1. GENERAL

This is a supply contract for aviation turbine fuel to Afghan National Defense and Security Forces (ANDSF) sites throughout the Government of the Islamic Republic of Afghanistan (GIRoA). Such contract supply providers shall be accountable solely to the Contractor which in turn is responsible to the Government.

This SOW defines responsibilities for the Contractor to supply aviation turbine fuel to ANDSF sites throughout the GIRoA. The delivery will consist of mobile cold fueling to the following Afghan Air Force (AAF) and Special Mission Wing (SMW) Aircraft:

C-130
A-29
C-208
PC-12
MD-530

· MI-17

UH-60

Mobile cold fueling is defined as “the mobile fueling (by truck) of static aircraft with engines not running” and is also known as “direct to tail” fueling. The Contractor shall provide all personnel, equipment (i.e. required vehicles), supplies, transportation, tools, materials, supervision, other items, and other ancillary non-personal services necessary to deliver aviation turbine fuel to AAF and SMW locations throughout Afghanistan. The Contractor shall accomplish all required sourcing, transportation services to delivery points, and delivery of fuel into aircraft specified for service on a Free on Board (FOB) Destination Basis. ANDSF operational requirements for this commodity may vary in quantity, duration, and delivery suspense for the locations listed in Paragraph 9 of this SOW; the Contractor shall maintain sufficient operational flexibility to satisfy requirements.

2. BACKGROUND

The Combined Security Transition Command-Afghanistan (CSTC-A), in coordination with North Atlantic Treaty Organization (NATO) nations and partners, international organizations, donors and non-governmental organizations, supports the GIRoA in its efforts to develop and sustain the ANDSF; develop leaders and leadership structure; and establish enduring institutional capacity to enable accountable Afghanistan-centric security to the country. CSTC-A helps oversee training and equipping of Afghanistan forces throughout Afghanistan, and provides logistics support to ANDSF consistent with that mission. As an element of that support, the United States (U.S.) Government has identified an enduring requirement to ensure that adequate supplies of aviation turbine fuels are available to ANDSF training sites, operating sites, operational forces, and national-level management and leadership activities.

3. OBJECTIVES

This contract will serve as the primary support mechanism for aircraft fuel requirements throughout the GIRoA. The contract will satisfy requirements of the AAF and the SMW. The aviation turbine fuel provided under the resulting contract(s) is for ANDSF use ONLY, but delivery may be made to ANDSF unit(s) that are co-located with U.S. Government, Coalition personnel, or other GIRoA entities. No fuel shall be provided in support of U.S. or Coalition Forces in Afghanistan; it is strictly for the benefit of the Ministry of Defense of Afghanistan.

It is the Government’s intent to award one (1) Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts for the locations specified in Paragraph 9 in order to meet the requirements specified herein. Delivery Orders (DO) will be issued after contract award to provide detailed instructions to the Contractor that provides specific aviation fuel delivery information. The Contractor is solely responsible for all required commodity sourcing and fueling services, as well as delivery to points specified herein and in individual DOs.

The Contractor and all subcontractor(s) at all tiers shall be registered and be APPROVED in Joint Contracting and Contingency Services (JCCS) for the duration of the contract. Failure to maintain an APPROVED status may result in termination for cause.

4. SCOPE

The Contractor shall provide aircraft fueling services to AAF, SMW aircraft and other storage containers as necessary at locations identified in Paragraph 9. The Contractor shall be responsible for all aspects of supply chain management, from acquisition of the aviation fuel from refineries or pipeline terminals in Central Asia, importation into Afghanistan, and delivery into aircraft refueling vehicles at the AAF and SMW locations. The Contractor shall provide aircraft refueling vehicles at the locations, and shall provide the minimum number of aircraft refueling vehicles (bowsers) identified in Paragraph 9 at each location. The Contractor shall provide appropriate equipment and appropriately trained refueling personnel, shall operate an acceptable quality control program, and provide personal protective and fire safety equipment in accordance with (IAW) this SOW and associated technical directives. The Government will identify a point of contact (POC) at contract award that the Contractor shall coordinate with to work to arrange a potential secure area for refueling vehicles, to determine the feasibility to place a small office container, to obtain required facility access at the exact site location, and to identify any airport/airfield permits that are required.
