide satellite bandwidth services for fixed and mobile users, backup, Outside Continental United States (OCONUS)

Very Small Aperture Terminal (VSAT) hub services, Internet Access over the VSAT network, Public Internet Protocol (IP) Addresses, Satellite transition services, and Equipment related to transition.

3.1 Program Management

The Contractor shall develop and implement a Program Management Plan (PMP) to ensure a qualified work team, to assure development and fulfillment of each of the activities for the implementation within schedule and how they plan to manage their subcontractors. The

Contractor staff shall be knowledgeable of satellite communication theory and shall possess a minimum of ten years past performance in satellite communications. The installation, training, operations, and technical assistance teams shall possess acceptable fluency in

English. Although training material and supporting documents shall be delivered in English, all training shall be conducted in English, with an Arabic translator.

The Contractor Program Manager shall act as the single point of contact within the Contractors activity for all required program status information to include administration, managerial and financial. The Procurement Contracting Office (PCO) is the single point of contact within the Government for funds, program direction or approval of progress payments. Only the PCO can approve or direct changes or additions to the contract. The PCO may delegate to the ACO.

The Contractor shall develop an Integrated Master Schedule (IMS), to be submitted with their proposal, which shall include scheduling details for material delivery, installation, testing, training and maintenance. After award of the contract (upon request by the

Government or the Contractor), conduct up to six (6) program management reviews per year alternating between Iraq MOD/M6, Contractors and Governments facilities. The reviews shall address present status of all aspects of the contract including equipment, services, training, documentation, and scheduling; problem areas with potential solutions; future plans; and any other areas deemed significant.

The Contractor shall comply with all requests for discussion issued from the Government either by notice prior to the review or during the review. The Contractor shall prepare the agenda. The government shall be provided a copy of the agenda for all program reviews 7 days prior to meeting in accordance with CDRL A001. The Contractor shall prepare the meeting minutes in accordance with CDRL B001 and provide them to Security Assistance Management Division Communications Chief within 10 days of completion of every meeting.

The Contractor shall provide Program and Product Support activities, the cost of which is included in the unit price. These activities shall include, in varying degrees, the following:

a. Manage allocation of product/service build to requirements.

b. Manage compliance to Performance Work Statement (PWS) and Specification.

c. Manage service configuration control.

d. Review and advise on integrity of system configuration if required.

e. Manage product obsolescence, as required.

f. Program status reporting, when required.

g. Monitor compliance to sub-contract plan, if required.

h. Monitor export regulation compliance, if required.

i. Support US Government personnel regarding product, if required.

j. Liaison with other Government contractors/sub-contractors, if required.

k. Customer inspection and acceptance at destination.

l. Manage commercial packing and packaging requirement, if required.

m. Respond to limited after sales customer inquiries via phone.

n. Prepare and submit Price and Availability information as requested.

o. Assist in resolving transportation (shipping) issues if required.

The Contractor shall submit a monthly status report of all program activities in accordance with CDRL D001.

3.1.1 Program Management Plan

The Program Management Plan shall be written in accordance with the checklist contained in Appendix A, Program Management Plan

Checklist. The Program Management Plan shall be submitted as part of the Contractors proposal. In accordance with CDRL G001.

3.1.1.1 Proposed Labor

The contractor shall propose a balanced labor mix distinguishing between labor Continental United States (CONUS) and OCONUS for all services required under this PWS.

3.1.2 Configuration Management

The Contractor shall develop a Configuration Management Plan no later than 60 days after contract award and implement it for the program effort, addressing all material, and system documentation in accordance with CDRL I001, Contractors Configuration Management Plan. The

Contractor shall implement a configuration management task to ensure the achievement of required performance by identifying the baseline configuration in their Configuration Management (CM) plan and controlling and maintaining the status of all changes made against the established baselines. The system baseline configuration shall be established at Critical Design Review (CDR), after which the

