2. Can a firm prime this opportunity if it does not have a facility clearance? No
3. Can it leverage the facility clearance of one of the partners? No, the contract is with you not the partner
4. Would the Contracting Office accept the past performance of subcontractors?
The Government reserves the right to consider Past Performance of subcontractors with the roles of the subcontractor along with the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
5. Would the JPO accept a bid from an 8(a) JV? Yes, as long as both parties participating in the joint venture are active 8(a) companies.
6. Would the 8(a) JV need its own facility clearance? Yes
7. Could it leverage the facility clearance of the JV partners? No
8. Would like ask if the intent of the 20 page limit for Volume 2 (Technical Proposal) includes the Key resumes, which can total up to 6 pages? Or would the Resumes be a separate/additional page count? Yes, key personnel resumes are included within the 20 page limit and reference section L.2.2.1 as it relates to the resume page restriction.
9. Per the RFP Page 18 of 96 PART 3. FUNCTIONAL AREA SERVICES ‐ 3.2 Functional Area Services Detailed descriptions of the JT&E organization, process, and procedures are provided in the JT&E Program Handbook. Overviews of functional areas are described in sections 3.3.1 through 3.3.6.
Pleases confirm the page and numbering convention in the JTE Program Hand Book? The reference questioned as it relates to the PWS is now corrected to sections is 3.2.1 ‐ 3.2.5. All information in the provided Handbook maintains another name and numbering convention.
10. H.1.1 Facility Clearance ‐ The Contractor, at its own expense, must maintain a TOP SECRET facility clearance (FCL) from the Defense Security Service (DSS) for the entire term of the contract. The Contractor shall notify the Contracting Officer in writing if there are any changes in the status of their facility clearance, and provide the reasons for the change. If only part of a Contractor’s organization has a facility clearance, the Contractor shall make the distinction between which business units or sites and geographic locations have one. Will the government allow the prime contractor to use the FCL of a qualified subcontractor?
Section C - Page 12 of 61
The prime contractor is required to maintain the Top Secret Security clearance.
11. Section H.12 – In regards to DBA Insurance, are companies required to carry this type of insurance despite not performing work related to the coverage? The Prime must be able to obtain and maintain DBA insurance.
12. Regarding Section L.2 Proposal Format, please clarify the following statement, “Graphs shall be presented in no smaller than a 10 pt font and shall contain a grid, which allows values to be read directly from the graph. to the same accuracy that a 10 x 10 to the ½ inch grid provides.”
The referenced sentence has been revised for clarification in L.2.
13. Regarding Section L.2 Proposal Format, would the government consider accepting PDF format as well as Word format for all volumes? Word format only is required.
14. Regarding Section L.3, Proposal Content and Volumes, does the government require one CD ROM with eight electronic file copies on the CD or just one electronic copy on the CD? The number of required CDs has been revised to 4 for each Volume. Please reference L.3.
15. Does the government require the CD ROM with the original hard copies only? The number of CDs required has been revised to 4 with one of those in each volume to be considered a master.
16. Regarding Section 2.2.1 Key Personnel, do we need to provide a Letter of Intent for proposed key personnel that are currently employed with your company? Yes, letters of intent for all key personnel are required in accordance with Section L 2.2.1.
17. The paragraph section 4.0 Cost/Price, references volume 1 and 7. Does the government mean volume 4 for both? Yes, change shall be incorporated.
18. What is the current staffing level and labor category mix? Please see the PWS, Functional Skill Sets and the JT&E Handbook as the Government is unable to disclose any specific information into how the incumbent’s proprietary labor mix formulated to meet the requirements previously advertised.
19. Has the scope of work changed in the new PWS from the previous contract? If so, in what areas?
This stand‐alone PWS is specific to meet the current mission requirements of the JPO facilities and programs.
20. Section L.3, Table 1, page 56 – Can the offeror include 8 CDs each with Volume’s 1‐3 on each CD? Or, do these volumes need to be on distinct CDs (which would equate to 24 CDs per table 1 requirements)? The required number of CDs has been revised. Please reference L.3.

22. Section L.2.1, Management Plan, bullet1 (page 59) – Does the government want the offeror to provide (a) a complete technical response to how the offeror will provide all PWS tasks? OR (b) a management plan that ensures performance of PWS requirements? If (a) – please increase the page limit by 20 pages to accommodate the PWS technical response. The Government requirement is requiring a complete technical response for all PWS tasks.
