W91CRB-17-R-0001 Solicitation Question and Answers

1) NOTE 1 on the instructions tab states "Offerors are to enter their proposed positions, hours and cost for the phase-in period (60 days)," but the Labor- Cost Detail tab and the Solicitation note a Phase In Period of 30 days. Can the government confirm the phase in period is 30 days?

It is 30 days.

2) In the Labor- Cost Detail tab, the hours provided for Months 2 thru 12 include decimals. For instance, 2,758.3 hours have been provided for the Project Manager position. Does the government intend for offerors to provide a price for a fraction of an hour?

This was a rounding issue which also allowed for the 30 days phase in. The hours have also been changed as we are only planning for the 30 days. See revised Cost Proposal Model.

3) In the Labor- Cost Detail tab, CLIN 0001- Months 2 thru 12 specifies the offeror is to provide pricing for a 10 month period, however, on page 69 of the solicitation the last paragraph states, "Task Order 1 will include the thirty (30) day phase in period plus eleven months of service support." Does the government intend for Months 2 thru 12 to be an eleven month period, and if so should the hour’s calculations for Months 2 thru 12 be modified?

See answer two.

4) Volume IV - Small Disadvantaged Business (SDB) is identified in the Small Business Subcontracting Plan as a category requiring goals, but it is not included for the Small Business Participation Plan. Is SDB purposely omitted for the SB Participation Plan?

This section is revised. See solicitation amendment. Yes

5) Section B Unit Prices and Maximum Amounts for Item Numbers. How will values be calculated for the unit prices be calculated for this section?

This question is not clear.

6) Section B Maximum Amounts by Item Number. Will these ceilings be established by Item Number, under which orders may be placed by the Government?

The ID/IQ contract establishes the cumulative maximum values for the contract that encompasses all task orders.

7) Will the Government provide ordering instructions for issuing task orders under the IDIQ contract?

Task orders beyond TO 1 will on a case by case necessity, and a request for task order proposal will be sent to the contractor.

8) SF33 Block 9 – Original + 1 copy. The instruction in block 9 of the SF33 indicates a hard copy delivery. This conflicts with Section L, which instructs submission via FedBizOpps website. Which is correct?

Follow the instruction in Section L.

9) Volume 4, Factor III Small Business Utilization. The goals provided for the Small Business Participation Plan are inconsistent with the goals provided for the Small Business Subcontracting Plan. May offerors propose goals that allow these plans to remain consistent, even if the percentages differ from those identified by the Government?

This section is revised. See solicitation amendment. You may exceed any goal established set, but not less than any on the goals.

10) In Section L, Proposal Instructions states, each paragraph shall be separated by at least one blank line. Please confirm that using 6 point spacing before and after paragraphs in MS-Word provides the desired separation required?

Keep the same as the font at 12 point.
