Section A - Solicitation/Contract Form
OVERVIEW
The Personnel Recovery Device (PRD) is a militarized personal locator beacon, and part of the Personnel Recovery Support System (PRSS), designed as an alert and notification system that a Soldier has become isolated, missing, detained or captured (IMDC). The PRD will be capable of transmitting both non-secure and secure waveforms.
The non-secure distress signal will be transmitted over the Cospas-Search And Rescue Satellite Aided Tracking (SARSAT) network; the secure encrypted signal will be transmitted over a Government owned and monitored network.
The PRD contractor is responsible for the non-secure waveform and an interface range to allow for Government programming of the secure waveform; the Government will provide the PRD contractor with a surrogate waveform as Government Furnished Information (GFI) in lieu of the secure waveform. The actual secure waveform is classified, and will never be provided to the contractor. The PRD contractor shall use the surrogate waveform for its PRD design, qualification and acceptance testing. The secure waveform will be inserted into the PRD by a Government agency upon receipt and acceptance of the PRD by the Government.
Two (2) Phases are envisioned for this procurement to reach the desired objective PRD production rate capability and qualification of a single contractor to produce a maximum approximate quantity of eighteen thousand (18,000) PRDs annually.

1.0 BACKGROUND.
The Personnel Recovery Device (PRD) is a militarized personal locator beacon capable of transmitting both non-secure and secure waveforms. The PRD contractor is responsible for the non-secure waveform which shall integrate with the COSPAS-Search And Rescue Satellite Aided Tracking (SARSAT). The Government will provide the PRD contractor with a surrogate waveform as Government Furnished Information (GFI) in lieu of the secure waveform.
The PRD contractor shall use the surrogate waveform for its PRD design, qualification and acceptance testing. The secure waveform will be inserted into the PRD by a Government agency upon receipt and acceptance of the PRD by the Government.
2.0 SCOPE.
This Statement of Work (SOW) describes the efforts required for PRD conceptual design, production representative articles and associated technical data, a Design Change Report, and PRD production and support. It establishes the requirements for production, product improvements, contractor technical support and documentation, obsolescence management, and hardware delivery of PRD assemblies. The contract efforts include the presentation of data to show performance of items in accordance with (IAW) Product Performance Specification Personnel Recovery Device PRSE-PRF-00001, manufacture, and delivery of PRDs.
The PRD acquisition process will be accomplished in two phases:
PHASE I, Production Representative PRD and the PRD Production Design PHASE II, PRD Production
PHASE I: The Government will award up to four (4) contracts for the delivery of four (4) working production representative articles on the basis of evaluation criteria described in Section M. Two (2) of the production representative articles provided to the Government will be subjected to COSPAS-SARSAT certification testing; the testing will be performed at Government expense. The production representative articles are not required to pass all of the COSPAS-SARSAT certification testing in order for the Contractor to remain in consideration for production.
The Government will furnish the contractor a copy of the COSPAS-SARSAT certification testing performed on the production representative articles in order to allow the Contractor to submit a Design Change Report that will address any deficiencies. A follow-on production award is contingent upon the Government’s evaluation of the production representative articles, the Design Change Report, the Requirements Data Package and production pricing.
PHASE II: The Government will down select production of PRDs to a single contractor who offers the best value to the Government following the evaluation. The first PRDs produced will be used for First Article Testing (FAT), Operational Testing (OT) and COSPAS-SARSAT compliance testing. These PRDs must successfully achieve the COSPAS-SARSAT compliance before further production. Use of Government test facilities to obtain/maintain COSPAS/SARSAT certification is authorized at contractor expense.
3.0 APPLICABLE DOCUMENTS.
Applicable top level documents are contained in Attachment A to the contract, Document Summary List (DSL), by number, title, and date. The document versions specified on the DSL take precedence over the generic references (without revision letters) cited in the SOW.
4.0 REQUIREMENTS.
4.1 PRD Production. The contractor shall furnish the personnel, facilities, equipment and materials necessary to fabricate or purchase, assemble, test, and deliver PRDs compliant with the Product Performance Specification (PPS) Personnel Recovery Device PRSE-PRF-00001, provided at Attachment B and as set forth in Section B of the contract.
4.1.1 Production Representative Articles (PHASE I). The contractor shall deliver four (4) PRD production representative articles that meet the requirements of PRSE-PRF-00001 for Government evaluation in accordance with Section M, Evaluation Criteria, no later than 150 calendar days after contract award. Two (2) of the PRD production representative articles shall be provided in the configuration required for COSPAS-SARSAT certification testing as described within paragraph 4.3 below and within COSPAS-SARSAT 406 MHz Distress Beacon Type Approval Standard, Issue 4 – Revision 8, T.007 (which may be found at www.cospas-sarsat.org).
