RFQ Q&A

Questions and Answers To

Solicitation W91B4N-20-Q-2014 MeS Guardian Angel

Q1: Reference: Section 8.1.2, Note 4, RFP p. 123 Section 8.11 Uniforms & Equipment, RFP p. 125-126 Section 8.1.2 indicates that contractors must provide "Day/night eye protection (ballistic)," while Section 8.11 indicates that each employee must be issued "ESS Profile Night Vision Goggles (NVG)." Will the Government confirm that the eye protection is not required to be this specific make/model?

A1: The contractor must provide ballistic eye protection for their personnel which provides sufficient protection from eye injury. The ESS Profile Night Vision Goggles is a recommendation only and is not a mandatory make or model.

Q2: Reference: Section 8.11 Uniforms & Equipment, RFP p. 125 The RFP indicates that, "Contractor shall issue (prior to each new employee beginning duty) all employees a minimum of four (4) complete sets of uniforms (to include boots)…" Will the Government please confirm that each employee does not need to be issued 4 sets of boots prior to beginning duty?

A2: The Government is not mandating four (4) pairs of boots prior to beginning duty; however, the contractor must ensure all personnel have “serviceable uniforms” throughout the entire deployment.

Q3: Reference: Section B, Evaluation Criteria, #5 - Factor 2 - Past Performance, RFP p. 154 The RFP indicates that the Government will evaluate past performance through Government databases, but does not outline criteria by which past performance information that is retrieved will be evaluated. Will the Government please clarify what criteria will be used to evaluate the information that is retrieved?

A3: Addendum to 52.212-2 has been updated to specify the evaluation of past performance.

Q4: Reference: Section B, Evaluation Criteria, #5 - Factor 2 - Past Performance, RFP p. 154 The RFP indicates that the Government will evaluate past performance through Government databases, but does not indicate how the past performance factor will weigh relative to technical acceptability and price evaluation. Will the Government please clarify how the past performance factor evaluation will be considered, relative to the overall proposal evaluation?

A4: See A3 above.

Q5: Reference: A02 PWS, Section 5.2, pg. 39; Attachment 1 - Pricing Workbook The Pricing Workbook currently has 365 days of performance in the Base Period for each labor category. Since the Base Period is a 12-month period that includes phased mobilization periods of 60 days (IOC) and 90 days (FOC), and considering personnel are paid when they arrive in country and start performing, the days of performance in the Pricing Workbook should be revised to appropriately recognize a the period of actual performance (305 days for personnel at IOC, 275 days for personnel at FOC). Will the Government please confirm?

A5: The pricing worksheet is a tool to ensure uniformity of CLIN/SLIN structures in offeror’s quotes, some offeror may choose to pay their personnel at the point of retention (i.e, the day they are hired vice the day they start performing), and this is specific to the offeror’s general practice, and it is incumbent on the offeror to come up with their own pricing strategy. The Government evaluates the overall summary of the pricing.

Q6: Reference: W91B4N-20-Q-2014 MeS Guardian Angels(Post Ready), ADDENDUM TO 52.212-1 Instructions to Offerors, pg, 149 & 151

Per the instructions for Volume I - General and Volume III - Cost/Price, Offerors are required to complete SF 1449 Section B. Will the Government consider acceptance of either an Excel version of SF1449 Section B, or an Excel version of SF1440 Section B converted into PDF as compliant with this requirement?

A6: Yes, the Government will accept SF 1449 Section B completed in PDF format.

Q7: Reference: A02 PWS, Section 10.12, pg. 64; Attachment 1 - Pricing Workbook In Section 10.12 of the PWS, IOC is defined as 60 days after PoP start, however, the Pricing Workbook shows a 45-day mobilization to IOC in the Base Period. Will the Government please confirm that the Pricing Workbook can be updated to reflect the PWS in instances such as the number of days to mobilize to IOC?

A7: The Government confirms IOC is at 60 days after award. The Pricing Workbook has been updated to reflect the IOC at 60 days after award.

Q8: Reference: Instructions to Offerors; Section 2, Quote Preparation and Submission Instructions, para h. Quote Limitation, p. 149 Will the Government confirm that lists of tables and figures may be excluded from page limits?

A8: The Government confirms page limit does not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables, if they are inserted solely to provide ease to the reader in locating parts/sections of the quote. Licenses, permits, and translated copies shall not be counted against the page limitation of the quote.

