Please see the added language in Section L 3.3.
32. RFP Page 62, Section L.4.1, the last paragraph states that "Proposal must be broken down by labor function, number of full‐time employees (FTE) and/or part‐time employees, number of hours, hourly rate, contractor manpower reporting (CMR) and total." 44. Per Amendment 1, a new section 3.3 is added for PPQ's to be provided. Is this a part of the 25 page limit? The PPQ's are each four pages long and we have 3 that we plan to submit. Can the PPQ's be added at the end of Volume 3 and not be counted against the original 25 page limit?"
Please reference L.2 Table change as the PPQs have been exempt from the page count but limited to 4 pages each of the total number of PPQ submissions allowed.
45. On page 69 of the RFP under the Responsibility Determination Section, it states under (c) Security
Clearance. The Government will verify that the Offeror currently possesses a TOP SECRET facility clearance (FCL) from the Defense Security Service (DSS). Is our JV eligible to submit a proposal as long as our JV has a TS FCL in place by the time of award?
Please reference the revised language in Section M PART B: EVALUATION PROCESS / Responsibility Determination (c).
46. Page 59 of 61, Section 3.3, Past Performance Questionnaire – The first sentence references “Factor

L.1 General Instructions L.2 Proposal Format L.3 Proposal Content and Volumes L.4 Proposal Submission L.5 Proposal Packaging L.6 Classified Data L.7 Solicitation Changes L.8 Incumbent Information L.9 Specific Instructions
L.1 GENERAL INSTRUCTIONS
NAICS code 541611 applies to this solicitation. The Offeror is required to submit sufficient information to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks. The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal deemed beneficial to the Government. With the exception of the Cost/Price volume, no cost or pricing information shall appear in any volume.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. The Offeror shall present sufficient information to allow the Government to evaluate the proposed work effort, support, and approach, as well as the cost/price proposal without opening discussions. Statements that the Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in a rating of unacceptable.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to clearly address a specific factor or sub-factor may be considered a deficiency. Detailed information must be included in the most logical place and summarized and referenced in other areas; however, there is no need to repeat information in more than one volume if an overlap exists. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror is expected to comply with all requirements of the RFP. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal un-awardable.
Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the Contract Specialist. It is requested that all questions be received no later than 2 days prior to the pre-proposal conference. No phone calls will be accepted. All government responses to questions will be posted on https://www.fbo.gov.

The cost of general purpose items required to conduct normal business operations will not be considered allowable Other Direct Charges (ODC). The ODC CLIN is a place-holder for travel costs, and shall not be priced.
SECTION M
TABLE OF CONTENTS:
M.1 General M.2 Basis for Award Part A: Evaluation Factors Part B: Evaluation Process Part C: Evaluation Rating and Risk Assessment Definitions
M.1 GENERAL
The Government intends to award one Firm Fixed Price (FFP) contract with a one year base Period of Performance (PoP), and four one-year options resulting from this solicitation. Award will be made to the Offeror whose proposal represents the “best value” to the Government, all factors considered. "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit(s) in response to the requirement.
The Offeror is advised that the proposal meeting the solicitation requirements with the lowest price may not be selected for an award if award to a higher priced Offeror is determined to be more beneficial to the Government. However, the perceived benefits of the higher priced proposal must merit the additional price.
If an Offeror identifies a conflict of interest, mitigation plans shall be submitted in Volume 1 and will be evaluated by the Government. If the proposed mitigation plans are ultimately deemed unacceptable, the Offeror will be ineligible for award.
M.2 BASIS FOR AWARD
In accordance with FAR Subpart 15.3, Source Selection, a Source Selection Evaluation Board (SSEB) has been established to evaluate proposals submitted for this acquisition. Proposals received in response to the Solicitation will be evaluated using the evaluation criteria set forth in this section. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain their best terms and conditions based on a cost or price and technical standpoint, which they consider to be the most favorable to the Government.
Award will be made to the responsible Offeror whose proposal represents the best value tradeoff to the Government, in accordance with the evaluation factors in the solicitation.
The Government will evaluate Offeror proposals in accordance with the price and non-price evaluation factors.