Contractors Configuration Management Plan shall incorporate a change control process that includes submittal of the Contractor shall procure and provide a Configuration Status Accounting System software releasable to the Government and customer, throughout the life of the contract. The software shall be procured for implementation no later than 60 days after contract award. The Configuration Management

Plan shall include:

a. Serial Numbers

b. Software versions

c. Firmware versions

d. License information

e. Images/backups

f. Model numbers

g. IP scheme/VLANs

h. Frequency standards

i. GPS location of remotes

j. Remotes model numbers

k. Antenna sizes

l. Configuration Files

m. As-Built network topologies

n. Redline Drawings with version control

o. Engineering Change Requests

p. Engineering Change Proposals

q. Engineering Change Implementation Test Plans and results.

3.2 Bandwidth and Hub Services

3.2.1 Fixed Sites

The Contractor shall provide Ku Band space segment to support data rate requirements, commercial satellite teleport services, Single

Channel per Carrier (SCPC), Time Division Multiple Access (TDMA) & Adaptive Time Division Multiple Access (ATDMA), internet access and a remote Network Operations Center (NOC).

3.2.1.1 Bandwidth

3.2.1.2 Transponder Bandwidth Requirements

The Contractor shall provide transponded satellite bandwidth access. Transponded satellite access is defined as leased satellite resources to allow satellite-based reception, frequency translation and re-transmission of a user signal.

The Contractor shall support the network with dynamic bandwidth for all existing and new VSATs. The Contractor shall set up Quality of

Service groups for each respective network; bandwidth will by dynamically allocated for each terminal from within its respective Quality of Service group. The Contractor shall change the Dynamic Bandwidth allocations, as required, no later than seven days upon receipt of request.

The Contractor shall deliver space segment consisting of Single-Channel-Per-Carrier (SCPC) and Internet bandwidth access to the SCPC identified terminals in accordance with the upstream and downstream Committed Information Rate (CIR) allocations. The Contractor shall use the SCPC bandwidth allocations to plan and deliver bandwidth capacity to meet these SCPC specifications.

The Contractor shall deliver Time Division Multiple Access (TDMA) space segment and Internet bandwidth access using the CIRs and contention ratios specified for each respective network

The Contractor shall deliver upon request Adaptive Time Division Multiple Access (ATDMA) space segment access, allowing the return

channel to optimally change based on link conditions and spectral degradations, No Later Than (NLT) 14 days following said request.

The Contractor shall submit a monthly bandwidth utilization analysis per requested space segment in accordance with CDRL I002.

3.2.1.3 Bandwidth Allocations

The Contractor shall support scope to provision SCPC, TDMA and ATDMA hub and backup services for up to 100 additional activations in a year when required. Space segments to the remote and to the hub shall be available in increments of 128 kbps and up to 2048 kbps. The

Contractor shall also support Ku-band space segment provisioning as required for growth/expansion in all the following MHz increments:

a. 5 MHz

b. 10 MHz

c. 15 MHz

d. 20 MHz

e. 25 MHz

f. 30 MHz

g. 35 MHz

h. 40 MHz

i. 45 MHz

Contractor support for all space segment or bandwidth incremental increases shall be subject to the availability of funds and available capacity at the time of request. The Contractor shall notify the Government when requested bandwidth is not available and/or when it shall become available. The Government reserves the right to request a decrease or increase in the amount of provisioned bandwidth under this contract.

The Contractor shall guarantee the reallocation of any portion of the space segment, within the aggregate bandwidth delivered under this scope of work, across any, all, or a combination of the earth terminals receiving space segment services under this scope, and for all terminals added and and/or absorbed under this Performance Work Statement (PWS). The Contractor acknowledges that reallocating bandwidth across earth terminals by de-commissioning a terminal and re-commissioning/repointing the same terminal into another satellite is not a reallocation solution.

