AMENDMENT(S)
Questions and Answers:
Amendment 6
Question 1: Would you be able to tell me if there is an incumbent contractor for this requirement? If so, could you please provide the contractor name and the contract number that was awarded?
Answer: The incumbent is Nanavati Consulting, Inc. The contract number is W91ZLK-14-P-0144. Copies of the current contract can be obtained under the Freedom of Information Act. Please contact FOIA Officer, Ms. Teresa Ferris at Teresa.m.ferris.civ@mail.mil.
Question 2: I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number?
Answer: See Answer to Question 1.
Question 3: Can you tell me if you know the point of contact?
Answer: See Answer to Question 1.
Question 4: Will the Army sponsor the clearance for this project?
Answer: A contractor proposing on this effort must already possess a SECRET facility clearance as stated in Paragraph 2.1 of the Performance Work Statement.
Question 5: 1. Regarding PWS paragraph 1.6 Place of Performance: Is telecommuting allowed for this work and if so (and if not 100 percent), what percentage of the 80 hour work period does the government find acceptable for telecommuting?
Answer: Please note that Paragraph 1.6 states the normal operating hours for AMSAA employees – not contractor employees. Any work done at the Government facility would need to be done during the normal AMSAA hours.
The contractor is to propose hours to meet the technical requirements of the solicitation. “Attachment 2 Price” does not include any specified hours. The contractor may telecommute to meet the technical requirements of the contract.
Question 6: Since GSA has already determined pricing is fair and reasonable, is cost/pricing build up required if the pricing proposed is based on GSA rates, assuming GSA are acceptable for this solicitation?
Answer: It is required, and you are reminded this is not a GSA order.
Question 7: Would the Army consider sponsoring the facility clearance or allow secret cleared personnel?
Answer: See answer to Question 4.
Question 8: Whom is the FOIA point of contact?
Answer: The Freedom of Information Act (FOIA) point of contact has changed. Copies of the current contract can be obtained under a FOIA request. Please contact FOIA Officer, Ms. Melinda McGuire at melinda.l.mcguire.civ@mail.mil.
Question 9: What is the last time to submit questions?
Answer: All questions should be submitted via email to Kimberly.a.mccarthy14.civ@mail.mil by Monday, 14 November 2016 by 1000 Eastern Standard Time.
Questions 10: Based on the fact the Key Personnel noted are all less than FTE – is the assumption/expectation that these 3 employees will be transitioned to the new contract awardee during the 60 transition period?
Answer: There should be no assumption/expectation that incumbent employees would be transitioned to the new contract. The transition allows for the ease of transition from one contractor to another.
Question 11: Will the specific information to complete the required subfactor b. form be provided since these will be incumbent employees?
Answer: See question 10 regarding incumbent employees. Attachment 1 includes instructions to indicate where on the individual resume(s) the requirements in the performance work statement are found.
Question 12: Can we get more details on the hours for the positions listed?
Answer: No. The historical hours and labor categories are listed on pages 25 and 26 of the solicitation.

Answer: See the Performance Work Statement.
Question 17: What is the “Quick Data Analyzer“?