Q9: Reference: Instructions to Offerors; Section 2, Quote Preparation and Submission Instructions, para h. Quote Limitation, p. 149 The RFP states that, "the quote shall be font Times New Roman and size 12." Will the Government allow Arial size 8 or 10 for graphics and tables?

A9: The Government will allow Arial size 8 or 10 for graphics and tables.

Q10: Reference: Instructions to Offerors; Section 2, Quote Preparation and Submission Instructions, Table A-1, p.

149 The RFP indicates a page limit of 20 pages for Volume II - Technical Capability. Previous similar requirements have included a page limit of 30 pages, and accommodated smaller fonts in tables and figures. Given that the narrative requirements are not expected to require less page space, will the Government consider a page limit of 30 pages?

A10: Page limit for Volume II – Technical Capability has been updated to 30 pages.

Q11: Reference: Instructions to Offerors; Section 2, Quote Preparation and Submission Instructions, para i, p. 149, the RFP states that all contractors must submit copies of licenses in both Dari and English with proposals, and paragraph h allows that the licenses may be excluded from page limits, however it is not clear where (in which volume) licenses should be submitted.

A11: The copies of licenses should be submitted in Volume II. RFQ has been updated to specify.

Q12: Reference: Sec. 2.7 ECP Qualification Requirements (RSMA), PWS, p. 12, Title says RSMA. However, requirements state proof of military service requires DD 214, must possess US driver's license, and oversee SIPR accounts (usually reserved for US personnel only). Please clarify nationality.

A12: As outlined in paragraph 2.5.2, RSMA includes United States citizens. Also, paragraph 2.5.2.1 states, “and a minimum of 10% of the guard force at each performance location must be a citizen of the United States, maintain an active U.S. Secret Level Security Clearance and meet, at a minimum, the following requirements:…” The DD214, US driver's license, etc would be applicable to those 10% of the guard force being citizen of the United States. All other RSMA Nationals should provide similar documentation to validate their qualifications to meet requirements.

Q13: Reference: 3.2.6 Driver Training

Outlines requirement for a Master Driver. No position in the manning table for a Master Driver. Please clarify if one is required.

A13: The Master Driver is intended as an additional skill set to be designated to a cognizant person(s) as appropriate by the contractor. The intent is to have a designated person(s) within the contractor workforce that can assume this role while also serving other functions. It is incumbent on the contractor to determine their method of ancillary training to meet mission needs, so this skillset must exist (e.g., the scheduler possesses the certification and will be utilized to train organically). The Master Driver skills are required in accordance with PWS Section 3.2.6.

This requirement ensures personnel are provided sustainment vehicle training to meet theatre driving requirements needed for Guardian Angel transportation to and from advisor sites.

Q14: Reference: 4.3.2 Arming Authorization Packets, 4.4 Biometric Collection and 10.12 Contract Mobilization Phased Approach, Para. 4.3.2 states arming requests to the COR must be received no later than 60 days prior to the required fully operational date. Para. 4.4 states all non-U.S. personnel shall be biometrically enrolled and that CORs must submit documentation as part of arming packages. Para 10.12 states IOC, the first date armed contractors will begin work is at award +60 days. In order to achieve biometric enrollment in time to process AALs, personnel must be in-country prior to award date to complete biometrical enrollment to meet the ACOD 60 day requirement and IOC requirement, which is not feasible. Based on best practices on comparable DOD projects in Afghanistan (SSS and GA IDIQs), the minimum mobilization period to accommodate the ACOD 60-day requirement is 90 days.

Recommend mobilization period be amended to IOC at 90 days and FOC 120 days.

A14: Initial Operational Capability [PoP +60 Days] is the baseline mission execution. Personnel should be arriving to the performance site incrementally until IOC and FOC; however, contract requirements state a minimum requirement for IOC with the remaining requirement obligation at FOC. NOTE: This does not prevent a contractor from arriving ahead of schedule (i.e., +15 Days/20 personnel, +60 Days/35 personnel, or +75 days/57 personnel).

NOTE: AAL Documentation can be submitted in iterations allowing incremental arming of personnel. For example, a contractor can submit the requirements of seven personnel who have completed their AAL documentation, during week one, allowing the COR to submit through formal channels for approval. Upon awarding of the contract, the Contractor should be granted access to CAAMs through USFOR-A. This access allows the contractor to upload documentation and coordinate with the COR for progress. In accordance Biometric Collection, the Contractor shall submit a request for Biometric enrollment to the COR with a technically accurate and complete Armed Contractor Oversight Directorate (ACOD) Arming Roster (AR) to identify the employees requiring enrollment/screening. The Contractor shall submit a request for Biometric enrollment to the COR identifying the names and national identification number or passport number; the Contractor must submit the required information so the member can be biometrically enrolled.