3.2.1.3.1 Bandwidth Capacity

The Contractor shall offer full and partial transponder access on renewable leases with durations of one month and 12 months. Bandwidth may be used in simplex or full duplex access. The Contractor shall define the effective isotropic radiated power (EIRP) useable by the

Government throughout the footprint of the satellite coverage for each bandwidth increment delivered.

a. Full transponder access is defined as the Governments use of an entire transponder under the following conditions: _______________________

1. The Government has the authority to specify the transponder gain setting from the full range of those available.

2. The Government has the authority to allocate the entire transponder bandwidth and power exclusively to Iraqi MoD users.

b. Partial transponder access is defined as the Governments use of bandwidth within a transponder where the satellite operator sets __________________________ the transponder operating point, and exercises sole control over the allocation of the transponders bandwidth and power.

3.2.1.4 Link Availability

The Contractor shall be responsible to provide Satellite Link Availability of not less than 99.5% for TDMA/ATDMA and 99.7% SCPC service to corresponding VSAT terminals to include bandwidth specified by the MoD VSAT PM. Outages due to Refraction, Scattering, Sun outage, or atmospheric absorption; which are considered non-contrivable natural phenomena and are out of the control of the Contractor, shall not count against this Link Availability requirement. This shall be reported on a weekly basis via CDRL I004.

The Contractor shall be responsible to provide Equipment Availability (EA) for new installation and backup site at 99.997% availability to be deduced using the following standard formula:

EA = MTBF / (MTBF* + MTTR**)

Contractor shall deliver results in accordance with CDRL I004

3.2.1.5 Link Budgets

The Contractor shall provide link budgets in accordance with CDRL I003 for each terminal added to the network.

3.2.1.6 Transponder Services

The Contractor shall offer full and partial transponder services on renewable leases with durations of one month and 12 months. This also needs to allow for the reallocation of aggregated bandwidth, as requested by the customer. To include all existing terminals within the iDirect network to allow the addition and/or deletion of terminals from the aggregated bandwidth, therefore, increasing or decreasing aggregate bandwidth requirements.

The Contractor shall offer transponded satellite bandwidth on a non-pre-emptible basis; that is, the bandwidth shall not be preempted for any reason and shall be replaced in the event of failure. The service shall use any available EUTELSAT or INTELSAT satellites operating in the Ku-Band spectrum with a dish elevation angle greater than 15 degrees above the horizon for all ground sites.

Contractor shall offer transponded satellite bandwidth on geosynchronous satellites, station-kept to within plus or minus (+/-) 0.1 degree in both orbital longitude and inclination. Spacecraft selected in offering these transponded services shall have an end-of-life expectancy of a minimum of 3 years after contract Period of Performance (PoP) end date.

The Contractor shall provide satellite transponder(s) that has/have an operational availability (Ao) as specified in Table 1.0.

Operational availability shall be averaged over a 30-day period and calculated daily for the previous 30 days. Satellite transponded bandwidth shall be free of co-channel, adjacent satellite, and cross-polarization interference. The time service is considered available does not include delay time to repair or replace unavailable bandwidth. The Contractor shall provide a Satellite Availability Report from the satellite operator in accordance with CDRL H001. The Contractor shall notify the customer at least one year before the decommissioning of a satellite and propose a satellite transition plan to replace bandwidth from the satellite planned for decommission.

The Contractor shall provide transponded bandwidth access on satellites that meet the minimum rated transponder EIRP and receive

Saturation Flux Density (SFD) indicated in Table 2.0.

The Contractor shall establish procedures to ensure that the Government has sufficient notice for the Government to affect access renewals to avoid interruption or challenge by other commercial satellite users.

3.2.1.7 Flexibility/Optimization

The Contractor shall adjust space segment and earth terminal teleport resources after contract award for spectral and operational efficiencies as directed by the Government. Services may include, but are not limited to, analysis of space segment and resource utilization to increase/decrease the number of carriers on existing allocated bandwidth and/or terminals and/or increasing/decreasing the data rates through the implementation of advanced coding, modulation, and/or hardware/software upgrades.