The production representative devices shall have user changeable configuration parameters. The contractor shall determine the most effective method to implement this capability. The contractor shall deliver written instructions for interfacing with the devices as well as usage of the interface. If any non-standard equipment and/or software is needed, it must also be supplied. The contractor shall prepare the written instructions IAW DI-CMAN-81248A and deliver IAW A001.
The Government will furnish the contractor with a virtual tester on a compact disc for the contractor’s use in conjunction with the surrogate waveform to test their production representative articles and assist in validating the device’s secure mode RF output. The Government will also provide an exemplar file that demonstrates the virtual tester’s satisfactory performance and confirms for the contractor the test software has been properly installed. The contractor shall capture the baseband RF output to a file using laboratory equipment (such as a real-time spectrum analyzer) and then supply to the software tester. Details of the file format and collection method will be supplied with the software tester. Each time the software tester is executed it will generate a report file containing the results of the test. The contractor shall deliver the report generated by the software tester IAW DI-NDTI-80809, CDRL A002 for the production representative articles.
The contractor shall provide a report which details the compliance of the non-secure mode COSPAS-SARSAT RF waveform. This report is not required to be generated by an independent source or COSPAS-SARSAT certifying authority. However, if not from a COSPAS-SARSAT certifying authority, it must contain sufficient detail to document compliance of the production representative article with the COSPAS-SARSAT system. Content of the report must include as a minimum demonstration of compliance with COSPAS-SARSAT C/S T.001 sub-requirements:

The contractor shall prepare the report IAW DI-NDTI-80809B and deliver IAW CDRL A003.
As part of the Government’s evaluation, two (2) production representative articles, clearly labeled “TEST
ARTICLE,” shall be provided to the Government, who will provide them to Fort Huachuca for preliminary COSPAS-SARSAT certification testing. The resulting COSPAS-SARSAT certification test report will be provided to the contractor. Within one (1) month of receipt of the test report, the contractor shall provide a Design Change Report to the Government IAW DI-NDTI-80809B and CDRL A004 that describes in detail the changes that the contractor shall make to the contractor’s PRD design to ensure that the production deliveries shall successfully pass any required testing the production representative articles may have failed.
4.1.2 Production (PHASE II). The first production articles will support a Government witnessed First Article Test, Operational Test, and COSPAS-SARSAT compliancy testing. The contractor shall furnish the personnel, facilities, equipment and materials necessary to fabricate or purchase, assemble, test, and deliver PRDs compliant with PRSE- PRF-00001, provided at Attachment B and as set forth in Section B of the contract. The contractor shall use a surrogate waveform, which will serve as a substitute for the final secure encrypted classified waveform. The surrogate waveform will be provided by the Government as GFI. The contractor shall load the surrogate waveform onto each PRD. A Government tester will be provided as Government Furnished Equipment (GFE) for use in final acceptance testing of each PRD prior to delivery. The acceptance testing will be conducted in accordance with paragraph 6.7.
The Contractor shall implement manufacturing processes in order to support a delivery rate of 3000 PRDs per month within six (6) months after production starts. Production will support Army requirements worldwide.
4.2 PRD Final Mechanical Drawing (PHASE II). No later than three (3) months prior to First Article delivery, the contractor shall deliver a final mechanical drawing for the Government to finalize the programming and power interface for the PRD programmer IAW DI-SESS-81000E, A005. The PRD programmer will be used by the Government to load the final, secure encrypted classified waveform at a Government facility.
4.3 COSPAS-SARSAT Compliance (PHASE II). The contractor shall provide two (2) PRDs from the first production lot to Fort Huachuca for COSPAS-SARSAT compliancy testing. Fort Huachuca, AZ has an authorized COSPAS-SARSAT Beacon Certification Facility. The PRD, by employment of user replaceable batteries and configurable transmission parameters in its design, will not meet all of the requirements for COSPAS-SARSAT Certification by the COSPAS-SARSAT Secretariat. The Government will provide a justification to the National Oceanic and Atmospheric Administration (NOAA) for a waiver detailing the specific requirements that will not be met and the PRD’s intended use. The compliancy testing will include all of the requirements to obtain COSPAS- SARSAT Certification, except for the waived requirements. The Government reserves the right to examine any test data and witness any testing. Upon receipt of a successful COSPAS-SARSAT compliancy test report, the contractor shall request that the waiver be granted for their PRD device from NOAA. The NOAA point of contact is Mr. Jesse Reich, jesse.reich@noaa.gov, 301.817.4509. The contractor shall not submit the first production lot for Government acceptance until they have successfully passed COSPAS-SARSAT compliancy testing and have been granted the COSPAS-SARSAT waiver.
