SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q AND A: AMENDMENT 0002

QUESTIONS AND ANSWERS: W91CRB-15-R-0024, AMENDMENT 0002

QUESTIONS 1-8, 11, 12, 16-19, 23 and 25 are RESERVED ** Question #9 Reference Section C, paragraph 3.2.5.3 FWS-CS EMD, which states, “The Contractor shall be prepared to deliver new test articles for the CDT, and GDT weapon firing and environmental testing NLT 13 months ARO. The Contractor shall deliver new test articles for use in a LUT to commence within 19 months after contract award.”

Does the Government require Formal Test Readiness Reviews at the contractor’s location for Government Development (GDT) and Limited User Test (LUT)? Please clarify if the Government requires formal TRRs before the GDT and the LUT.

Government Response to Question #9 Yes, the Government's intent is to conduct a Test Readiness Review (TRR) at the Contractor's facility prior to expending resources on the GDT or the LUT.

Question #10 Reference Section C, paragraph 3.2.5.4 FWS-CS LRIP, which states, “The Contractor shall deliver new test articles to the Government for GDT, NLT 11 months from award for GDT weapon firing and environmental testing, if not assessed through Contractor testing. The RGT-2, Contractor shall deliver new test prototypes no later than 9 months from the option award. The Contractor shall deliver the Government 5 (five) sets of interface equipment to include deserializers. Contractor shall deliver new FWS-CS test articles, to include updated configuration changes from previous tests, for IOT&E NLT 15 months from option award.” Does the Government require Formal Test Readiness Reviews at the contractor’s location for Reliability Growth Test 2 (RGT-2, Government Development Test (GDT), and Initial Operational Test and Evaluation IOT&E? Please clarify if the Government requires formal TRRs before the GDT, RGT-2 and the IOT&E.

Government Response to Question #10 Yes, the Government's intent is to conduct a TRR prior to expending resources on testing such as GDT, RGT-2 and

IOT&E.

Question #13 Reference Section J - Attachment 7 TEP, Step Ladder Pricing Worksheet. The TEP table of expected order quantities for PY5, PY6 and PY7 shows:

FWS-CS Production Systems QTY PY5 2020 Expected Order Quantity 4,528 PY6 2021 Expected Order Quantity 4,390 PY7 2022 Expected Order Quantity 5,511 Maximum Order Quantity 18,929

The TEP Expected Order Quantities by individual year differs from the RFP Solicitation Section B quantities shown below. It appears that the Solicitation Section B yearly Quantities add up to the TEP Maximum order volume.

Item 004 Qty 6,028 Item 005 Qty 5,890 Item 006 Qty 7,011

We recommend updating the TEP table to the Solicitation volumes. Please update the Attachment 7 TEP to match the Solicitation Section B quantities.

FWS-CS Production Systems QTY

PY5 2020 Expected Order Quantity 6,028 PY6 2021 Expected Order Quantity 5,890 PY7 2022 Expected Order Quantity 7,011 Maximum Order Quantity 18,929

Government Response to Question #13 Per RFP Section A-4, beyond EMD, the maximum quantity under the contract will be 20,425 FWS-CS systems.

This includes all LRIP and FRP delivery orders. Section B CLIN quantities are estimates. For PY5-PY7, the Section B CLIN quantities include currently anticipated Army quantities, as well as additional systems each year to fill potential customer and/or other Army requirements. The actual order quantity shall be specified for each delivery order exercised under the applicable CLINs.

The expected order quantities in the TEP are provided for information and represent the estimated quantities which the Army currently plans to procure in each of the program years listed. The total maximum order quantity for PY5- PY7 is estimated to be 18,929 systems, which includes provisions for both Army and other potential requirements.

No change to the TEP is necessary.

Question #14 Reference Section J - Attachment 7 TEP, Step Ladder Pricing Worksheet. The TEP Expected Order Quantities by individual year differs from the Solicitation volumes shown below. It appears that the Solicitation yearly volumes add up to the TEP Maximum order volume. Will the TEP be updated to the Solicitation volumes? We recommend updating the TEP table to the Solicitation volumes.