3.2.1.8 Earth Terminal Access

The Contractor shall provide Earth Terminals (ETs) with Ku-band characteristics shown in Table 3.0 for the applicable Intelsat Earth

Station Standards (IESS) Standard size designations. The ET shall meet the minimum single carrier Effective Isotropic Radiated Power

(EIRP) requirements measured at 14.25 GHz continuous wave. The ET shall have a modulated multi-carrier EIRP, totaled for all carriers, of not more than 7.0 dB less than the EIRP requirements in Table 3.0 measured using one half rate coded Quadrature Phase Key Shifting

(QPSK) T1 carriers. The ET shall have a multi-carrier High Power Amplifier (HPA) complying with the intermodulation performance described in IESS 401. The minimum Gain-To-Noise-Temperature (G/T) requirements listed in Table 3.0 shall be based on measured values under clear skies at 10 degrees elevation. The Contractor shall use Type Approved antennas appropriate to the satellite operator specified in this PWS and Contractors approved Service Plan. The antenna sizes shown are based on engineering estimates.

3.2.2 Bandwidth for On the Move (OTM)/Mobile Communications

The Contractor shall provide aggregate bandwidth of up to 30 MHz Ku Band to support mobile VSAT communications. The Contractor shall support as required for growth/expansion additional increases of Ku-band space segment provisioning in all the following MHz increments:

a. 5 MHz

b. 10 MHz

c. 15 MHz

d. 20 MHz

e. 25 MHz

f. 30 MHz

g. 35 MHz

h. 40 MHz

i. 45 MHz

3.2.2.1 Mobile Satellite Communication Services

The Contractor shall provision bandwidth to support mobile communication requirements in Ku in MHz units. The Contractor shall provide an aggregate bandwidth of 30 MHz Ku Band on Intelsat 20 (IS-20) located at 68.5 degrees East OR propose an alternative satellite for mobile bandwidth services provisioned on EUTELSAT, INTELSAT or SES satellite. If the Contractor proposes the alternative satellite, the contractor shall meet the same specifications and area of coverage of IS-20; along with the requirements set forth in Paragraph 5.7 under this PWS, National Defense Authorization Act Compliance. This bandwidth is allocated to the existing customer ViperSat equipment.

3.3 Services

3.3.1 Local Internet

The Contractor shall provide two different local Iraqi Internet Service Providers (ISPs) for the iDirect Hub. The bandwidth provided by each ISP shall be in increments of 12.5 or 25 Mbps for one month and on year of service. The services shall use discrete physical transmission paths.

The Contractor shall provide a local Internet Service Provider at the backup hub site. The total internet bandwidth at the backup hub site shall be 15Mbps or greater.

3.3.1.1 Public Internet Protocol (IP) Packages

The Contractor shall provide usable public Internet Protocol (IP) Addresses to the iDirect hub in Baghdad, Iraq. The base package is 60

IPs for the fixed sites. Hub services and IP packages for each VSAT exceeding the base for 230 VSATs shall be delivered using individual increments upon receipt of order.

The Contractor shall support additional IP packages of two (2) total usable public IPs for eighty-four (84) Mobile VSATs.

The Contractor shall submit a plan to map the procured public IPs to the current private IP scheme. The existing customer IP scheme will be provided following contract award. In accordance with CDRL I009, no later than 15 calendar days following contract award.

3.3.2 Satellite Transition Services

The Contractor shall support the transition from existing bandwidth services to new services. The Contractor shall provide a transition plan in to ensure continuity of operations following conclusion of this contract or transition of any services under this contract. This plan shall detail the actions the Contractor will perform to ensure a smooth transition of communications capability from current satellite ABS-2 at 75oE to the newly proposed satellite. This plan shall address, but is not limited to, circuit cutover lists and

account transfer actions. The down time expected during each remote cutover shall be 15mins or less. The Contractor shall assist in coordinating these transition activities with the local base support infrastructure as required. The Contractor shall provide support to

Iraq MOD teams who will be performing remote terminal repointing during the transition period. The contractor shall provide the transition plan in accordance with CDRL J001. The planned transition of remotes should be recorded in accordance with CDRL E001 and reported on a weekly basis during transition operations. The plan shall require the least amount of risk for transition.