The contractor may need to make an initial request to Fort Huachuca several weeks prior to the desired testing date.
Since the contractor may wish to send a representative to witness the tests and provide assistance in operating the beacon, proper clearances should be made with the test facility well in advance. The contractor should be prepared to provide the test facility with two (2) beacons for testing purposes and replacement batteries.
The power output of the test beacons when measured relative to 50 Ohm impedance shall have identical factory settings (aligned to 0.3 dB). If the beacon has a 121.5 MHz homer, the homer transmitters of the test beacons shall be aligned in power, and set for the maximum output power declared by the beacon contractor in the application form. For the test beacon subjected to antenna and satellite qualitative tests, the homer transmitter will be tuned to the frequency nearest to 121.5 MHz allowed by the national administration for type approval testing, but under no circumstances will this frequency be greater than 121.65 MHz.
One (1) test unit shall be a fully packaged beacon operating on its normal power source and equipped with its proper antenna. The second beacon shall be configured such that the antenna port can be connected to the test equipment by a coaxial cable terminated by a 50-Ohm load. All necessary signal or control devices shall be provided by the beacon contractor to simulate nominal operation of all ancillary devices of the beacon, such as external navigation input signals and manual control, in accordance with COSPAS-SARSAT 406 MHz DISTRESS BEACON TYPE APROVAL STANDARD, C/S T.007, Issue 4 – Revision 8, October 2013, paragraph A.3.7, while in an environmental test chamber. The means to operate these devices in an automated and programmable way shall be provided by the contractor.
All external ancillary devices specific to beacon operation, designed principally for use with the beacon model and forming part of nominal system configuration, such as remote control panels and switches, sound and light indicators, external navigation interface units, beacon programmers (dongles), remote activators and etc., shall be connected, powered, operated in nominal mode and placed in the same environmental conditions as beacons during all tests. If necessary, it is permissible to shield external ancillary devices from the effects of humidity and moisture during environmental tests (e.g. by enclosing them in a plastic bag).
The test units shall be coded with the test protocol of appropriate type and format and shall meet the requirements of C/S T.001. It should be noted that:
a. The test unit subjected to the COSPAS-SARSAT tests remains the property of the manufacturer. All information marked as proprietary shall be treated as such.
b. The organization performing the COSPAS-SARSAT tests bears no responsibility for either the contractor’s personnel or equipment.
c. The contractor shall certify that the units submitted for test contain no hazardous components. The testing organization may choose not to test units that it regards as hazardous.
d. Test units shall normally stay at the test facility for the full duration of type approval testing, however in situations when modification or repair of the test units is required at the contractor’s facility, this shall be properly documented by the test facility and reflected in the test report.
4.4 Security (PHASES I and II). The PRD is a non-COMSEC, non-CRYPTO device. However, the surrogate waveform meets the requirements for an export-controlled item and is subject to the Export Administration Regulations (EAR) (15 CFR parts 730-774) or the International Traffic in Arms Regulations (ITAR) (22 CFR parts 120-130). From the moment of receipt and use of the surrogate waveform the contractor’s physical space shall be ITAR compliant, and shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR. The Government will verify the contractor’s ability to meet the ITAR requirements prior to providing the surrogate waveform.
5.0 SYSTEMS ENGINEERING AND PROGRAM MANAGEMENT.
5.1 Start of Work Meeting (PHASES I and II). The Contractor shall host Start of Work meetings within 10 days of contract award and upon execution of production. The purpose of these meetings is to review requirements for Program Reviews and to discuss contractual requirements, program schedule and critical path, delivery schedules and contract data. The contractor shall prepare a record of meeting/minutes IAW DI-ADMN-81505 and deliver
IAW CDRL A006.