Section C - Page 13 of 61
23. Section L.2.1, Management Plan, bullet2 (page 59) – Does the government want the Offeror to: (a) provide past performance examples and references regarding operational test & evaluation OR (b) provide a management plan that supports the knowledge and experience in operations test & evaluation processes and methodologies? If (b) please increase page limit by 10 pages to accommodate Contractor responses. Past Performance experience should be contained in Volume
3. Management Plans should meet all the requirements specified in the RFP. Page count is not increased.
24. Section L.9.2.1, Management Plan states, “The Offeror shall describe in detail the management plan proposed for fulfilling the requirements of the Performance Work Statement (PWS), to include a description of the roles and responsibilities of each level of management proposed.” Section L.9.2.2, Staffing Plan states, “The Offeror shall describe in detail the staffing plan proposed for fulfilling the requirements of the PWS. This shall include a description of the roles and responsibilities of each level of management proposed.” Does the government want an offeror to provide a description of roles and responsibilities of each level of management proposed in both section responses? If not, which section should contain this response? Offeror’s initial proposal should contain their best terms and conditions based on a cost or price and technical standpoint, which they consider to be the most favorable to the Government.
25. Section L.9.2.2, bullet #3 states “the ability to staff qualified personnel and time frame of anticipated full staffing (i.e., 10 days after notice of award).” Would the government consider increasing the transition period to 20 days to allow incoming personnel transition onto the contract to give the industry standard 2 week notice on their current positions? 10 days is an example and it is the Contractors responsibility for the Contractor to propose and identify their proposed transition period.
26. Section L.9.2.2.1 Key personnel. Would the government consider excluding the key personnel resumes from the 20 page limit for this volume? The key personnel shall remain within the identified page count for Volume 1.
27. Section L.0.3.2 – Assessment Records. Some contracting offices do not regularly use CPARS and some contracts are prime/subcontractor roles and therefore do not use CPARS or PPIRS. What if an offeror does not have CPARS or PPIRS for its existing relevant contracts? What should the offeror include here? Please reference Section L 3.3 as it has been added to address Past Performance Questionnaires as it may be utilized should there not be any CPARS or PPIRS on file or in conjunction with those detailed performance ratings.
28. Section L.9.4.1 (pg 62) – Does the government have a pricing spreadsheet format for submission purposes that an offeror can use? Please provide. The Government doesn’t have a pricing spreadsheet for submission purposes.
29. Section L.0.4.1 (pg 62) – Cost/Price Proposal requests an offeror provide pricing by labor category description, in table format, as outlined in Section B. However, Section b does not currently provide CLINs by labor category description. Please provide updated Section B to reflect requirement or clarify what is required for submission. Please reference L 4.1 for updated language.
Section C - Page 14 of 61
30. Section C.3.2.1 – Technical Services, C.3.2.2 – Financial Analysis, C.3.2.3 – Property/Facility Services, C.3.2.4 – IT, C.3.2.5 – Admin Services. All the listed sections do not provide offerors with any workload estimates for the offeror to determine the appropriate number of FTEs required to complete the daily functions. For example, in Section C.3.2.3, workload estimates to include: (a) how much property (by number and type of GFE/GFP) will the contractor be required to track, store, distribute, dispose of, and account for annually? (b) how many events annually will contractor be required to arrange maintenance for? Will the government provide these type of workload estimates for each of the above listed task areas (C.3.2.1‐5) so that an offeror can determine the number of FTEs required to fulfill the government PWS requirements? OR Will the government provide the required staffing mix in each of these areas? No more than 200 lines of property are currently being managed. Please see the PWS, Functional Skill Sets and the JT&E Handbook to determine required staffing mix for the advertised requirement.
31. The RFP provides a Past Performance Questionnaire (PPQ) template attachment but no reference in the RFP is made to it. Is it acceptable to provide a PPQ for references in which there is no CPAR or PPIR report available? If not, is there a purpose for providing the PPQ attachment? Please see the added language in Section L 3.3.
32. RFP Page 62, Section L.4.1, the last paragraph states that "Proposal must be broken down by labor function, number of full‐time employees (FTE) and/or part‐time employees, number of hours, hourly rate, contractor manpower reporting (CMR) and total." Would the government explain what is meant by contractor manpower reporting (CMR) refers to and what specifically is required? Please reference Section H.8
33. Under PWS Section 3.2, first Paragraph, is states "The seven performance standards listed in the following table identify the specific categories of work." But there are 12 listed in the table. Would the government confirm 12 are intended? PWS Section 3.2 has been revised to reflect 12.
34. Under PWS Section 3.2 Second sentence states: "Overviews of functional areas are described in sections 3.3.1 through 3.3.6." Should the intent be and this sentence reference sections 3.2.1 ‐
3.2.5? The reference questioned, as it relates to the PWS, is now corrected to sections is 3.2.1 ‐
3.2.5.
35. Event after the description of Security Issues, does the winning contractor have to have a SCIF?

1.1 Overview of Services
The Contractor shall provide technical services, administrative services, management services, financial analysis, information technology (IT), and other services necessary to perform the activities defined in this PWS. This contract does not include the performance of any JT&E projects. The Contractor shall perform all activities to the standards stated in this PWS.