3.3.2.1 Option Files and Configurations

The Contractor shall provide new option files and modem configurations as required for Satellite transition services.

The contractor shall leverage all existing Government Furnished Equipment (GFE) when proposing their satellite solution. The

Government will not accept technical solutions which propose swapping out equipment on terminals so that the proposed satellite will work with the terminals, ie BUCs; LNBs. Any additional equipment or software necessary in the transition of services must be identified and listed to include part numbers and software versions. If the Government accepts a solution with additional equipment, this equipment will become property of the Government of Iraq upon installation. The Government will not guarantee Government transportation and shipment for proposed equipment. The contractor will be responsible for commercially shipping all proposed equipment.

3.3.2.2 Link Budget analysis

Link Budget analysis shall demonstrate best, average, and worst-case sites. This analysis shall be conducted prior to the start of

Satellite service transition. This is conducted to ensure all satellite power settings, and hub configurations are running with optimal specifications with built in margin to facilitate cutover to the new hub in Iraq. The Analysis shall be in accordance with CDRL I003.

3.3.2.3 Transition Test Plan and Reporting

The planned outage during transition shall be provided in a test plan in accordance with CDRL J002.The planned transition of remotes should be recorded in accordance with CDRL J002 and reported on a weekly basis during transition operations. The plan shall require the least amount of risk for transition

3.3.2.4 Contractor furnished installation tools

In accordance with CDRL H002, the Contractor shall furnish a complete list of all equipment and serial numbers (team installation tools, laptops, cell phones, multimeters, GPS devices, Sat Finders, KU Band Spectrum Analyzers, etc) that the installation teams will require to perform the transition services listed in this PWS.

3.3.2.5 Proposed Personnel for Transition

The contractor shall propose no more than 5 part or full-time employees 2 CONUS and 2 located at the satellite operations center and 1

Located OCONUS in Iraq, that meet the following requirements for transition purposes:

a. iDirect Knowledge

i. iDirect Certification

b. Networking Knowledge

i. Network +

ii. Cisco Certified Entry Networking Technician (CCENT)

c. Past experience of 10 Years in Radio Frequency (RF) Communication environment.

3.3.2.6 Proposed Backup Transmitting Equipment

The contractor shall supply and install a fiber (terrestrial) or space (VSAT) backup service route. All proposed equipment and materials will be new production and cannot be proposed as leased equipment or services. Existing equipment/GFE cannot be leveraged for the terrestrial or space solution. The contractor shall propose all required equipment and materials required to implement this solution.

The Contractor shall propose and deliver all satellite transition equipment required in the performance and operation of transitioning the existing satellite to the newly proposed satellite. Equipment must be proposed from the list of equipment listed under the CLIN structure for satellite equipment.

3.3.3 Satellite Backup

The Contractor shall provide leased managed services on a redundant backup hub within CONUS or European Union (EU) Area of

Responsibility (AOR) for all services. After the hub becomes operational, the contractor shall manage the redundant hub with full managed services for one year in case of failure. The contractor shall furnish iMonitor software tool with annual support for remote/network/bandwidth monitoring that the Iraq can access in the event of primary hub cutover/failover during active backup hub operations.

The Contractor shall deliver services that are lease based using established hubs and teleports. The Contractor shall identify all additional major end and ancillary items that will be provided in support of a managed leased service solution for satellite bandwidth purposes.

If the contractor proposes an alternative satellite required under PWS paragraph 3.2.2.1 for the mobile VSAT network, the contractor shall also provide temporary backup hub services for an eighty-four (84) site Vipersat system; the requirement will be for 3 months of service to include public IP addresses to enable the transition from IS-20 satellite to a backup hub. The backup hub shall consist of a latency no greater than 800ms.

3.3.3.1 Satellite Back-up Plan

The backup connection should be available and operating as part of the Iraq Defense Network (IDN) and should be provisioned to handle the transfer of all VSAT hub services from the Baghdad VSAT hub to the newly provisioned backup hub. This plan shall be submitted no later than 30 days prior to the start of satellite transition outlined in this PWS. The contractor shall include a test plan to be conducted before cutover to ensure favorable reliability and availability in accordance with CDRL J002.