5.2 Engineering Studies (PHASE II). As directed by the Procurement Contracting Officer (PCO), the contractor shall conduct engineering studies/evaluations to identify potential design improvements, evaluate technical alternatives, and/or address material or part(s) changes. Such engineering tasks may result from a Government directed product improvement initiative(s), which may result from proposed manufacturing improvements or performance improvements. The contactor shall conduct the required engineering effort without impacting ongoing delivery orders. If required, the contractor shall obtain COSPAS/SARSAT re-certification for the PRD. The contractor shall develop Test Plans IAW DI-NDTI-80566A and deliver IAW CDRL A007. The contractor shall deliver reports resulting from the engineering studies IAW DI-MISC-80711A and submit IAW CDRL A008.
5.3 Program Reviews (PHASES I and II). Program Reviews shall be held at least twice per year during production at the prime contractor’s facility and may be combined with other reviews or meetings. The contractor shall provide in-depth information on program progress and status to include schedule, Integrated Logistics Support and manufacturing issues. The contractor shall present his progress toward meeting the manufacturing performance goals and deliveries. The contractor shall present the progress and performance of major subcontractors and critical suppliers. The contractor shall present assessment of quality process implementation, measurements, accomplishments, and key issues. The contractor shall prepare a record of meeting/minutes IAW DI-ADMN-81505 and deliver IAW CDRL A009.
5.3.1 Preliminary Design Review (PDR). PDR(s) shall be held at the prime contractor’s facility. The contractor shall host a PDR within 75 days of Phase I contract award. The contractor shall provide in-depth information on hardware and software design, describe all design changes made with respect to the original design disclosed in the technical proposal, and provide rationale for the changes. The review shall be conducted to (1) evaluate the progress, technical adequacy, and risk resolution (on a technical, cost, and schedule basis) of the selected design approach, (2) evaluate the degree of definition and assess the technical risk associated with the selected manufacturing methods/processes, and (3) establish the existence and compatibility of the physical and functional interfaces among the PRD and other items of equipment and personnel.
5.3.2 Critical Design Review (CDR). CDR(s) shall be held at the prime contractor’s facility. The contractor shall host a CDR in conjunction with the Phase II Start of Work Meeting. The contractor shall provide detailed information on hardware and software design, describe all design changes since PDR, and provide rationale for the changes. The Government will use the CDR to (1) determine that the detailed design of the PRD satisfies cost, schedule, and performance requirements, (2) assess PRD risk areas (on a technical, cost, and schedule basis), (3) assess the results of producibility analyses conducted on the PRD, and (4) review preliminary PRD product specifications.
5.4 Technical Interchange Meetings (TIMs) (PHASES I and II). TIMs shall be held telephonically weekly, or more often as required, for the coordination, planning and execution of the contractor’s activities and to review and status the Contractor’s manufacturing efforts. The TIMs shall be the primary means for the near real time identification and resolution of problem and program risk areas. During each TIM, the Contractor shall describe technical progress since the previous TIM, addressing important accomplishments, problems and proposed solutions. This information shall include status of hardware deliverables.
5.5 Obsolescence Management (PHASE II). The Contractor shall implement a proactive Obsolescence Management Program during the period of performance of this contract. The following tasks shall be performed as part of this Program. The contractor’s Obsolescence Management program shall reference MIL-STD-3018 and include features that provide:
a. Identification of obsolete parts via existing prediction tools and methods as appropriate.
b. Reporting of issues and mitigation strategies to the Government.
c. Methodology for developing recommended plan to address obsolescence issues that includes trade studies which analyze all comprehensive recurring and non-recurring costs for all identified options including support equipment, test equipment, and retrofit costs.
5.5.1 Obsolescence Monitoring (PHASE II). The Contractor shall use its existing, internal process to monitor obsolescence for the Bill of Materials (BOM), to obtain early warning identification of End of Life Notifications.
The Contractor shall submit a Contract Letter to notify the Government within 30 days of the Contractor’s own knowledge, of a component part that has become obsolete or that the supplier/vendor/manufacturer has declared will be discontinued.
5.5.2 Obsolescence Mitigation (PHASE II). The Contractor shall within 60 days identify alternative solutions that would mitigate the obsolescence event by enabling the Contractor to manufacture the minimum annual procurement quantity for the remainder of the life of the existing contract with minimal interruption, while maintaining the same component performance, environmental and physical characteristics. These solutions may include, but shall not be limited to, one or a combination of the following: identify alternate source(s), make a lifetime buy of the obsolete part from its manufacturer or a sub-tier supplier(s), substitute new technology, direct replacement of the existing component, identify alternate components and/or develop an Engineering Change Proposal (ECP) IAW paragraph 7.1.