1.2 Background
The JT&E Program develops potential non-material options for increasing military effectiveness, and employs operational test and evaluation (T&E) techniques for analyzing and validating proposed joint military solutions. The JT&E Program brings two or more Services together to provide improvements in the joint interoperability of Service systems, technical and operational concepts, and system performance; in validated testing methodologies; and in the validation of models, simulations, and test beds. The JT&E Program finds ways for warfighters to accomplish their missions better with today’s equipment, organizations, and doctrine. The JT&E Program achieves this objective by evaluating new concepts and addressing needs and issues in joint military environments.
The Department of Defense’s (DOD) JT&E Program originated in response to the 1970 Blue Ribbon Defense Panel Report, which recommended that continuing responsibility for joint testing be vested in an Office of the Secretary of Defense staff element dedicated to T&E. In December 2002, the JT&E Program was realigned under the Director, Operational Test and Evaluation (DOT&E), who assigned responsibility for the Program to the Deputy Director, Air Warfare (DD,AW). The DD,AW is the JT&E Program Director and provides the means to ensure that adequate operational T&E is accomplished. The JT&E Program Manager reports to the DD,AW and is responsible for the day-to-day execution of the Program. The JT&E Program is composed of the following four types of projects, each with its own purpose and focus:
1. Joint Feasibility Study (JFS): Conduct research, prepare studies, perform analysis, and provide technical expertise to develop a Program Master Plan (PMP) that outlines test procedures and resource requirements for a potential Joint Test (JT). A JFS is normally conducted within a four to six month performance period.
2. Joint Test (JT): Execute the PMP through data collection and management, analysis, test event scheduling and planning, evaluation, reporting, and closedown activities. A JT is normally conducted within a two-year performance period.
3. Quick Reaction Test (QRT): Address a joint war fighter critical operational need through data collection and management, analysis, test event scheduling and planning, evaluation, reporting, and closedown activities. A QRT is normally conducted within a one-year performance period.
4. Test and Evaluation (T&E): Solve joint issues identified and funded by a sponsoring agency or Combatant Command (CCMD) in order to address a relevant joint issue. A T&E project may last between 1 and 5 years. The requirements for conducting T&E activities include the same functions as those for conducting a joint test; however, they are normally in support of a joint organization’s own T&E efforts and are not as urgent in nature.
The current JPO business model is designed to conduct two new JFS projects every six months (four per year) at a designated Joint Test Unit (JTU) location. JFS projects require a dedicated team of technical experts (Joint Test Support Cell [JTSC]) capable of providing a focused quick start capability and adherence to an aggressive work breakdown schedule in order to meet programmatic milestones.
A designated team requires multiple areas of expertise, and consists of a Team Lead, Test Planners, Operations Research and Systems Analysts, Modeling and Simulation Experts, and a Consolidated Resources Estimate Developer. The team is primarily focused on refining the JFS project scope, developing the test concept, decomposing the problem, and identifying resources required to execute the joint test. This team also provides information to the Feasibility Study Director (FSD) by canvassing the warfighting community for additional joint support and developing an overarching test plan (project master plan [PMP]).
The JPO charters one JT per six-month cycle (two per year). The JTSC continues to facilitate newly chartered JTs. A Technical Advisor is assigned to each JFS and JT project to provide technical consultation and advice to the JT&E Program Technical Director (Government civilian) regarding the design, development, planning, and implementation of these projects in the areas of test concept, test design, test measures, and analysis techniques. The Technical Advisors also provide technical consultation and advice to the JT&E Program Technical Director, the JT&E Program Manager and additional staff. All JT projects will be tenants at the applicable hosting JTU location, with the JTU providing military Service and Government civilian personnel for the project(s) they are hosting. The JTUs are located in Suffolk, Virginia;
Aberdeen Proving Ground, Maryland; and Nellis Air Force Base, Nevada. The JPO provides technical, administrative, and limited IT services for the JT project(s) at JTU-Aberdeen and JTU- Nellis.
Additionally, the JT&E Program budgets for six QRTs annually. The QRT Coordinator, along with the JT&E Program QRT Director, performs day-to-day execution, management, and oversight of all QRT projects. The JTSC also conducts training for nomination preparation, and reviews all QRT and JT nominations independently for compliance with JPO standards prior to key decision points. The specific duties of the Action Officers, Technical Advisors, and JTSC are contained in sections 1.2.1.1 through 1.2.1.3 of the JT&E Program Handbook. The JPO staff also includes expertise in the areas of technical, administrative, management, financial analysis, and IT services. Flexibility is a key characteristic of the JPO services team in that the JT&E Program may have more than the normal number of projects approved during a normal cycle.
1.3 Objective
The objective of this contract is to provide technical, administrative, management, financial analysis, and IT services for the JPO.
1.4 Scope
The Contractor shall provide technical, administrative, management, financial analysis, and IT services to the JPO as it monitors the JT&E Program during execution of the full range of capabilities. The Contractor will provide a standard level of service that will be covered under the fixed price CLIN.