3.3.3.2 Satellite Back-up Cutover/Failover Standard Operating Procedure

The contractor shall provide a Standard Operating Procedure (SOP) for cutting over services from the main hub in Baghdad to the newly proposed back-up hub. This SOP shall also contain procedures for restoring services to the main hub. The SOP shall be automated wherever possible to minimize the need for human action to maintain services during a cutover/failover. The contractor proposed SOP

shall require no longer than 30 minutes to fully restore services to all sites, however, cutover SOP shall require 5-day notification prior to planned Authorized Service Interruption (ASI). The SOP shall be submitted no later than 15 days following completion of satellite transition outlined in this PWS. This SOP shall be submitted in accordance with CDRL I005.

3.3.3.3 Link Budget Analysis

Link Budget analysis shall demonstrate best, average, and worst-case sites. This analysis shall be conducted prior to the start of initial cutover to the backup hub. This is conducted to ensure all satellite power settings, and hub configurations are running with optimal specifications with built in margin to facilitate cutover to the new satellite provisioned under this PWS. The Analysis shall be submitted in accordance with CDRL I003.

3.4 Remote Technical Support

3.4.1 Remote Technical Support

The Contractor shall provide 24/7 bandwidth and space segment CONUS or EU-based technical support which does not extend beyond the range of the VSAT modem demark. The government reserves the right to inspect as necessary.

The Contractor shall establish a help desk to continuously monitor the health and status of the VSAT connectivity, network, remote terminals and all other associated equipment up to the VSAT modem and provide outage notifications and multi-tiered support to the MoD

VSAT Program Manager (PM) within 5 minutes of an outage. The functions of each tier shall be in accordance with the paragraphs below.

The government shall be tour the site after contract award and shall be allowed to visit the site any time deemed necessary with 48 hour prior notification to contractor.

In accordance with CDRL H003 the Contractor shall publish all help desk telephone numbers, messaging contacts, and e-mail addresses.

The Contractor shall also provide an escalation notification procedure, escalation timeframes and criteria, and a POC list identifying up to and including the Contractors Vice President of Operations or equivalent. This information will be used by the customer to contact the help desk to report outages, problems, issues, obtain status reports and obtain other routine help desk information.

3.4.1.1 Tier 1 Support

The Contractor shall provide Tier 1 support that includes but is not limited to the following:

1) Incident detection and reporting

2) Trouble ticket generation

3) Initial support

a. Non-intrusive testing and troubleshooting

b. Read-only access to network devices and configurations

4) Ticket escalation within 15 minutes of outage notification.

3.4.1.2 Tier 2 Support

The Contractor shall provide Tier 2 support that includes but is not limited to the following:

1) Customer Incident Report Handling

2) Detailed incident investigation

3) Limited write access to network devices and configurations

4) Resolution workaround

5) Resolution/troubleshooting documentation

6) Update knowledgebase

7) Option File Changes/Updates

3.4.1.3 Tier 3 Support

The Contractor shall provide Tier 3 support that includes but is not limited to the following:

4 Support

4.1 Maintenance Support

As a part of Iraqi On the Job Training (OJT), the Contractor shall provide maintenance support assistance to Iraqi maintenance personnel in an as-needed basis. During this period, the Contractor will assist the Iraqi maintenance personnel in revising and updating their operating processes to fit the new satellite. In addition, the Contractor will provide Operational assistance to the Iraqi Operations personnel to be sure that they are familiar with the features and capabilities of the system and how to apply these features and capabilities to operational circumstances.

4.2 On the Job Training (OJT)

The Contractor shall provide the Iraq MOD maintenance personnel with OJT. Operations and Maintenance OJT shall be provided during the early maintenance period of the system operation. OJT shall cover training to Iraqi Signals personnel on items that are provided under the contract. Each trainee shall be given a copy of all required course documents and materials.