The Contractor shall submit another Contract Letter within 30 days of the End of Life Notification to identify the recommended solution for Government approval. This Contract Letter shall identify the obsolete component (manufacturer and part number), the replacement part manufacturer name and part number, a comparison of the alternate part versus the part it would replace, a detailed description of any differences in the electrical, physical and/or environmental specifications, and the proposed quantity and cost of the hardware recommended for purchase.
In addition, the Contract Letter will summarize the testing and evaluation, and test results performed by the Contractor IAW paragraph 6.0 to validate that the overall PRD performance, with the inclusion of the recommended solution, continues to meet the Product Performance Specification Personnel Recovery Device PRSE-PRF-00001.
Upon written Government approval, the Contractor may begin substituting the recommended parts for the obsolete parts.
6.0 PRODUCT ASSURANCE.
6.1 Quality Assurance Program (PHASES I and II). The Contractor shall employ a quality system that meets ASQC Q 9001 or equivalent, Terminology that meets ISO 9000 or equivalent and Calibration that meets ANSI Z540 or ISO 10012-1 or equivalent. The contractor shall make available, for review by the Government, quality system procedures, planning and all other documentation and data that comprise the contractor's quality system for both hardware and software. The Government will review the documents that comprise the quality system, and may perform any necessary inspections, or evaluations to confirm conformance to requirements and adequacy of the quality system.
6.2 Quality Conformance (PHASES I and II). The contractor shall develop and implement a product acceptance system that demonstrates compliance to the required performance specifications. The product acceptance system shall address system and subsystem component requirement verification, in-process inspection, and final acceptance testing at all levels, including lower tier subcontractors and suppliers. The Contractor shall provide the Government with access to this information. End item acceptance test procedures (ATPs) and equipment, including Special Inspection Equipment (SIE) and Special Test Equipment (STE), shall be validated prior to use for delivery of hardware. The Government shall be given the opportunity to participate in the validation. The contractor shall prepare validation plans IAW DI-MISC-80759A and submitted IAW CDRL A010. The contractor shall develop Acceptance Test Procedures (ATP) IAW DI-NDTI-80603A and submit IAW CDRL A011. The production conformance tests shall be performed IAW the Government approved Acceptance Test Procedure (ATP). The Contractor shall prepare ATPs which are adequate to ensure that the production articles meet the requirements of Product Performance Specification Personnel Recovery Device, PRSE-PRF-00001. Any deviations from, and/or changes to the Government-approved ATPs shall be controlled IAW approved Configuration Management (CM) procedures. Changes to acceptance test procedures and/or associated equipment, vendor changes, line relocations, production disruptions, or downtime exceeding 12 months shall be reviewed by the Government for determination of re-validation requirements.
Production Lot Testing (PLT) (PHASE II). The Contractor shall implement production lot testing system to demonstrate compliance to the PRSE-PRF-00001. PLT shall consist of the production lot tests specified in Table 5 of PRSE-PRF-00001. Sample PRDs shall be selected at random from each lot on the same production purchase order, in the quantities specified below, and subjected to tests specified for PLT in Table 5. The PRD shall pass all required production lot tests to be considered acceptable. Failure to meet any of the specified requirements for any one PRD shall be considered cause for rejection of the lot. PLT units which fail sample testing shall undergo failure analysis and a failure analysis report shall be submitted to the Government within 30 days of the failure, IAW DI- NDTI-80809B and CDRL A012. The Government shall review the cause of failure and provide a determination on deviations or rejection of lot. The rejected lot shall be reworked as necessary to correct the deficiency(s) and re-submitted for testing and lot sample testing.
a. A minimum of two PRDs from each lot of up to 250
b. A minimum of three PRDs from each lot of 251-500
c. A minimum of one additional PRD per every 250 additional units in each lot
The Government may approve a decrease in frequency of production lot testing should consistent quality be shown.
6.3 Non-conforming Material (PHASE II). The contractor shall utilize a documented system for evaluation and disposition of non-conforming material. This system shall be used for tracking, analyzing to determine root cause, and assuring effective preventative/corrective action implementation. The contractor shall ensure that all products meet specified contractual requirements prior to submission for Government acceptance. PRD batteries must be procured from a Government approved battery vendor. Installation or use of non-conforming products without specific Government authorization is not permitted. Non-conformances shall not be given a disposition of “use as is” or “repair” through contractor action without Government approval. Rework to print is acceptable. The contractor shall maintain a procedure to control the identification, documentation, evaluation, disposition, and segregation requirements of non-conforming products. The Government shall be notified of any non-conforming products via the Material Review Board (MRB) or Request for Deviation (RFD) process. The Contractor shall notify the PCO in writing immediately of any discovered non-conformances that may exist in previously delivered product.