Q15: Reference: Section 6.2.8, PWS p. 44 The PWS indicates that, "all deploying contracted personnel prior to entering Host Nation, have been issued contractor-provided protective gear, helmet, gas mask, and any other personal protective equipment required at the time of deployment." Will the Government confirm that personnel not deploying via MILAIR may be issued these items upon arrival in-country?

A15: As long as the contractor understands it is responsible for the protection and safety of its personnel who are in-flight from a point of origin to their final destination in Afghanistan, then the contractor may issue individual protective equipment within a reasonable amount of time after arrival. This does not preclude contractors from complying with Resolute Support Mission Dress State Requirements when traveling outside a coalition controlled area—a combat area. For example, the contractor must provide protective equipment before the member can travel from HKIA to OQAB. NOTE: Since it is a combat operation, there is a probability the aircraft could be engaged during flight. To travel military air, personnel are required to have a tactical vest with plates and a kevlar helmet to board an aircraft in a combat zone.

Q16: Reference: PWS Is there an incumbent contractor currently performing this security mission?

A16:. This is a new requirement, there is no incumbent contractor.

Q17: Reference: PWS Will the Government identify the incumbent contractor currently performing this security mission?

A17:. See A16 above.

Q18: Reference: PWS 7.5.1.3, PWS p. 46 The PWS indicates that, "where there is a Morale, Welfare and Recreation (MWR) facility the contractor is authorized full use of the facilities and equipment." Will the Government please confirm whether there is an MWR facility at Camp Marmal?

A18: Camp Marmal has a Morale, Welfare, and Recreation (MWR) facility which contains computers, televisions, and internet options; in addition, there is a gymnasium. Train Advise Assist Command – North is under German Command. United States Forces –Afghanistan and Resolute Support Mission – Afghanistan contractors are granted access to these facilities as all coalition forces and assigned contractors. However, there is no guarantee that these facilities will continue to exist. The combination of the general draw down in operations by NATO and the restrictions emplaced due to COVID-19 make forecasting the future availability of any particular service, including current levels of base-life support, very difficult. The contractor should not interpret the current existence of services to mean that these services will persist for any length of time.

Q19: Reference: RFP, Government Furnished Contractor Support, RFP p. 61 The RFP indicates a list of services and support available to contractors by nationality, such as billeting, laundry, etc. However the RFP states that these services are only provided at Kandahar Airfield (KAF). Given that the place of performance is Camp Marmal in Mazar e Sharif, will the Government confirm that these services are available at Camp Marmal?

A19: The RFQ has been revised to reflect Camp Marmal in Mazar-e Sharif for Government Furnished Contractor Support. See A18 for a discussion of future availability; it applies to all government furnished services and support.

Q20: Reference: 2.5.2 Contractor Personnel, PWS p. 8, Several of the position descriptions indicate that the role "shall serve as the lead during contingencies, normal operations, and real world events to protect Kandahar Airfield personnel." Please confirm that references to Kandahar Airfield are in error, and should refer to Camp Marmal.

A20: RFQ and PWS have been revised to correct administrative error.

Q21: Reference: Attachment 3 - USCENTCOM MOD THIRTEEN On comparable DOD projects in Afghanistan, contractors are required to comply with USCENTCOM MOD 15.

Will the Government confirm that MOD 15 applies to this contract?

A20: USCENTCOM MOD 15 has been updated and reflected in the solicitation.

Q22: Reference: Page 5 para 1.5 of SOW refers.

Will GA staff be required to man M240B and M249 weapons during tower or other operational tasks?

A22: The United States Government will provide weapons familiarization in theatre, if required, to safeguard coalition advisors. For example as an Air Guardian Angel, these personnel will provide Guardian Angel duties for all aircrew (pilots and aerial gunners). In the event an Afghan M240 Gunner elicits insider threat behavior changes, the Air Guardian Angel will need to neutralize the threat while safeguarding the pilot and safeguarding the machine gun. This requires training to safely handle and unload the weapon.

Q23: Reference: Page 18 para 3.2.6 refers to a Master Driver.