The Contractor shall propose a training plan in accordance with CDRL K001.

4.3 As-built documentation

The Contractor shall provide, in accordance with CDRL I006, as-built engineering documents for each terminal receiving operations and maintenance. The Contractor shall include in all as built drawings Intermediate Frequency (IF), Radio Frequency (RF), data, and power wiring diagrams, equipment elevation diagrams and include data rates and a complete equipment inventory (make, model and serial number).

As-built documents will also include site or vehicle diagrams, detailing the location of outdoor/indoor units, location parameters

(Global Positioning System (GPS) latitude, GPS longitude, dish azimuth, dish elevation and dish skew), IP addresses, configuration, and any other pertinent technical information needed to give the MoD the ability to manage all equipment maintained by the Contractor under this scope of work.

4.4 Site Surveys

Prior to installation at the customer site, the Contractor shall perform a site survey, as required, to verify/determine accurate space constraints, equipment placement, cable runs, cable lengths, connector terminations, power, and required interfaces with other communication equipment. The Site Survey(s) shall be performed at OCONUS (Iraq) locations. The Contractor shall coordinate the site survey logistics, United States Government (USG), and Office of Security Cooperation-Iraq (OSC-I) with the site program manager. The

Contractor shall document all site survey findings in accordance with CDRL I007.

The Contractor shall be responsible for coordinating with the site point of contact to ensure the necessary facilities, power, and temperature control equipment issues are resolved prior to requesting approval of any installation. If the Contractor finds the site failed to complete the necessary site upgrades identified in the site survey, the Contractor shall notify the site Point of Contact

(POC) and the CECOM SAMD Program Manager who will take the appropriate course of action to correct the deficiencies if deemed necessary.

The Contractor shall coordinate with the site point of contact and Ministry of Defense (MoD) VSAT Program Manager to gain access to the sites/facilities/entry control points (ECP) for network transition, site installations, de-installations, re-installations, and troubleshooting.

The Contractor shall take digital pictures after the installation is completed illustrating the details of the installation work. To be released no later than 10 days after install completion to USG in accordance with CDRL I008. The Contractor shall coordinate in advanced for bringing cameras on installation sites and MoD controlled installations. The Contractor shall provide the pictures to the

USG/ MoD PM and also include them as part of the as-built site documentation. The USG/MoD PM will inspect the installation and will have the authority to make changes to correct any discrepancies as directed by the USG/MoD PM.

4.5 Site Installation Standards

The Contractor shall perform all site installations in accordance with the Institute of Electrical and Electronics Engineers (IEEE) 1662-

2016 installation standards - IEEE Recommended Practice for the Design and Application of Power Electronics in Electrical Power Systems.

The Contractor shall demonstrate their understanding of performing IEEE installation standards by providing all the details and considerations involved in upholding IEEE standards. Typical installations shall consist of an antenna load frame assembly. PVC or iron cable tray shall be utilized for conduit/cable raceway and standard 19-inch racks shall be utilized. The Contractor shall conduct all the installations in accordance with international standards. These standards include neat and professional installation, rack installation/configuration, etc. To be inspected by the USG upon request.

4.6 Quality Control Plan

The Contractor shall implement a quality control plan to be used for ensuring installations are performed according to standards. The

Contractor shall provide the plan in accordance with CDRL C001.

5 Contract Requirements

5.1 Performance or Delivery in a Foreign Country

Defense Federal Acquisition Regulations (DFARS) Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the

US (OCONUS). The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key Antiterrorism (AT) requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractors compliance with combatant commander and subordinate task force commander policies and directives.

5.1.1 Foreign Subcontractor Participation

Foreign subcontractor participation will be handled, at a minimum, in accordance with AR 380-10 (Foreign Disclosure and Contacts with\~Foreign Representatives); DoD-M 5230.11, National Industrial Security Program: Procedures for Government Activities Relating to

Foreign Ownership, Control, or Influence (FOCI), and affiliated regulations and/or supplements.