Notification shall include a description of the suspected nonconformance, potential risk or product impact, contract number, Delivery Order Number, Contract Line Item Number (CLIN) Part Number, National Stock Number (NSN), affected serial numbers, or lot numbers, when applicable.
6.4 Pilot Line Validation Support (PHASE II). The Contractor shall support a Pilot Line Validation (PLV) conducted by the Government at the PRD manufacturing facility. The PLV will consist of one visit by the Government. The contractor shall notify the Government technical representative two weeks prior to his readiness for the PLV. The PLV shall include, but is not limited to:
a. Review of Production Facility, including ITAR compliance.
b. Production Hardware evaluation, including tooling and fixtures
c. Work instruction review
d. Review of process controls and documentation
e. Verification of automated and/or manual processes
f. Statistical Process Controls (SPC) Data and/or corrective action system evaluation
g. Validation of Inspection, Test, Measurement and Diagnostic Equipment (TMDE), and calibration equipment
h. Other program/contractor standard operation procedures/data review.
The Government shall perform additional PLVs, if deemed appropriate. The basis for additional PLVs include, but are not limited to, changes to contractor suppliers, methods of production, production processes, relocation of production lines, or 180-day shutdown of production lines. The PLV shall be scheduled at a mutually agreed upon date.
6.5 Commercial Warranty (PHASE II). Unless otherwise specified, the contractor shall offer their standard factory warranty of not less than 12 months against defects in material and workmanship on newly manufactured items.
PRD warranty repair and replacement shall be verified by analysis of the Contractor’s warranty policy. The Contractor shall demonstrate the ability to receive and process returned PRD’s that do not pass initial electrical verification testing prior to insertion of the secure waveform at the Government agency.
6.6 First Article Test (FAT) (PHASE II). The Contractor shall prepare First Article Test (FAT) plan/procedures IAW DI-NDTI-81307A and submit for Government approval IAW CDRL A013. The FAT plan/procedures shall provide detailed operational test procedures to demonstrate the functionality of the selected unit and compliance to PRSE-PRF-00001. The Contractor shall notify the Government 20 calendar days prior to initiation of the FAT. The Contractor shall conduct a FAT on units to be selected by the Government from the first production lot. The FAT shall be witnessed and approved by the Government. The FAT test units shall utilize the same manufacturing techniques and facilities used to produce the contract quantity. The Contractor shall successfully complete the FAT prior to submitting hardware for Government acceptance. The Contractor shall provide a FAT report after successful completion of the FAT IAW DI-NDTI-80809B and submit IAW CDRL A014. First Article Test units shall not be retained as manufacturing standards.
6.7 Acceptance Testing (PHASE II). The Contractor shall implement a product acceptance system to demonstrate compliance to the PRSE-PRF-00001. The Contractor shall perform acceptance testing as described by the Contractor’s Functional Test Validation Protocol and this SOW. Acceptance Testing shall be conducted on each PRD assembly produced. As with first production articles the contractor shall load the surrogate waveform, provided as GFI, onto each PRD. The Government tester will be provided as GFE (GFE-T), and will test the PRDs prior to delivery, in accordance with paragraph 4.1.2. A commercial COSPAS-SARSAT tester (CS-T) shall be provided by the contractor to test the PRD for COSPAS-SARSAT compliance prior to delivery as part of acceptance testing. Prior to delivery, each PRD will also undergo the Functionality Check (FC) described in Product Performance Specification Personnel Recovery Device PRSE-PRF-00001 during acceptance testing. The acceptance test results will be provided for each PRD delivered IAW DI-NDTI-80809B, A015.
Production units that fail to pass the GFE-T may be repaired and re-submitted for acceptance up to three times.
After more than three failures, units shall be scrapped. Records of scrapped units shall be maintained and reported IAW DI-NDTI-80809B, A016. Failures proven to be attributable to tester abnormalities shall not be considered to be product failures.
Documentation shall be provided for each active operational PRD assembly produced and delivered, detailing PRD assembly unit history and acceptance test results as required by paragraph 4.1.2. These Acceptance Test Reports will include Unit History Reports by serial number detailing the completion time, operator and the result of each operation; and Final Acceptance Test Results.