This post is not defined by supportive CLIN structure and we assume that this is an additional skill set for a GA member of staff rather than a permanent post? Please advise. If permanent post, please update the CLIN structure on the pricing workbook.

A23: See A13.

Q24: Reference: Page 21 para 3.2.17 refers.

As this prescribed list of training has to be conducted every six months, can the government confirm that such programmed training can be delivered by Site Lead staff. Remedial incident based response training will be performed by Site Lead staff.

A24: The Government will not dictate how the skill is trained, but the referenced training must comply with Army Regulation 381-12. If the Site Lead Staff Member is certified to provide the training in compliance with the applicable regulation, then the method is acceptable. For example, the Site Lead Staff Member is a certified counter intelligence agent or certified trainer who meets paragraph 2-4b requirements.

Q25: Reference: Page 22 para 3.4.1 refers.

Is the six monthly GA refresher course in addition to the adjusted annual training (adjusted to six monthly) referred to in para 3.2.17?

A25: Paragraph 3.2.17 addresses Threat Awareness Reporting Program. All contractor personnel are required to complete annual training requirements, which includes annual Guardian Angel Training.

Q26: Reference: Page 22 para 3.4.1 refers.

Can this training take place during ‘down time’ or do staff have to be replaced from duty to carry out this training or can the training also be phased around work time?

A26: Execution of the Guardian Angel Training is coordinated with Resolute Support CJ36 Office, and they have tailored classes to the customer’s schedule. However, the training has classroom and practical applications and is not completed within a short timeline. One can expect a full eight (8) hours of training.

Q27: Reference: Page 36 para 4.8.2 refers.

This implies that at the end of each daily shift for example, weapons are to be handed in and stored – please confirm that weapons are not retained in the billet for GA staff?

A27: As outlined by FRAGO 20-091, paragraph 3.E.1G, Contractors “will only be armed during the performance of their duties.” Paragraph 3.E.1.E states the “M9 Pistol is considered an adequate self-defense weapon, otherwise the contractors Rifle will be stored in accordance with policy and local directives upon arrival.” The paragraph referenced refers to daily accountability and inventory ensuring positive control over firearms and ammunition. The local FOB commander may dictate or modify the storage of weapons in his or her AO in accordance with ACOD policy.

Q28: Reference: Page 37 para 4.8.4 refers.

Will the government provide power to the weapons storage facility provided by the contractor?

A28: For facility maintenance, a formal civil engineering work order may be submitted to connect the storage facility to an existing power network; however, the power source is not necessarily a coalition power source. Power is provided, but it may be to the local Afghan Power Infrastructure which is known to have intermitted and frequent power disruptions and outages.

Q29: Reference: Page 47 para 7.5.1 of SOW refers.

Will the government provide such facilities to contract support staff such as administrative and training staff and if so, how many billets can be available?

A29: The United States Government will provide living quarters and basic furnishings equal only to the total number of contracted employees on the contract. Temporary housing is offered on space available and formal coordination with the base mayor (civil engineering) for use, but this is only for changeover of personnel. The contractor is responsible for costs associated with additional manpower and support elements outside the prescribed manning structure annotated in the statement of work.

Q30: Reference: Page 50 and 51 para 8.2.1 thru 8.4.

Will vehicles be used off site at all or will vehicles remain on base?

A30: Vehicles may be used off-site, such as unpaved roads.

Q31: General Question: Will range facilities be made available for GA staff for post award training and or re-certification?

A31: Yes, contracted personnel are allowed utilize coalition firing ranges. At some locations, the Afghan National Defense Security Forces (Air Force, Army, etc) allow coalition contractors use of their facilities. However, the contractor must comply with the owning agency’s range control officer, range safety officer, range policies and procedures.

Q32: General Question: Is there a requirement for any Host Nation staff on this anticipated effort, such as off-site drivers?

A32: Yes, there could be potential requirement for Host Nation staff such as linguist or interpreters as dictated by mission.

The Contracting Officer will then adjust the DBA Cost CLIN amount to reflect the actual premium amount paid prior to closing out the contract. The U.S. Government will NOT reimburse the contractor for DBA insurance purchased from a non-DoL approved insurance provider. See DBA Insurance Instructions section of the contract for additional information.

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity;

or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

If the Offeror has more than one immediate owner (such as a joint venture), then the Offeror shall respond to paragraph (c) and if applicable, paragraph (d) of this provision for each participant in the joint venture.

(c) If the Offeror indicates ``has'' in paragraph (b) of this provision, enter the following information:

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity;