5.2 Period and Place of Performance

The period of performance for this effort will be a five (5) year contract.

The performance for CONUS activities will take place at the Contractors facilities. Support efforts will be at various identified

locations within Iraq, with the VSAT Hub located inside and outside the International Zone of Baghdad Iraq.

5.3 Common Access Card (CAC) Security Requirements when CACs are Required

Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple

DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the Federal Bureau of

Investigation (FBI) fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

5.4 For non-CAC access to a Department of Defense Facility or Installation

Contractor and all associated subcontractors employees shall comply with adjudication standards and procedures using the National Crime

Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-

13), applicable installation, facility and area commander installation/facility access and local security policies and procedures

(provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5.5 Organizational Conflict of Interest

All functions related to Acquisition Support shall be on an advisory basis only.

Please be advised that because the awardee of this contract will provide systems engineering, technical direction, specifications, work statements, testing and evaluation services, some restrictions on future activities of the awardee may be required in accordance with

FAR 9.5.

All Contractor personnel shall be required to sign a non-disclosure statement prior to beginning their duties on this task order. The

Contractor will submit the signed statements in electronic format to the Contracting Officer Representative (COR) by the contract start date and will provide additional forms quarterly, as personnel are hired and replaced.

5.6 Buy American Act

The contractor shall strictly adhere to FAR Part 25.000 Foreign Acquisition.

5.7 National Defense Authorization Act Compliance

The contractor shall comply with 10 U.S.C. \'a72279, as amended by Section 1603 of the Fiscal Year (FY) 2018 National Defense

Authorization Act (NDAA) prohibiting the award of contracts for commercial satellite services to a covered foreign entity if the

Secretary of Defense reasonably believes that entity:

(1) Is an entity in which the Government of a covered foreign country has an ownership interest that enables the Government to affect satellite operations; or

(2) Plans to or is expected to provide or use launch or other satellite services under the contract from a covered foreign country.

For the purpose of this rule, a covered foreign country/entity means the People's Republic of China, North Korea, the Russian

Federation, or any country that is a state sponsor of terrorism, as described in section 1261(c)(2) of the FY2013 NDAA. State sponsors of terrorism, as determined by the secretary of state, currently include Iran, Sudan, Syria, and North Korea. Additionally, Section 1603 of the FY2018 NDAA includes limitations on launches and manufacturers from any covered foreign entity as described in Section

1603(b)(1)(A) and (B) and (b)(2)(A) and (B). However, the NDAA provides an exception for launches that occurs prior to 2022. Schedule contractors must complete the provision at Defense FAR Supplement (DFARS) 252.225-7049, Prohibition on Acquisitions of Commercial

Satellite Services from Certain Foreign Entities Representations (Attachment 3), and must submit their representations with their quotations. If stated representation has been included in the schedule contractors System for Award Management record, please indicate such in your quotation.

5.8 Requirements for Packaging

Preservation, packing and marking for shipment shall be in accordance with Section "D" of the contract. Packaging/packing shall be in accordance with ASTM D 3951-10, Standard Practice for Commercial Packaging, Level of Protection (LOP); Commercial, Level of Pack (LPK);

Commercial, Quantity Unit Pack (QUP);001. Radio Frequency Identification (RFID) Requirements shall be in accordance with the Section "F" clause, DFARS 252.211-7006/PADDs No. FA00002 of the contract. Marking shall be in accordance with MIL-STD-129P.

5.8.1 Requirements for Unique Identification (UID)

The Contractor shall, when required, mark equipment using Unique Identifier (UID) and register UIDs as specified in the DO/TO. The

Contractor shall document UID in accordance with Bar Code Identification Report and as specified in the DO/TO. Specific guidance for implementation for UIDs can be found at http://www.acq.osd.mil/dpap/pdi/uid/ .

The Contractor shall comply with the Armys Unique Identification (UID) policy signed on July 29, 2003, updated February 6, 2007 (or latest policy/policy update in effect as of the date of the Task Order), for all contract deliverables.