7.0 CONFIGURATION MANAGEMENT.
7.1 Configuration Control (PHASE II). Engineering Change Proposals/Value Engineering Change Proposals shall be prepared IAW DI-CMAN-80639C and accompanied by appropriate data and shall be submitted IAW CDRL A017. The Notice of Revision (NOR) shall be prepared IAW DI-CMAN-80642C and delivered IAW CDRL A018 and include all documentation supporting the change decision. The Specification Change Notice (SCN) shall be prepared IAW DI-CMAN-80643C and delivered IAW CDRL A019. The Engineering Release Record (ERR) shall be prepared IAW DI-CMAN-80463C and delivered IAW CDRL A020. Any proposed contract action that impacts current or future production shall contain life cycle cost justification. Any changes that impact the product baseline shall be made available to the Government and include all documentation supporting the change decision. The contractor shall designate the changes to the baseline as either Class I (Major) or Class II (Minor) Engineering Change Proposals (ECP). The change shall be Class I if it affects form, fit, and function of the baseline configuration. Proposed changes that do not meet the criteria (form, fit, and function) for Class I shall be designated Class II. Classification and approval of ECPs/VECPs shall be performed in accordance with FAR 52.243-4000. The contractor may also utilize ANSI/EIA-649-B and MIL-HDBK-61A for information and guidance to classify a proposed change as a Class I or Class II ECP. The contractor shall submit the Class I ECPs for the Contracting Officer’s approval and Class II ECPs for the Contracting Officer’s concurrence on the classification. If the contractor is notified of incorrect classification, the contractor shall resubmit those applicable ECPs as Class I ECPs for the Contracting Officer’s approval. If required, the contractor shall obtain COSPAS/SARSAT re-certification for the PRD following any qualifying configuration change.
7.2 Configuration Status Accounting (PHASES I and II). (CSA) The Contractor shall maintain current and historical records for the baseline technical data, change and nonconformance actions, and new and updated documentation, including identification of all as-designed and as-built configurations. The status accounting system shall provide for generation of indentured parts lists, where used lists, and all other data necessary to provide the complete and accurate configuration history and status. CSA records shall be maintained at the contractor’s facility.
7.3 Serialization (PHASE II). The contractor shall apply serial numbers and unit/fabrication numbers to each item as delineated by PRSE-PRF-00001. The serial number for each PRD shall be assigned in increasing numerical sequence. Serial numbers cannot be repeated during current or future production. The contractor shall establish and maintain an automated records system for each serialized item or component. This record shall include serialized configuration items and lower level serialized components as related to specific CI and shall document the PPS and drawing revision to which each serialized item is manufactured. The PRD shall be marked in accordance with DFARS 252.211-7003, Item Identification and Valuation.
7.4 Physical Configuration Audit (PHASE II). A physical configuration audit (PCA) shall be conducted at the contractor’s facility in conjunction with the FAT. The contractor shall conduct the audit, with Government participation, IAW the PCA plan provided by the contractor IAW DI-CMAN-80858B and delivered IAW CDRL A021. The PCA shall be conducted to verify that the physical build of the item matches the contractor’s Technical Data Package and shall establish the physical baseline from which point future design/configuration changes would be made and documented through the formal engineering change process IAW paragraph 6.1. The contractor shall provide a report of the PCA IAW Configuration Audit Summary Report DI-CMAN-81022C and deliver IAW
CDRL A022.
8.0 INTEGRATED LOGISTICS SUPPORT.
8.1 Maintenance Concept (PHASE I). The PRD maintenance concept consists of user level and unit level maintenance. The contractor shall perform a spare parts analysis to determine parts susceptible to breakage, that may be replaced at the unit level and the quantity recommended per every 1000 produced. The results of this analysis shall be provided IAW DI-ILSS-80293B and delivered as A023 with the delivery of the production representative articles.
8.1.1 User Level Maintenance (PHASE I). User level maintenance shall consist of replacing the PRD batteries and performing Built-in Self-Test (BIST).
8.1.2 Unit Level Maintenance (PHASE I). Unit Level maintenance shall consist of 1) switching the PRD to secure and non-secure modes, 2) performing RTC time sync procedure, 3) removal and replacement of the PRD antenna and lanyard, and 4) BIST.
8.2 Manuals, Quick Reference Guide (QRG), and Source Data (PHASE II). The contractor shall provide a User Manual and Quick Reference Guide (QRG) with each PRD. The User Manual and Unit Maintenance Manual shall be provided IAW DI-TMSS-80527C and delivered IAW CDRL A024.