All non-cost evaluation factors, when combined, are significantly more important than price. The Management Plan sub-factor is more important than Staffing Plan sub-factor, which is of equal importance as Past Performance. Staffing Plan sub-factor and Past Performance combined are equal to Management Plan sub-factor.
PART A: EVALUATION FACTORS
The two rated non-cost factors for this acquisition are identified below, in order of importance:
Technical o Management Plan o Staffing Plan
Past Performance
(1) TECHNICAL
The technical factor consist of two subfactors that will be evaluatated seperately.
(a) MANAGEMENT PLAN:
(1) Knowledge and understanding of the requirement as outlined in the Performance Work Statement (PWS) and how the Offeror plans to meet or exceed the Government’s
(2) Demonstrated knowledge and experience in operational test and evaluation processes and methodologies.
(b) STAFFING PLAN:
(1) Adequacy of plan to staff for services/locations outlined in the PWS.
(2) Adequacy of proposed organizational structure, labor categories and brief position descriptions for the entire support organization.
(3) Ability to staff qualified personnel and time frame of anticipated full staffing (i.e. 10 days after notice of award).
(4) Ability to provide streamlined transition to ensure seamless integration without impacting the mission of the JT&E Program.
(5) Adequacy of plan to increase staff with qualified personnel for short-term
(2) PAST PERFORMANCE:
Past performance will be evaluated based on the Offeror’s demonstrated performance in contracts of similar size, scope and complexity. Past performance is defined as a measure of how well the Offeror has performed and satisfied its customers. The Government's evaluation of the Offeror's past performance shall be a subjective assessment based upon information supplied by the Offeror and information obtained from references. Past performance information will be obtained through Government systems.
(3) COST/PRICE:
Price will not be given an adjectival rating, but will be evaluated per FAR 15.404-1 to ensure the final agreed to price is fair and reasonable.
Price analysis will include evaluation of labor rates and other cost components. This analysis is to ensure that costs are reasonable for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the efforts described in the Offeror’s technical proposal.
PART B: EVALUATION PROCESS
The Government intends to award one contract resulting from this solicitation to the responsible Offerors whose proposal represents the best value after evaluation, in accordance with the solicitation. The Government reserves the right to hold discussions; however, award is intended to be based upon the initial offer. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
All proposals will be evaluated for compliance with the terms, conditions, and requirements set forth in the solicitation. Failure to address each of the areas identified in Section L in the proposal may impact the resulting evaluation ratings and risk assessment. Subjective judgment on the part of the Government evaluators is implicit in the entire process.
The proposal must demonstrate to the Government’s satisfaction that the Offeror will provide a quality service that will ensure the successful accomplishment of the solicitation requirements and overall program objectives. If deemed appropriate by the Government, proposal information provided for one factor may be used to assess other factors. In addition, the Offeror’s technical proposal will be reviewed to determine if it is consistent with the price/cost proposal and reflects a clear understanding of the scope of work necessary to meet the solicitation requirements.
TECHNICAL: For all technical subfactors, a combined Technical Rating/Technical Risk Rating will be assigned. The combined Technical Rating/Risk Rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weaknesses and deficiencies of the proposal. The degree of benefit to the Government associated with assigned strengths will be considered in determining whether the Offeror’s approach and understanding of requirements rises to a level of being thorough or exceptional.
The combined Technical Rating/Risk Rating also considers the assessment of technical risk, which considers potential for disruption of schedule, degradation of performance, the need to increase Government oversight, or the likelihood of unsuccessful contract performance. Offerors are advised that during the evaluation process, proposals demonstrating multiple strengths in multiple elements of each subfactor will receive higher ratings than those with limited or fewer strengths.
The Government will assess the Offeror’s compliance with the solicitation requirements, and evaluate the proposal for clarity, completeness, and realism and the extent to which the proposed processes and procedures ensure successful accomplishment of the tasks described in the PWS.
PAST PERFORMANCE: The Government will consider the Offeror’s recent (completed within the past 3 years) and relevant record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors.
The Government will utilize information obtained from the Contractor Performance Assessment System (CPARS), as well as from questionnaires tailored to the circumstances of this acquisition and similar services as compared to the North American Industry Classification System (NAICS) 541611.