Government Response to Question #14 See response to Question #13 Question #15 Reference Section J - Attachment 7 TEP, Step Ladder Pricing Worksheet. Section B, CLIN 0002 is Quantity 50 each. The CLIN 0002 entry should have a single row with quantity 50 instead of 4 rows with the last range ending at 1,496. This 4 row entry would cause the TEP to lose cohesion with pricing for 1,496 occurring. Does the Government need 4 rows of entries for CLIN 0002? Or should the offeror only enter a single row with a quantity range of 1-1,496 (this would still cause the wrong amount in the TEP)? We recommend updating the TEP - Step Ladder Pricing Worksheet CLIN 0002 to a single price quantity 50. Please update the Attachment 7 TEP.

Government Response to Question #15 Section B CLIN quantities are estimates. The order quantity shall be specified for each delivery order exercised under the applicable CLINs. IAW the TEP instructions, the offeror shall provide pricing up to the maximum quanitity of 1,496 systems for CLIN 0002 for evaluation purposes.

Question #20 Reference Section A which states proposals are currently due Sept 30. We request the Government extend the proposal submission date to October 21, 2015. Please provide an extension to October 21, 2015, for proposal submission.

Government Response to Question #20 Proposals will remain due as stated on 30 Sep 2015. Any request for extension must be justified.

Question #21 Reference Section A, SF33, Block K; Section H, Page 75; Section L, paragraph 1.1.1.1.7; Section L, paragraph

1.1.2.1. Section K is referred to throughout the RFP (e.g., “in Section K of the subject solicitation”); however, the RFP does not contain a Section K. Please provide Section K - Representations, Certifications, and other statements of Offerors.

Government Response to Question #21 Vendors are required to register in the System for Award Management (SAM) database in accordance with Clause 52.204-13 System for Award Management Maintenance Jul 2013 (See Section I of the RFP). The Government is requesting offerors provide a copy of the annual representations and certification submitted in the SAM database in accordance with FAR 52.204-13 (a)(2) with their proposal. This submission will serve as the offeror’s Section K submission.

Question #22 Reference Section L, paragraph 1.1.2.5.3 Small Business Subcontracting Plan which states, “The Small Business Subcontracting Plan is a requirement for award to a large business and will be incorporated into any resultant contract.” If the Offeror has a current, signed Comprehensive Small Business Subcontracting Plan (CSP) in place, is it acceptable to submit the CSP in lieu of a Small Business Subcontracting Plan tailored to this solicitation? We would still submit a Small Business Participation Plan specific to this RFP.

Government Response to Question #22 Yes, if the Offeror has a current, signed Comprehensive Small Business Subcontracting Plan (CSP) in place, is it acceptable to submit the CSP in lieu of the Small Business Subcontracting Plan for this solicitation.

Question #24 Reference RFP, Section A (SF 33), Block 9 which states, “Sealed offers in original and 2 copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if handcarried, in the depository located in Building 4310 Boothby Hill Ave until 12:00 PM local time 30 Sep 2015.” Please confirm that 12:00 PM is noon.

Government Response to Question #24 Yes, 12:00 PM is noon.

Question #26 Reference Section B, CLINs 0004, 0005, and 0006 and Section J, Attachment 7 - TEP Workbook, Step Ladder Pricing Worksheet. The TEP and Section B have different quantities for FWS-CS Production Systems PY5, PY6 and PY7.

TEP Attachment 7:

FWS-CS Production Systems QTY PY5 2020 Expected Order Qty 4,528 PY6 2021 Expected Order Qty 4,390 PY7 2022 Expected Order Qty 5,511 Maximum Order Qty 18,929

Section B:

Government Response to Question #27 Section B CLIN quantities are estimates. The actual order quantity shall be specified for each delivery order exercised under the applicable CLINs. Pricing is required for up to 20 TMDE systems for PY3, PY4, PY5, PY6, and PY7 in accordance with the TEP. The expected order quantities are provided in the TEP for information and represent the quantity of TMDE systems the Army currently expects to procure in each of the program years listed.

Pricing for up to qty 20 in each year (PY3-PY7) is required to allow for variations in the Government's procurement plan.