8.2.1 Validation of Source Data (PHASE II). The contractor shall perform a validation of the source data. The contractor shall make records of the validation process available to the Government upon request. The contractor shall ensure that all parts required because of changes to the PRD agree with the engineering drawings. The contractor shall submit a Validation Report for the source data IAW DI-CMAN-80792A and deliver IAW CDRL A025. The Government reserves the right to witness the validation. Government observation of the validation will not necessarily constitute a verification of the recommended change, however, a combined validation/verification may be performed at the discretion of the Government.
8.2.2 Subcontractor Data Requirements (PHASE II). The contractor shall ensure that publication requirements of this contract are levied on all subcontractors and are fulfilled. The prime contractor shall ensure that subcontractor data is correct and meets standards as noted in this SOW. The prime contractor shall be responsible for securing any required data for publication development from subcontractors. The prime contractor shall be the interface between the Government and subcontractors.
9.0 ENVIRONMENTAL.
9.1 Laws and Regulations (PHASE I and II). The contractor shall ensure all activities are in compliance with applicable federal, state and local environmental laws and regulations. The contractor shall ensure that design, maintenance, operation, and manufacturing eliminate or reduce hazardous materials and wastes.
9.2 Hazardous Material Management (PHASES I and II). All Contractor and subcontractor activities shall be in compliance with applicable federal, state, and local environmental laws and regulations. The Contractor shall ensure that design, maintenance, operation, manufacturing, programmatic decisions, and trade-off studies strive to eliminate or reduce hazardous materials and waste. The contractor shall implement a Hazardous Materials Management Program (HMMP), IAW National Aerospace Standard (NAS) 411. The contractor shall prepare a HMMP Plan IAW DI-MGMT-81398B and delivered IAW CDRL A026. The contractor shall request Government approval to use any of the substances identified in the EPA 17 List (available at http://www.epa.gov/opptintr/3350/33finb1.htm). The contractor shall not use any Class I Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS) (identified at http://www.epa.gov/ozone/ods.html) in the manufacture or support of items required by this SOW unless a waiver is obtained by the appropriate agency. The Contractor shall provide, electronically and through the IPT process, immediate notification of any proposed hazardous material mitigation/elimination efforts that may adversely impact schedules and/or cost, or performance.
The Contractor shall prepare annual HMMP Reports IAW DI-MISC-81397B and delivered IAW CDRL A027 to report perchlorates, Class II ODC/ODS materials listed at http://www.epa.gov/ozone/ods.html and/or any substances listed in Emergency Planning and Community Right-to-Know Act (EPCRA) Section 313 "toxic chemicals" and EPCRA Section 302, "extremely hazardous substances" (available at http://www.epa.gov/ceppo/pubs/title3.pdf). The HMMP Reports shall also identify via technical drawing/publication the specific location of each hazardous material contained in the final end item(s). Any hazardous materials used in the manufacturing process shall be identified as such in the HMMP Reports.
9.3 Environmental Management (PHASE II). The contractor shall evaluate any PRD redesigned components to verify material changes have not introduced hazardous materials in conflict with the Section 2-207 of Executive Order 13423. For purposes of meeting the requirements of section 3-303(b) of the Executive Order, the Emergency Planning and Community Right to Know Act (EPCRA) section 313 “toxic chemicals” list and section 302 “extremely hazardous substances” shall be used.
10.0 POST PRODUCTION STUDIES AND EVALUATIONS (PHASE II). The contractor shall be responsible for the conduct of Post Production study(ies) /evaluation(s) necessary to identify potential design improvements, evaluate technical alternatives, and select/implement a material change resulting from a Government directed, or internal contractor initiated, product improvement initiative. Product improvement initiatives may result from Quality Deficiency Reports (QDRs) based upon issues identified during field use, manufacturing (cost reduction) improvements, and/or product performance improvements (improvements associated with expansion of the operational capability of the baseline system). The Contractor shall prepare, in Contractor format, Studies and Evaluations IAW DI-MISC-80508B and delivered IAW CDRL A028.
11.0 PRESERVATION, PACKAGING, PACKING AND MARKING (PHASE II). The contractor shall preserve, package and pack all items using MIL-STD-2073-1E. Preservation, packaging and packing shall be accomplished as follows:
a. ASTM-D3951. Commercial packaging. Package and ship IAW ASTM-D3951.
b. All Marking shall use MIL-STD-129.
c. Preservation, packaging and marking of all hazardous material shall conform to the requirements of Title 49, Code of Federal Regulations (49 CFR) as applicable. In addition, the contractor must adhere to additional marking and labeling requirements of 29 CFR 1910.1200.
